Training Session on Sunshine law and other legal matters with Lonnie Groot, Assistant City Attorney. 2. Call to Order 3. Roll Call 4. Approval of Minutes: February 9, 2006 meeting 5. Introduction of Christine Dalton, new staff liaison to Historic Preservation Board 6. Applications for Certificates of Appropriateness - Residential District 1208 Myrtle Avenue Demolish garage, waive 180 -day waiting period. 419 S. Palmetto Avenue Replace 2 windows, remove 2 windows, remove side door. 1015 Oak Avenue Replace window with front door, add shutters. 310 Magnolia Avenue Renovation to entire structure. 7. Minor Reviews 8. 6 Month Reviews 600 Elm Ave. 801 Elm Ave. 309 Magnolia Ave 311 W. 10 Street 519 Magnolia Ave Install wooden shutters. Enclose rear porch; add window on north side of house Replace porch columns and railing in a different style. Install front porch railing. Install sign. 9. MINUTES HISTORIC PRESERVATION BOARD MEETING MARCH 9, 2006 5:30 PM CITY COMMISSION CHAMBERS CITY HALL, SANFORD, FLORIDA Members Present Stephanie Powers Alex Then Kurt Ewen Denny Gibbs Nancy Lord Staff Present Antonia Gerli — Principal Planner Christine Dalton - Planner JoAnn Johnson — Secretary Other Present Lonnie Groot Item 1 Assistant City Attorney Lonnie Groot addressed the board regarding quasi-judicial proceedings, sunshine laws, record keeping, and procedural due process. Item 2 Call to Order — the meeting was called to order at 6:09 p.m Item 4 Approval of Minutes for February 9, 2006 meeting. Mr. Ewen made the motion to approve the minutes. Ms. Gibbs seconded the motion. Motion carried 5 -0. Item 5 Ms. Christine Dalton was introduced to the board as the new staff liaison. Item 6 Applications for Certificates of Appropriateness — Residential District Item 6A 1208 Myrtle Avenue, Mr. Evans is requesting waiver of the 180 day waiting period for demolition of the garage. Mr. Then stated he had spoken with the applicant. Ms. Gibbs made the motion to approve as submitted. Mr. Ewen seconded the motion. Motion carried 5 -0. Item 6B 419 Palmetto Avenue, Jason Brodeur of 400 Palmetto Avenue, is requesting approval to remove and replace windows in various locations. Mr. Ewen has spoken with the applicant. Mr. Ewen made the motion to approve the applicant as submitted. Ms. Gibbs seconded the motion. Motion carried 5 -0. Item 6C 1015 Oak Avenue, owner J. Kirt Huggins, PO Box 1267, Winter Park is requesting approval for converting the structure from a duplex to a single family residence, and making the necessary exterior changes to the windows, doors, entryways, walkways and siding. Most of the work has been completed. Mr. Then had spoken with the workers and HISTORIC PRESERVATION BOARD MARCH 9, 2006 Page 2 asked if a C of A had been completed. Mr. Huggins provided the board with the dimensions of the walkways and stoop. Mr. Ewen made the motion to approve with the inclusion of the stoop and walkways. Ms. Powers seconded the motion. Motion carried. 5 -0. Item 6D 310 Magnolia Avenue, owner, J. Kirt Huggins, is requesting approval to renovate and paint the structure. Mr. Then has visited the site. The modifications made to the submitted scope of work are on file. Mr. Ewen made the motion to approve with the modifications. Ms. Gibbs seconded the motion. Motion carried 5 -0.
