Moment of Silence Pledge of Allegiance Attendance Mr. Fiorentino moved to excuse Ms. and Mr. Mills absence. Mr. Esler seconded. Motion carried unanimous. Approval of Minutes Approval of Minutes March 1, 2018 Regular Meeting Minutes Mr. Esler moved to approve the March 1, 2018 minutes with no changes. Mr. Fiorentino seconded. Motion carried unanimous. Development Plans DP-1 Consider the Sanford Waterfront Catalyst Final Plat with a project address of 215 E. Seminole Boulevard. Planning and Zoning Commission April 5, 2018 Meeting Minutes Page 2 Public Hearings PH-1 Hold a Public Hearing to consider a Conditional Use request for Urban Infill Redevelopment to establish a distillery with tasting room and gift shop in an SC-3, Special Commercial zoning district at nd 124 W.2 Street. Tax Parcel Number: 25-19-30-5AG-0304-0060 Property Owner: Hieu Katcher Applicant: Colby Theisen Loggerhead Distillery Representatives Present: Colby Theisen, 5399 Glen Oak Place, Sanford, Florida and Chris Schmidt, 1100 Marlene Drive, Ocoee, Florida Ms. Groves disclosed that the applicants are tenants in the unit adjacent to hers. She noted that has met them and spoken with them but feels she could vote objectively in regards to the Public Hearing. ndnd Mr. Fiorentino moved to approve the Conditional Use request for 124 W. 2 Street (including 120 W. 2 Street) subject to a Development Order with the conditions as recommended by the Development Review Team. Ms. Oyewale seconded. Motion carried unanimous. PH-2 Hold a Public Hearing to consider a request to Rezone 1.18 acres from AG, Agriculture to RI-1, Restricted Industrial at 4005 Church Street. Property Owner: Robert J. Maksimowicz Tax Parcel Number: 21-19-30-505-004A Applicant: Robert J. Maksimowicz Representative Present: Robert J. Maksimowicz, 530 S. Ms. Oyewale moved to recommend the City Commission adopt an ordinance to rezone 1.18 acres located at 4005 Church Street from AG, Agriculture to RI-1, Restricted Industrial. Mr. Esler seconded. Motion carried unanimous. PH-3 Hold a Public Hearing to consider a request to Rezone 1.14 acres from AG, Agriculture to RI-1, Restricted Industrial at 2175 Marquette Avenue. Property Owners: KWOA Assocites, LLC Tax Parcel Number: 08-20-31-300-030A-0000 Applicant: Elaine C. Mr. Elser seconded. Motion carried unanimous. PH-4 Hold a Public Hearing to consider a request to Rezone 6.4 acres from AG, Agriculture to PD, Planned Development at 2247 Marquette Avenue. Property Owner: Goldchem, LLC Tax Parcel Number: 08-20-31-300-0330-0000 Applicant: William E. Burkett, P.E. Burkett Engineering Planning and Zoning Commission April 5, 2018 Meeting Minutes Page 3 Representative Presents: Steve Coover, 230 N. Park Avenue, Sanford, Florida and Bill Burkett, 105 E. Robinson Street, Orlando, Florida. Mr. Loader disclosed that he had spoken with Mr. Coover and Ms. Barker disclosed that she attended the CAPP meeting. They both noted that they could vote objectively in regards to the Public Hearing. Ms. Oyewale moved to recommend the City Commission adopt an ordinance to 6.4 acres from AG, Agriculture to PD, Planned Development at 2247 Marquette Avenue for Juarez & Associates, Inc. Planned Development subject to a development order with the with the conditions as recommended by staff with one additional condition that states: 1.In the event of residential development, the Property Owner agrees to record an airport avigation easement in a form acceptable to the City if the City determines that such easement is required. Additionally, all sales documents, declarations of covenants, conditions and restrictions and instruments of conveyance including, but not limited to residential leases, shall disclose the likelihood of resulting noise from proximate aviation uses. Mr. Fiorentino seconded. Motion carried unanimous. Citizen Participation None. Staff Reports Ms. Golloway reminded the board members of the Ethics Training on April 18, 2018 from 1 pm till 5 pm.
