Public Meetings PM -1 Hold a Public Meeting to consider a Certificate of Appropriateness application for the property located at 1004 S. Park Avenue The applicant would like to obtain approval to replace existing aluminium windows with vinyl double -hung single light windows. Tax Parcel Number: 25 -19 -30 -5AG- 1204 -0030 Property Owner: David Daly Representative: David Daly PM -2 Hold a Public Meeting to consider a Certificate of Appropriateness application for the property located at 711 S. Park Ave The applicant would like to obtain approval to retain unauthorized alterations to the porch. The board must decide if the work is in compliance with the approved CofAs or if code enforcement action is necessary. Magnolia Square Item: The applicant sought approval to install stage lighting in the square. Status: The stage lighting will not be installed. Status: The northern end of the west facing "porch" area has been enclosed; the rear loading dock remains open, and storm windows have not yet been installed. (FS 286.0105) Page 2 of 2 Minutes Historic Preservation Board April 28, 2010 — 5:30 PM City Commission Chambers City Hall, Sanford, Florida Members Present Delton Chen (Chairman) Hank Dieckhaus (Vice - Chairman) Mike Yebba Steve Chusmir Robert Kinney Others Present Christine Dalton, Community Planner/Historic Preservation Officer Kimberly Morrison, Planning Technician Mr. Chen called the meeting to order at 5:36 PM. Mr. Dieckhaus not present at this time. Mr. Chen read the following into the public record: "Applicants are advised that any person aggrieved by a determination of the Board may appeal such determination to the City Commission by filing a written appeal and paying associated fees through the City Clerk's Office within thirty (30) calendar days of the Board action. Additionally, a permit may be required for any Certificate of Appropriateness approved this evening. It is the applicant's responsibility to inquire with the Building Department as to whether or not a permit is required for the approved Certificate of Appropriateness." Mr. Chusmir made a motion to approve the replace existing aluminum windows with vinyl double -hung single light windows. Mr. Yebba makes an amendment to strike single light window. Mr. Chusmir accepts the amendment. Mr. Dieckhaus seconded. Motion carried 5 -0. PM -2 Hold a Public Meeting to consider a Certificate of Appropriateness application for the property located at 711 S. Mr. Chusmir seconded. 4 in favor, 1 opposes. Motion carried 4 -1. PM -3 Hold a Public Meeting to consider a Certificate of Appropriateness application for the property located at 217 E. 3r Street. Mr. Dieckhaus seconded. All in favor. Motion carried 5 -0. Minor Reviews Mr Yebba excuses himself at 7:00 pm and approves Minor Reviews. Mr. Chusmir moved to approve the Minor Review applications. Chairman and Board Items for Discussion Ms. Dalton recommends that the board review the paint colors recommended by the National Historic Trust to match appropriate colors to style of homes within the Historic District. Mr. Gibson makes a suggestion that a workshop be scheduled. Ms. Dalton notifies the board that the City attorney was scheduled to speak on The Florida Sunshine Law and had to reschedule till the June meeting. Mr. Gibson advised the board on the standard protocol of for public board members. Mr. Gibson made notification of the proclamation for the "Historic Preservation Month ". Ms. Dalton provides a status on the PICO building. Mr. Gibson reads the section of Land Development Regulations on urban infill. Mr. Chusmir moved to approve the March 24, 2010 regular meeting minutes as amended. Mr. Dieckhaus seconded. All in favor. Motion carried 5 -0. Adjournment There being no further business, the meeting adjourned at 8:01 PM.
