Speaking Before the City Commission. There is a three (3) minutes time limit
for each speaker on each item, except a person representing an organization
and presenting, its views during a quasi-judicial hearing will be allowed five (5)
minutes, and a person speaking under Citizen Participation will also be allowed
five (5) minutes. Your cooperation is appreciated in observing the time limit
policy. Each person desiring to address the City Commission on an agenda item
pending before the City Commission must, before addressing the City
Commission, legibly complete a citizen's input form and submit the form to the
City Clerk or designee.
Pledge of Civility. A resolution was adopted by the City Commission of the City
of Sanford recognizing the importance of civility, decency, decorum and
respectful behavior in promoting citizen participation in a democratic government.
The City of Sanford calls upon the elected officials, employees, and the public to

6) FIRST PUBLIC HEARING for adoption of the 2017/2018 MILLAGE and
the 2017/2018 BUDGET. Publicized via County Truth-in-Millage
notification to all property owners. [Commission Memo 17-263]
A. Presentation of the Proposed 2017/2018 Budget.
B. Public comments and questions regarding the proposed millage
rate and budget.
C. Approve Resolution No. 2688, establishing the millage rate of
7.326 for the fiscal year beginning October 1, 2017 and ending
September 30, 2018.
D. Approve Resolution No. 2689, establishing the budget and
capital improvement plan, presented for the fiscal year beginning
October 1, 2017 and ending September 30, 2018.
E. Allow for the delegation of budget transfers within departments,
office, or agencies to the City Manager.
F. Announce the final hearing of the City's 2017/2018 millage and
budget will take place on Monday, September 25, 2017 at 7 PM in
the City Commission Chambers at Sanford City Hall.
7. CONSENT AGENDA: The action proposed to be taken is stated for each
item on the Consent Agenda. Unless the item is removed from the
Consent Agenda by a City Commission member, no discussion on
individual items will occur and a single motion will approve all items.

A. Confirm reappointment of Darrel Presley to the Sanford Police
Officers Retirement System Board of Trustees for a term to end on

B. Approve procurement to Lafleur Nurseries and Garden Center,
LLC. in the amount of $103,582 for landscape maintenance
services in FY 2018.
C. Approve the FY 17/18 insurance renewal with the Florida League of
Cities.
D. Approve the agreement with Seminole State College (SSC) relating
to the City's use of SSC's Public Safety Training Complex.
lz-. Approve the Seminole County Boating Improv6ment Funds
Interlocal Agreement in the amount of $44,860 for the design and
permitting of the North Shore Boater rigging Docks and Platform
project.
F. Approve the Intergovernmental/interlocal Agreement with the City
of Lake Mary and Oviedo for the shared use of one another's
Wellness Center.
G. Approve the special event permit, with a noise and alcohol permit
for the 'Hometown Heroes' event that will be held on Saturday,
September 30, 2017.
H. Approve the special event permit with a noise permit and street
closures for the 'Seminole High School Homecoming Parade' to be
held on Thursday, October 5, 2017.
Approve the special event permit with a noise permit and street
closures for 'Dr. Ronald W. Merthie's Day' community giveaway to
be held on Saturday, October 21, 2017.
J. Approve the special event permit, alcohol permit, noise permit and
street closures for the 'Sanford Avenue Block Party — Anniversary
Celebration' to be held on Saturday, October 28, 2017.
K. Approve the special event permit with the closure of Magnolia
Square, the municipal lot and the necessary street closures for

'Spooky Hollow' to be held on Tuesday, October 31, 2017.
L. Approve the special event permit, noise permit and use of a City
park beyond sunset for 'Lightfest at Coastline Park' to be held on
November 16 -18, 2017.
M. Approve the special event permit with a noise permit and street
closures for `Melissa's Race' to be held on Saturday, April 28, 2018.
N. Approve an increase to the FY 2017 blanket purchase order
#35144 to Ten-8 Fire Equipment Company in the amount of
$25,000, and authorize the City Manager to approve additional
increases as needed for apparatus repair for the 2017 fiscal year. '
O. Approve Second Amendment and Extension to the Interlocal
Agreement with Seminole County relating to the CDBG Program.

receive citizen input and comments pertaining to matters over which the
City Commission has jurisdiction or control. Questions directed to the City
