Tax Parcel Number: 25 -19 -30 -5AG- 0601 -0090 Property Owner: Exact Plumbing Inc. Representative: Jason Turner PM -2 Hold a Public Meeting to consider a Certificate of Appropriateness application for the property located at 217 S. Park Avenue The applicant would like to obtain approval to retain metal bars that were installed in the front windows. Tax Parcel Number: 25 -19 -30 -5AG- 0403 -0090 Property Owner: Mohammed Asgar & Mohammed Hallan Representative: Mohammed Asgar PM -3 Hold a Public Meeting to consider a Certificate of Appropriateness application for the property located at 417 W. 2nd Street The applicant would like to obtain approval retain a ramp that has been installed on the principal and east elevation. Frison Representative: Susan Frison PM -4 Hold a Public Meeting to consider a Certificate of Appropriateness application for the property located at 207 W. 10 Street The applicant would like to obtain approval to add an addition to the rear of the building. Tax Parcel Number: 25 -19 -30 -5AG- 1302 -0010 Property Owner: Christine A. & William J. Alt Representative: Chris Alt Minor Reviews 6 Month Reviews (February 2009 Meeting) 317S Oak Avenue Item: The applicant sought approval to install a porch entry door as well as to enclose the front porch with screen. Status: HPB approved the installation of a wood entry door on the porch but denied the enclosure of the front porch with screen. To date the door has been installed, siding has been repaired/replaced, and the building has been painted. The applicant has not obtained a permit for the activities conducted on site, therefore Code Enforcement has issued a Notice of Violation. Page 1 of 2 1111 S Palmetto Avenue Item: The applicant sought approval to decrease the size of the window opening in order to install new wood, double hung windows. Status: The new windows have been installed on the primary facade. The applicant obtained the necessary permit for window replacement, however no inspections have been requested. At this time it is not known whether the work was performed in compliance with HPB requirements. The permit expires in September and a status report will be provided at that time. 207 E. 1P Street Item: The applicant sought approval to install a vinyl gable vent on the primary facade. Status: The board granted approval to install a vinyl gable vent on the primary facade. The applicant obtained the necessary permit to install the vent, however no inspections have been requested. At this time it is not known whether the work was performed in compliance with HPB requirements. The permit expires in October and a status report will be provided at that time. Citizen Participation Staff Reports Staff will provide the board with an update on fire damage repair of 305 S. Park Avenue as well as Code Enforcement issues. (FS 286.0105) Page 2 of 2 Minutes Historic Preservation Board August 26, 2009 — 5:30 Pm City Commission Chambers City Hall, Sanford, Florida Members Present Delton Chen (Chairman) Hank Dieckhaus (Vice - Chairman) Mike Yebba Steve Chusmir Robert Kinney Others Present Christine Dalton, Community Planner/Historic Preservation Officer Delton Chen called the meeting to order at 5:39 PM. Minutes Mr. Chen observed that the board would have to review the June 24, 2009 minutes at the next meeting scheduled for September 23, 2009 as they were not in the packets and therefore not available for the board's review. There are no minutes to be reviewed for the July 22, 2009 meeting, as it was cancelled. Mr. Chen read the following into the public record: "Applicants are advised that any person aggrieved by a determination of the Board may appeal such determination to the City Commission by filing a written appeal and paying associated fees through the City Clerk's Office within thirty (30) calendar days of the Board action. Additionally, a permit may be required for any Certificate of Appropriateness approved this evening. It is the applicant's responsibility to inquire with the Building Department as to whether or not a permit is required for the approved Certificate of Appropriateness." Public Hearing PM -1 Hold a Public Meeting to consider a Certificate of Appropriateness application for the property located at 305 E. 4 th Street The applicant would like to obtain approval for exterior doors. Based on discussion with the department Director, Christine Dalton suggested the board continue the item until the next meeting. Mr. Chen acknowledged that the applicant failed in the past to appear before HPB for this item, and that the board had afforded the applicant opportunity to be heard. Mr. Chen decided to have the board review the item without the applicant present. Mr. Chusmir made a motion to deny the request, and directed staff to initiate a code enforcement violation. Mr. Yebba seconded. Motion carried 3 to 2. ( Yebba, Chusmir, Dieckhaus in favor of the motion; Chen and Kinney against the motion). PM -3 Hold a Public Meeting to consider a Certificate of Appropriateness application for the property located at 417 W. 2nd Street The applicant would like to obtain approval retain a ramp that has been installed on the principal and east elevation. Frison Representative: Susan Frison Mr. Chusmir made a motion to approve the request, on the condition that a Development Order is executed, which details the requirement that the ramp must be removed when Mr. George Frison vacates the premises and/or when the property is sold. Mr. Yebba seconded. Motion carried 4 to 1. ( Yebba, Chusmir, Dieckhaus, Chen in favor of the motion; Kinney against the motion). PM -4 Hold a Public Meeting to consider a Certificate of Appropriateness application for the property located at 207 W. 10 Street The applicant would like to obtain approval to add an addition to the rear of the building. Alt Representative: Chris Alt Mr. Dieckhaus made a motion to approve the addition of the new roof on the condition that it matches the existing roof in design, material and color. Mr. Yebba seconded. All in favor. Motion carried 5 -0. Mr. Dieckhaus made a motion to approve a 9 -lite wood door consistent with the drawing. Mr. Yebba seconded. All in favor. Motion carried 5 -0. Mr. Dieckhaus made a motion to approve the windows on the condition that they are wood casement windows, to match the existing windows in size and scale. Mr. Chusmir seconded. All in favor. Motion carried 5 -0. Mr. Dieckhaus made a motion to require the addition to be clad in wood horizontal lap siding. Mr. Yebba seconded. All in favor. Motion carried 5 -0. Mr. Yebba made a motion to require the trim, shutters, and gable to be constructed with wood. All in favor. Motion carried 5 -0. Mr. Kinney made a motion to approve the design of the addition. Mr. Yebba seconded. All in favor. Motion carried 5 -0. Citizen Participation None. Staff Reports Staff provided the board with an update on fire damage repair of 305 S. Park Avenue as well as Code Enforcement issues. Chairman and Board Items for Discussion The board directed staff to draft a letter directed to the City Manager and Commissioners in regards to Code Enforcement Issues. Adjournment There being no further business, the meeting adjourned at 7:43 PM.
