Public Meetings PM -1 Hold a Public Meeting to consider a Certificate of Appropriateness application for the property located at 712 S. Palmetto Avenue The applicant would like to obtain approval to retain unauthorized alterations to the west elevation. Tax Parcel Number: 25 -19 -30 -5AG- 0902 -004A Property Owner: Jacob & Lekita Wysong Representative: Jacob Wysong PM -2 Hold a Public Meeting to consider a Certificate of Appropriateness application for the property located at 315 S. Magnolia Avenue The applicant would like to obtain approval to demolish the chimney and replace the existing shingle roof with a white metal roof. Tax Parcel Number: 25 -19 -30 -5AG- 0502 -0130 Property Owner: Central Florida Legal Services, Inc. Representative: Ron Moten PM -3 Hold a Public Meeting to consider a Certificate of Appropriateness application for the property located at Magnolia Square The applicant would like to obtain approval to install stage lighting and banner signs. Tax Parcel Number: None (Located in Right -of -Way) Property Owner: City of Sanford Representative: Barbi Bauman Minor Reviews 6 Month Reviews (March 2009 Meeting) 207 W. IO' Street Item: The applicant sought approval to demolish the structure. Status: The board denied the applicant's request. The applicant has since been granted approval to construct an addition at the rear of the property. 113 -117 Palmetto Avenue Item: The applicant sought approval to construct a new roof structure as well as facade changes. Status: The board approved the applicant's request. A permit has been issued for the new roof and work is scheduled to begin prior to October. 519 S. Park Avenue Item: The applicant sought approval to remove the original clay tile roof and replace with a concrete tile roof. Status: The board denied the applicant's request. The applicant has requested an appeal of the HPB's decision to the City Commission, but has failed to remit payment of the appeal fee. The City Commission has determined that a fee needs to be remitted in order for the appeal to be reviewed. The applicant has until October 2nd to remit the appeal fee. Page 1 of 2 119 S. Magnolia Avenue Item: The applicant sought approval for new entry doors as well as a railing visible on the second story. Status: The board denied the applicant's request. The applicant has obtained permits for interior renovations, but has not proposed additional exterior alterations. 718 S. Oak Avenue Item: The applicant sought approval to remove a non - contributing shed from the north facade of the garage. Status: The board approved the applicant's request. The applicant has obtained permits for demolition of the shed and installation of a new shed and fence. 115 W. 1s Street Item: The applicant sought approval to retain unauthorized alterations to the facade. Status: The board denied the applicant's request and required changes to the facade to satisfy the requirements of a previously approved CofA. The applicant submitted permit revisions and remedied all outstanding issues. Minutes The June 24, 2009 regular meeting minutes were not considered. Mr. Chusmir moved to approve the August 26, 2009 minutes as amended (corrected spelling of Hank's last name and changed item PM -2 to reflect a unanimous vote). Mr. Dieckhaus seconded. All in favor. Motion carried 5 to 0. Mr. Chen read the following into the public record: "Applicants are advised that any person aggrieved by a determination of the Board may appeal such determination to the City Commission by filing a written appeal and paying associated fees through the City Clerk's Office within thirty (30) calendar days of the Board action. Additionally, a permit may be required for any Certificate of Appropriateness approved this evening. It is the applicant's responsibility to inquire with the Building Department as to whether or not a permit is required for the approved Certificate of Appropriateness." Public Meetings PM -1 Hold a Public Meeting to consider a Certificate of Appropriateness application for the property located at 712 S. Palmetto Avenue. The applicant would like to obtain approval to retain unauthorized alterations to the west elevation. Tax Parcel Number: 25- 19- 30 -5AG- 0902 -004A Property Owner: Jacob & Lekita Wysong Representative: Jacob Wysong Mr. Kinney moved approve the request based on Section S -31 and subject to 1) Removal of the new fixed, rectangular window and install a wood rectangular casement, single hung, or double hung window on the south facade of the entry. The window design may be approved via a C of A by staff, if determined to be appropriate. The modification will require a permit revision to be submitted to the Building Department; 2) Removal of the new door and window trim and install door and window trim that replicates the original exterior door and window trim in materials, dimension, shape, profile, and other visual qualities. The modification will require a permit revision to be submitted to the Building Department, which reflects the details of the proposed trim; and 3) Paint all unfinished surfaces, with the exception of the original door, which may be stained. Mr. Dieckhaus seconded. All in favor. Motion carried 5 to 0. Minutes — September 23, 2009 Historic Preservation Board Page 2 Mr. Yebba moved to allow the owner the option to enclose the window opening subject to using same siding material and staff review /approval. Mr. Chusmir seconded. All in favor. Motion carried 5 to 0. PM -2 Hold a Public Meeting to consider a Certificate of Appropriateness application for the property located at 315 S. Magnolia Avenue. The applicant would like to obtain approval to demolish the chimney and replace the existing shingle roof with a white metal roof. Representative: Ron Moten and Steve Carlton The applicant withdrew the request to demolish the chimney. Mr. Dieckhaus moved to approve the request to replace the roof with a current standing seam metal roof with no visible fasteners (with the color options of aged copper, sandstone, old town grey or sierra tan) and reviewed /approved by staff. Mr. Chusmir seconded. Motion carried by a vote of 3 to 1 (Mr. Kinney dissenting and Mr. Chen abstaining). Mr. Dieckhaus moved to allow a skylight in the rear portion of the building per Section S -30 of the code. Mr. Chusmir seconded. Motion carried by a vote of 4 to 0 (Mr. Chen abstaining). PM -3 Hold a Public Meeting to consider a Certificate of Appropriateness application for the property located at Magnolia Square. The applicant would like to obtain approval to install stage lighting and banner signs. Mr. Yebba seconded. All in favor. Motion carried 5 to 0. Mr. Chusmir moved to table consideration of the proposed event lighting to allow staff time to provide specific examples and dimensions. Mr. Dieckhaus seconded. All in favor. Motion carried 5 to 0. Mr. Then was present and provided information regarding event lighting specs. Minor Reviews Mr. Dieckhaus moved to approve the Minor Review applications as presented. Mr. Yebba seconded. All in favor. Motion carried 5 to 0. Citizen Participation None. Staff Reports Ms. Dalton requested board direction and comments regarding signage proposed at 220 S. Oak Avenue (Steale Arms Sports Pub) and a draft ordinance establishing policies against unauthorized demolitions. Chairman and Board Items for Discussion The board reviewed a draft letter directed to the City Manager and Commissioners in regards to Code Enforcement Issues and determined said letter would be revised by Mr. Kinney by end of this month.
