SEPTEMBER 23, 2019
REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, September 23, 2019, at 7:00 PM, in the City Commission Chambers, City Hall, 300
North Park Avenue, Sanford, Florida.

6) Approve CRA Resolution No. 2810, establishing the operating budget and capital
improvement plan for the Sanford Community Redevelopment Agency (CRA) presented for FY

7) FIRST PUBLIC HEARING for adoption of the 2019/2020 MILLAGE and the 2019/2020

A. Presentation of the Proposed 2019/2020 Budget by Finance Director Cynthia
Lindsay.
B. Public comment and questions on the proposed millage rate and budget.
There were no comments
C. Approve Resolution No. 2811, adopting the millage rate of 7.325 for the fiscal year
beginning October 1, 2019 and ending September 30, 2020.

D. Approve Resolution No. 2812, establishing the budget and capital improvement
plan, presented for the fiscal year beginning October 1, 2019 and ending September
30, 2020.

8) CONSENT AGENDA [Commission Memo 19-206]
Consent agenda item 8.13 continued to the October 14, 2019 regular meeting.
A. Authorize the Police Department to purchase (12) police vehicles from Alan Jay
Fleet Sales in an amount not to exceed $481,457.
B. Authorize the Police Department to continue leasing (17) unmarked vehicles for
use by Department Investigators from Enterprise FM Trust in an amount not to
exceed $87,596.
C. Authorize the Police Department to maintain the contract with Mr. Peter Loomis
providing the department with Professional Accreditation Manager Services
through Fiscal Year 2020 in an amount not to exceed $50,000.
D. Approve the agreement between the Seminole County Sheriff's Office/City of

Sanford Agreement for Dispatching Services for Fiscal Year 2019-2020 in an
amount of $645,800.
E. Approve the agreement with Seminole State College (SSC) relating to the City's
use of SSC's Public Safety Training Complex located in Geneva "Geneva Center"
in an amount of $5,460.
F. Approve the procurement of fuel for Fiscal Year 2019/2020 in an estimated amount
of $1,100,000 from Petroleum Traders Corporation.
G. Approve the special event permit with a noise permit for the `Hispanic Community
Christian Outreach Service' on Saturday, October 19, 2019.
H. Approve the special event permit, an alcohol permit, noise permit and street
closures for `Sanford Pride' on Saturday, November 2, 2019.
I. Approve the special event permit with a noise permit and street closures for the
`Trucks Gone Wild Grudge Truck Pull' on Saturday, November 2, 2019.
J. Approve the special event permit with a noise permit for the `Day of Deviants' on
Saturday, November 16, 2019.
K. Approve the special event permit with street closures for the `31St Annual Holiday
Tour of Homes' on Saturday, December 7, 2019.
L. Approve the special event permit, alcohol permit, noise permit and street closures
for the `3`d Annual Jingle Jam' on Saturday, December 7, 2019.
M. Approve the special event permit for the `First American Fireworks' located in the

Mr. Colbert suggested the Commission move to approve Resolution No. 2817
for the City's authorization of the sale of 305 South Park Avenue.

Commissioner Austin invited everyone to attend the Jazz Festival Saturday,
September 28, 2019 from 2 PM to 7 PM.
Vice Mayor Woodruff attended the Business Watch Meeting after today's Work
Session. One of the main concerns brought forward was, can the City fins a way to enforce the
overnight parking along the Riverwalk?
There being no further business, the meeting was adjournVd at 7:55 PM.
