MINUTES HISTORIC PRESERVATION BOARD MEETING FEBRUARY 9, 2006 5:30 PM CITY COMMISSION CHAMBERS CITY HALL, SANFORD, FLORIDA Members Present Stephanie Powers Alex Then Kurt Ewen Denny Gibbs Nancy Lord Staff Present Antonia Gerli — Principal Planner JoAnn Johnson — Secretary Item 2 Call to Order — the meeting was called to order at 5:38 p.m Item 3 Approval of Minutes for January 12, 2006 meeting. Mr. Ewen made the motion to approve the minutes. Ms. Gibbs seconded the motion. Motion carried 5 -0. Item 4 Applications for Certificates of Appropriateness — Commercial District Item 4A 210 Magnolia Avenue, continued to March 2006 meeting by Mr. Giuliani. Item 4B 115 and 119 W. 1S t Street, owners Stephen & Liz Tibstra of 5224 W. SR 46, Sanford, are requesting conceptual approval for proposed redevelopment of the buildings. 115 W. 1S Street Ms. Gibbs made the motion to approve the demo of wood facade to the original, with the chance to see if possible preservation of the original facade is possible and approval for the demo of rear trusses as long as rear wall facade is retained. If a new facade is needed, approval in concept as presented with retention of a similar parapet line; the alteration of the facade of 115 to be distinct from 119 W 1 st Street. Mr. Ewen seconded the motion. Motion carried 5 -0. 119 W. 1 st Street Mr. Ewen made the motion to approve in concept as presented. Ms. Lord seconded. Motion carried 5 -0, Item 5 Applications for Certificates of Appropriateness — Residential District Item 5A 207 E. I I Street, Mike Keller, presenting for Rachel Cheek, is requesting approval for a two story addition with porches on each story. Request continued to March 2006 meeting to allow parking issues to be resolved. HISTORIC PRESERVATION BOARD FEBRUARY 9, 2006 Page 2 Item 5B 1018 Oak Avenue, Bryan Schumaker, owner is requesting approval for construction of a single family residence. Mr. Ewen made the motion to approve with the modifications; open breezeway, fireplace removed and windows added to north and south walls, front facade veneer can be either limestone or brick, or hardiboard siding can be used. Ms. Gibbs seconded the motion. Motion carried 5 -0. Item 5C 414 Palmetto Avenue, owner Nina Higdon is requesting approval to open the front porch, reside with 1 x 6 novelty siding, repair /replace porch floors and ceiling as necessary, add porch posts and balustrades, add a front door and replace 15 windows; also request for the replacement of garage doors and windows on rear building. Mr. Ewen made the motion to approve the changes to the house as presented. Ms. Lord seconded. Motion carried 5 -0. Mr. Ewen made the motion to approve the alterations to the garage as presented. Ms. Gibbs seconded the motion, Motion carried 5 -0. Item 5D 900 Elm Avenue, owner Mike Crenshaw is requesting approval for replacement front door. Ms. Gibbs made the motion to approve as presented. Mr. Ewen seconded the motion. Motion carried 4 -1 (Then). Item 5E 801 Palmetto Avenue, Mel Maniatas is requesting approve to demolish breezeway between the house and the garage. Mr. Ewen made the motion to approve as submitted. Ms. Gibbs seconded the motion. Motion carried 5 -0. Item 5F 1019 Magnolia Avenue, Mr. Then is requesting approval for the addition of handrails to rear and front stairs. Ms. Gibbs made the motion to approve the railings as proposed, front rail on either left or right side. Rails are to be replaced with more appropriate style within 6 months. Ms. Powers seconded the motion. Motion carried 4 -0.
