REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, May 14, 2018, at 7:00 PM, in the City Commission Chambers, City Hall, 300 North Park
Avenue, Sanford, Florida.

6) CONSENT AGENDA [Commission Memo 18-096]
Consent Item C was removed from the agenda for additional information.
A. Approve the purchase and sale agreement of the Nasser Family parcel located on
West Seminole Boulevard and authorize the City Manager and City Attorney to
proceed as required.
B. Approve an agreement with CareerSource Central Florida for the City's Internship
Program.
C. Approve the Live PD Agreement between the City of Sanford Police Department
and Big Fish Entertainment, LLC.
D. Approve an agreement with Cathedral Corporation for utility billing services in the
amount of $60,000.
E. Approve Amendment No. 1 to the Florida Department of Environmental Protection
SRF WW590150 modifying the original loan amount of $6,000,000 to $10,269,123
(including interest).
F. Approve Bid #IFB 17/18-40 to Duval Landscape Maintenance, LLC, for landscape
maintenance and trash removal at the Sanford SunRail Station in an amount not to
exceed $22,856.
G. Approve Bid #IFB 17/18-44 to Annan Landscape Company, LLC for landscape

maintenance services throughout the City in an amount not to exceed $106,380.
H. Approve Bid #IFB 17/18-20R to Crew Labor Maintenance Management Group,
LLC, for landscape maintenance services at the Sanford Municipal Cemetery in an
amount not to exceed $40,128.
I. Approve Resolution No. 2731, honoring Dr. Ann McGee at the Seminole County
Board of County Commissioners meeting which will be held on May 22, 2018.

7) PUBLIC HEARINGS:
A. Second reading of Ordinance No. 2018-4453, providing for proposed changes to
the City Charter which would be submitted to the electorate on August 28, 2018.

Commissioner Woodruff moved to adopt Ordinance No. 2018-4453 with the
removal of question five (5), pertaining to the Clerk and to revise the Charter paragraph (Section
2.02) pertaining to salary to include the formula used in calculating the salary as well as the State
Statute that shows the factors being used. Seconded by Commissioner Mahany and carried by vote

E. Approve Resolution No. 2729, authorizing City Staff to dissolve the corporate
entity and to assist the Mayor's Youth Council to function as an ad hoc entity and
authorize City Staff to take actions and provide resources to the newly constituted
Mayors Youth Council in order to function in a far less complex, formal process

Ms. Amanda Alexander thanked everyone on behalf of her mother, Thelma Mike
for all the love and support that the City has provided her while she regains her health.
13) CITY COMMISSIONER'S REPORTS
Commissioner Mahany said that she received a phone call from the Vice Mayor of
Hallendale asking the City of Sanford to consider adopting a Resolution in supporting the
prohibition of puppy mills. She asked the City Clerk to provide the Commission with a copy of
Seminole County's Ordinance and schedule this for a Work Session discussion. Lastly,
Commissioner Mahany said that the CALNO elections were held and that she is no longer the
Chairman and that the meetings will be held every other month.
