MINUTES HISTORIC PRESERVATION BOARD MEETING FEBRUARY 11, 2005 5:00 PM CITY COMMISSION CHAMBERS CITY HALL, SANFORD, FLORIDA Members Present Alex Then Maria Shreve Stephanie Powers Denny Gibbs Members Absent Barbara Farrell Staff Present Antonia Gerli — Senior Planner Jo -Ann Johnson — Secretary Item 2 Call to Order — the meeting was called to order at 5:03 p.m. Item 3 Approval of Minutes for the December 9, 2004, January 13, 2005 workshop and meeting. Ms. Powers made the motion to approve. Ms. Shreve seconded the motion. Motion carried 4 -0. Item 4 - Applications for Certificate of Appropriateness - Commercial District Item 4A - 113 Palmetto Ave., Kim & Tamara Ransom, 2159 Turnberry Drive, Oviedo. Item 4A -1 Requesting approval for replacing existing front door with wood and glass front door. Ms. Gibbs made the motion to approve wood and glass front door. Ms. Shreve seconded the motion. Motion carried 4 -0. Item 4A -2 Removing stucco to uncover existing transom window over the door. Ms. Gibbs made the motion to approve uncovering of the transom with the condition that there be no modification to the frame. Ms. Shreve seconded the motion. Motion carried 4 -0. Item 4A -3 Remove brick and the wall a/c unit to restore the former front store window. Ms. Shreve made the motion approve as presented with updated drawing of wood framed window, 4 separate panes of glass and the condition that work shall stop work if old window discovered. Ms. Gibbs seconded the motion. Motion carried 4 -0. Historic Preservation Board February 10, 2005 Page 2 Item 5 - Applications for Certificate of Appropriateness — Residential District Item 5A — 1218 Park Ave., Joseph Mack, 1406 Valencia Street, Sanford, is seeking Historic Preservation Board recommendation to the Planning & Zoning Commission for the proposed site plan. Ms. Gibbs made the recommendation for site approval to be sent to P & Z. Ms. Powers seconded the motion. Motion carried 4 -0. Item 511 — 415 Palmetto Ave., Margaret Teal, 2505 Princeton Avenue, Sanford, is requesting approval to replace double aluminum windows with double hung 1/1 wood windows. Ms. Gibbs made the motion to approve with the stipulation that the final dimensions be approved by Ms. Gerli and the siding shall be keyed in. Ms. Shreve seconded the motion. Motion carried 4 -0. Item 5C — 309 Park Ave., Carl Rohwedder, 8009 Beechdale Drive, Orlando, is seeking approval to remove two doors at the rear of the house. Ms. Gibbs made the motion to approve with the stipulation that the stairs be removed. Ms. Powers seconded the motion. Motion carried 3 -0 (Then recused). Item 5D — 911 Palmetto Ave., Iglesia Vida Nueva, pastor Jose Hernandez, is requesting approval to replace existing doors with two double doors with glass in upper portion. Ms. Powers made the motion to approve the doors with either the arched or the decoratively arched windows with the condition that future replacement doors shall match. Ms. Shreve seconded the motion. Motion carried 4 -0. Item 5E — 719 Myrtle Ave., no applicant present. Item 5F — 1008 Palmetto Ave., Beth Conley is requesting approval to enclose the rear porch. Ms. Shreve made the motion to approve with the stipulation that the siding shall be keyed in and the applicant consider using the existing rear door transom over the new door. Ms. Powers seconded the motion. Motion carried 4 -0. Item 5G — 1401 Magnolia Ave., Stephanie Powers is requesting approval for alteration to the existing monument sign. Ms. Shreve made the motion to approve as presented. Ms. Gibbs seconded the motion Motion carried 3 -0. Historic Preservation Board February 10, 2005 Page 3 6. Minor Reviews Mr. Then — 302 Oak Ave., roof change from metal to shingle. Does permitting have to check for change of roof type? 7. Approve letters of support for City's urban forestry grants. Approval letters signed by Mr. Then. 8. Chairman and Board's items for discussion Ms. Gibbs — do all replacement windows require engineering for permitting? Ms. Shreve — hand out to board regarding boarded up structures. Ms. Powers — attendance of board members. 9. Adjournment —there being no further business, the board adjourned at 7:O1p.m.
