MINUTES HISTORIC PRESERVATION BOARD MEETING NOVEMBER 10, 2005 5:30 PM CITY COMMISSION CHAMBERS CITY HALL, SANFORD, FLORIDA Members Present Stephanie Powers Alex Then Kurt Ewen Denny Gibbs Staff Present Antonia Gerli — Principal Planner JoAnn Johnson — Secretary Item 2 Call to Order — the meeting was called to order at 6:00 p.m. Item 3 Presentation of Historic Landmark Plaque to Dawn Carl owner of 2317 Mellonville Avenue. Item 4 Approval of Minutes for the October 13, 2005 meeting. Mr. Then noted that Item 5A , property owner referenced should be Dale Newton. Ms. Gibbs noted in Item 8 should not reference new owners. Mr. Ewen made the motion to approve as amended. Ms. Gibbs seconded the motion. Motion carried 4 -0. Item 5 Applications for Certificates of Appropriateness — Commercial District Item 5A 222 Magnolia Avenue, applicant Raphael Carmona is requesting approval for building signs. Ms. Gibbs made the motion to approve signs, not to exceed 18 inches in height and 50% on each frontage, (Magnolia and 3 rd ), also to allow third sign over door. Mr. Ewen seconded the motion. Motion carried 4 -0. Item 5B 278 Palmetto Avenue, John Giuliani is requesting final approval of the planters and approval of the new canopy design. Ms. Gibbs made the motion to approve. Ms. Powers seconded the motion. Motion carried 4 -0. Item 6 Applications for Certificates of Appropriateness — Residential District Historic Preservation Board October 13, 2005 Page 2 Item 6A 512 Myrtle Avenue, Denny Gibbs, recused and presenting for the owners who is requesting approval for vinyl screen doors, one on the porch front and one on the porch side. Porch front door — pulled from agenda. Porch side door - Mr. Ewen made the motion to deny, doors are not consistent with the style of the house. No second. Ms. Powers made the motion to approve since the door is not visible from the right of way. Mr. Ewen seconded the motion. Motion denied 1 -2 (Then, Ewen). Item 6B 506 Palmetto Avenue, owner Wanda Couch is requesting approval to add porch rails to front and rear porch steps, required by insurance company. Ms. Gibbs made the motion to approve. Ms. Powers seconded the motion. Motion carried 4 -0. Item 6C 614 Magnolia Avenue, owner Virginia Brouillard is requesting approval to replace 3 windows, 2 on the side of the house and one in front. Mr. Ewen made the motion to approve a replacement window at the front to match the existing, and two side windows, 27 x 54 and siding to be keyed in. Ms. Gibbs seconded the motion. Motion carried 4 -0. Item 7 Variances Item 7A 1209 Myrtle Avenue, Burlin Petiprin and Alexis Petiprin are requesting a variance of to allow a shed in the front yard. Ms. Gibbs made the motion to approve, a 10 x 12 shed maintaining a 5 ft setback. Ms. Powers seconded the motion Motion carried 4 -0. Item 8 Minor Reviews Item 9 Six Month Reviews Item 10 Chairman and Board Members items for discussion Ms. Gibbs — can anything be done about fences in front yards? They ruin the architecture of the houses. John Giuliani asked for opinions of the row houses proposed for outside the district, she provided the copy to the board for opinions. Item 11 Adjournment — there bring no further business, the meeting as adjourned at 7:21 p.m.
