REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, September 25, 2017, at 7:00 PM, in the City Commission Chambers, City Hall, 300
North Park Avenue, Sanford, Florida.

7) SECOND PUBLIC HEARING for adoption of the 2017/2018 MILLAGE and the
2017/2018 BUDGET. Publicized in the Orlando Sentinel on September 21, 2017.
[Commission Memo 17 -273]
A. Declare the public hearing on the millage and budget open. This is the final public
hearing on the City of Sanford's 2018 Millage and 2018 Budget. The proposed
millage of 7.325 is the same rate as last year.
B. Allow public comment and questions on the proposed millage rate and budget.
C. Commission discussion.
D. Approve Resolution No. 2691, adopting the millage rate of 7.325 for the fiscal year
beginning October 1, 2017 and ending September 30, 2018.

for the fiscal year beginning October 1, 2017 and ending September 30, 2018.

8) CONSENT AGENDA [Commission Memo 17 -274]
A. Authorize the Police Department to expend $525,063 of budgeted FY 2017 capital
funding for the purchase of 13 police vehicles by piggybacking the National Joint
Powers Alliance, State and /or Florida Sheriff's Office contract pricing via
established lease purchase arrangements.
B. Approve the procurement of fuel for Fiscal Year 2017/2018 in the estimated
amount of $1,100,000 from Petroleum Traders, Inc.
C. Approve the special event with a noise permit and street closures for the `2017
Freedom Festival' to be held on October 21, 2017.
D. Adopt a General Fund reserve policy of 14% of budgeted expenditures. (WS 5.A)

as amended. Commissioner Woodruff noted changes to the ordinance which need to be made:
