REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, September 24, 2018, at 7:00 PM, in the City Commission Chambers, City Hall, 300
North Park Avenue, Sanford, Florida.

2018/2019 BUDGET. Publicized in the Orlando Sentinel on September 20, 2018.

A. Declare the public hearing on the millage and budget open. This is the final public
hearing on the City of Sanford's 2019 Millage and 2019 Budget. The proposed

millage of 7.325 is the same rate as last year.
B. Allow public comment and questions on the proposed millage rate and budget.
C. Commission discussion.
D. Approve Resolution No. 2750, adopting the millage rate of 7.325 for the fiscal year
beginning October 1, 2018 and ending September 30, 2019.

A. Retire service weapon Sig Sauer P320 9mm, serial number 58C198240, and
authorize Police Officer Shawn Kelley to receive his service weapon.
B. Approve the contract assignment and the associated procurement to Granite Inliner,
LLC in an amount not to exceed $150,000 for City-wide stormwater pipe lining.
C. Approve the procurement of fuel for FY 18/19 to Petroleum Traders, Inc. in an
amount not to exceed $1,100,000.
D. Approve the procurement of tires for FY 18/19 to Action Gator Tires in an amount
not to exceed $100,000.
E. Approve the purchase order for utility bill mailing for FY 18/19 to Cathedral
Corporation in an amount not to exceed $60,000.
F. Authorize the Police Department to expend $75,045.60 of budgeted FY 2019
(Operating) funding for the first year purchase of the Five Year Axon Officer Safety
Program (OSP) contract.
G. Authorize the Police Department to expend $537,434 of budgeted FY 2019
(Capital) funding for the purchase of approximately 13 police vehicles by
piggybacking the National Joint Powers Alliance, State and/or Florida Sheriff's
Office contract pricing.
H. Authorize the police Department to continue leasing 17 unmarked vehicles for use
by the Department's investigators in an amount not to exceed $82,679.
I. Authorize the Police Department to trade in seven (7) leased 2017 Harley Davidson

Police Motorcycles for seven (7) 2019 leased Harley Davidson Motorcycles,
piggybacking the City of Sunrise, Florida.
J. Approve the agreement with Seminole State College for police personnel to use the
Public Safety Training Complex which includes a gun range and driving track.
K. Authorize the renewal of the Dispatch Services Agreement addendum between the
City of Sanford and the Seminole County Sheriffs Department for the term of
October 1, 2018 through September 30, 2019.
L. Approve the special event permit for the `Community Outreach Event' to be held
on Saturday, October 6, 2018.
M. Approve the special event permit with the closure of Magnolia Square, the
municipal lot and the necessary street closures for `Spooky Hollow' to be held on
Wednesday, October 31, 2018.
N. Approve the special event permit, alcohol permit, noise permit and street closures
for the `Sanford Pride' event to be held on Saturday, November 3, 2018.
O. Approve the special event permit, alcohol permit, noise permit and street closures
for `Day of the Deviants' to be held on Saturday, November 3, 2018.
P. Approve the special event permit with street closures for the `Veteran's Day
Ceremony' to be held on Saturday, November 10, 2018.
Q. Approve the special event permit, alcohol permit, noise permit and street closures
for the `Bad at Business Beerfest' event to be held on Saturday, November 17,

for the `Romanian Traditions Festival' to be held on Saturday, December 1, 2018.

Emory Green, spokesman for the Midway Coalition referred to a 2015 Joint
Planning Agreement (October 2015) between the City of Sanford and Seminole County that states
that the City and County may jointly study and provide standards that address development
patterns or community needs in areas such as Midway. He said that there are concerns with rising
water levels, septic systems and new developments that surround Midway. He asked if there was
any intent to conduct those studies. Mr. Colbert advised him that it is something that would need
to be addressed with the elected officials of both, Seminole County and the City of Sanford. Lastly,
Mr. Green invited the Commission to attend a Town Hall meeting in Midway on October 4° 2018
as the Midway Coalition will discuss their concerns with public officials.

Emily Dietrich of the Florida Public Archaeology Network spoke in favor of
Sanford's historic preservation and hopes to see it continue.

Vice Mayor Williams said that historic preservation has always been important to
the City of Sanford and will remain a City priority!
Commissioner Mahany asked Bill Marcous, Utility Support Manager, to look into
a running water issue at Oregon Avenue near Kohl's Department Store. She also invited the
Commission to attend Wednesday's CALNO meeting which will be held at the Hopper Academy.
Commissioner Austin reminded everyone of Seminole High School's Homecoming
Parade that will held on Thursday, September 271h at 5 PM downtown and on Saturday, September
2911, Jazz in the Park at Centennial Park, which is a free event.
