Minor Reviews 6 Month Reviews (October 2008 Meeting) 1014 S Oak Avenue Item: Approval for revisions to new construction design approved by HPB on January 23, 2008. Status: Revisions granted; currently under construction. 117 S Magnolia Avenue Item: Approval for changes to the front facade. Status: Changes to front facade approved; currently under construction. 116E I Street Item: Approval to install a pair of doors on the west elevation. Status: Approval to install French doors granted; project is in permitting. Citizen Participation Staff Reports /Training Proposed Schedule S revisions per attached staff report. Mr. Yebba seconded the motion. Motion carried 4 -0. Public Meeting No public meeting items scheduled. 6 Month Reviews 1014 S Oak Avenue Item: Approval for revisions to new construction design approved by HPB on January 23, 2008. Status: Approval to install French doors granted; project is in permitting. Citizen Participation None Staff Reports /Training Proposed Schedule S Revisions: Local Historic Landmarks ■ 1011 S. French Avenue: Inclusion of George's Tavern sign to be included in the local landmarks list. ■ 703 S. Sanford Avenue: HPB does not wish to remove landmark designation of this property. HPB directed staff to pursue code enforcement action to bring the property into compliance. historic Instead, Posting ■ HPB would like to require posting of all properties that require major review by HPB. Commercial Historic District • On March 5, 2009 the Planning & Zoning Commission recommended HPB to consider the retail only restriction, which limits first floor uses in the SC -3 zoning district. Schedule S states, "Uses shall be limited to commercial retail on the first floor; residential, commercial, office, parking or lodging on the second floor; and residential, parking or lodging above." (S -23) Staff seeks HPB direction as to whether or not this item should be removed. • Sandwich Signs: Please refer to Schedule S, page S -43. Staff seeks HPB direction to modify the language related to design of A -Frame signs. (Additional review by HPB) • CRA Expansion: On December 3, 2008 the City of Sanford CRA approved a proposal by staff to expand the existing CRA boundary, to include Sanford Avenue to 6 th Street. On February 23, 2009 the City Commission also approved the proposal to expand the existing boundary. This item will be placed on a future County Commission agenda. If the boundary expansion is approved by the CRA, there will be opportunity for facade grants. Staff seeks HPB approval to add language to Schedule S related to grant funding. • Sidewalk Cafes: Currently, the design of sidewalk cafes is regulated by Schedule E, Additional Requirements And Provisions For Specific Uses, Section 20. 0, Sidewalk Cafes, City of Land Development Regulations. Staff seeks HPB direction to add language to Schedule S regarding the design and placement of sidewalk cafes. Canopies /Awnings • Staff seeks HPB approval to add language to Schedule S regarding the design and placement of awnings /canopies. Specifically, to ensure consistency of awning /canopy design, require applicants to provide photos of entire structure, so other awnings (if any) are visible. The objective is to match all awnings on the building. • Staff seeks HPB approval to add language to Schedule S to prohibit the placement of mechanical units on canopies, and require mechanical be hidden behind a parapet, or at the rear or side of the building. Signs • Staff seeks HPB direction to evaluate awning /canopy signs. Should lettering /logos be allowed on awnings /canopies? Staff recommends lettering not exceed 18" in height and 50% of the face of canvas awnings only, which is consistent with existing Schedule S sign regulations related to wall signs. • Staff seeks HPB approval to add language to Schedule S to prohibit the placement of signs on wall space above canopy /awnings. Paint • Staff seeks HPB direction to modify language related to building color (page S -34). The existing language is vague and allows for approval of paint colors on non - contributing buildings that may adversely impact the character of the surrounding historic district. • Staff seeks HPB direction to add language to Schedule S which details the types of paint and approved surfaces for such paint. For example, on some historic surfaces elastomeric paint may trap moisture, hastening deterioration. Maintenance • Staff seeks HPB approval to prohibit the growth of vegetation on buildings. Vegetation invites water intrusion and pests (termites) to buildings, and hastens deterioration. In instances where HPB has determined vegetation is acceptable on certain wall surfaces, staff requests HPB add language to Schedule S which requires and annual monitoring and maintenance of such surfaces. • Staff seeks HPB approval to add language to Schedule S to warn property owners of the dangers of landscape improvements too close to building. Such dangers include overspray from sprinkler, deterioration of porch features from hanging baskets, and mulch at the base of historic buildings, specifically wood structures. Windows ■ Staff seeks HPB approval to add the following language to Schedule S: Only when the change is appropriate to the style and period of the building, shall windows be relocated, enlarged, reduced or introduced. (page S -31) Doors • Staff seeks HPB direction regarding the design and materials of garage doors. • Staff seeks HPB approval to allow for 16' garage doors on alley- facing garages, with the requirement that garage doors must be architectural, carriage- style, with appropriate design and materials. Roofs • Staff seeks HPB approval to add language that states partial re -roofs are only allowed if the new roof matches the existing in material, shape, texture, design, dimension, and other identifying features. This language should be applied to all roof combinations. For example, do not allow a porch re -roof if the materials do not match that of the main structure. • Staff seeks HPB direction regarding the design of metal roofs. Metal roofs with exposed fasteners sometimes back out and leak, and are not period authentic. Staff has received multiple recommendations to prohibit 5V- crimp. Demolition • Staff seeks HPB approval to add language which requires photo documentation of structures prior to demolition of any features. • Staff seeks HPB approval to require property owners to conduct a CAPP meeting prior to applying for demolition before HPB.
