HomeMy WebLinkAbout08.14.02MINUTES HISTORIC PRESERVATION BOARD WORKSHOP MEETING OF August 14, 2002 5:00 PM CITY COMMISSION CHAMBERS CITY HALL, SANFORD, FLORIDA MEMBERS PRESENT: Mary Valente Maria Shreve Rey Sylvester Scott Singeisen Barbara Farrell Stephen Myers Leslie Stevens Denny Gibbs MEMBERS ABSENT: Alexander Then Tom Goodman Marveen Kelly OTHERS PRESENT: Antonia Gerli, Staff Liaison Jo -Ann Johnson, Recording Secretary Mr. Singeisen called the workshop meeting to order at 5:15 P.M. The Board discussed the issues they would like to have the consultants address in the new Schedule S. These included: 1. Adopt the Secretary of the Interior's Standards for Rehabilitation. Make all regulations consistent with these standards. 2. Regulations need a table of contents or index. 3. Regulations need definitions. 4. Regulations should be easy to read and understand. 5. The `purpose' section should be rewritten to make preservation the main purpose. Results of preservation, i.e. economic benefits should be listed. 6. Historic landmarks should have to comply with the regulations. 7. Regulations should govern both the residential and commercial districts. Existing regulations have different sign requirements depending on the district. Commercial district has no design regulations for existing buildings. 8. Board would like to have a designation for another type of historic district i.e. a conservation district, for other parts of the City. Please suggest something that would not be as strict as the regulations for the existing historic districts. 9. Need standards /guidelines for expanding the existing districts. 10. Need standards for creating new historic districts. Should they have their own HPB? 1 11. Look into best way to process certificates of appropriateness. Should we have different applications for different levels of development? Should a notice of the meeting be posted on the property? 12. Create a matrix of types of development and the actions and procedures that are required for each type. 13. Should the HPB approve variances? Dimensional Variances? 14. Should the HPB review landscaping? 15. Propose sign regulations for the districts. Consultant may want to coordinate with Glatting Jackson to see what they are proposing for the downtown and Riverwalk. 16. Propose something new for the sidewalk display section. 17. Ordinary maintenance should be expanded to include termite damage, wood rot, dry rot. 18. Propose something for demolition by neglect. What is consultant's opinion of red boarding for unhomesteaded properties that are run down? 19. The historic easement section has never been used. Is it useful to keep it? Do we need it? 20. Need strict demolition standards. 21. Redo Section 9.1. 22. Need to clarify what regulations govern infill, existing uses, new uses, additions. Or create separate regulations for each? 23. Review the site plan regulations on page 5 -11. Suggest revisions. 24. The residential parking standards don't seem to work since most houses don't have room for on -site parking. They also don't address mid -block lots, some of which do not access an alley. Suggestions? 25. The alleys are so narrow that it isn't always possible to back out of a garage with a single -width door. Suggest new regulations. 26. Where should sheds be located? 27. Need guidelines for new structures on the property. 28. Look into preventing eyesores on sites i.e. RVs, too much 'stuff. 29. List new materials that would be appropriate for each style house in the district. 30. Need standards for fences, including appropriate materials. 31. The use of wood lattice under decks causes problems. Suggest something. 32. Review the architectural standards on pages 5 -11 through 5 -14. Are they realistic? To narrow? Too broad? Too illegible? Some are inconsistent with the Secretary's standards. Suggestions? Meeting adjourned at 6:59. 2
