WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work Session
on Monday, October 14, 2019, at 4:30 PM, in the Railroad Depot Room, 2nd Floor, City
Hall, 300 North Park Avenue, Sanford, Florida.

Commissioner Kerry S. Wiggins, Sr.

Mayor Triplett called the meeting to order at 5:06 PM.
1. Sanford Historic Trust Update by Zach Waters, President of the Sanford Historic
Trust and Amanda Nall, Vice President.
Mr. Waters presented a power point presentation that explained what the
Historic Trust is and how residents can get involved. The presentation also depicted what
the organization has worked on throughout the year and the projects they have planned for
the upcoming year. Ms. Nall distributed the 2020 calendar for the Commission.
2. Parks and Recreation Department Update by Director, Lisa Jones
Ms. Jones presented an overview of the department.
3. Regular Meeting Items — additional information
A. Supplemental Economic/Tourism Development Program [Commission Memo

This is an action item on tonight's agenda.
B. Public Art Funding [Commission Memo 19-226] (RM 7.G)
Ms. Colbert explained that the changes being made to the Ordinance
would allow the Commission flexibility to fund projects. Commissioner Mahany reminded
the Commission that this Board requires funding in order to complete projects throughout
the City. This is an action item on tonight's agenda.
C. Annual Board Appointments [Commission Memo 19-230] (RM 8.D)
There was a consensus among the Commission to continue this item to
November 18, 2019.
D. Award Traffic Management Project to Neel -Schaffer. [Commission Memo 19-
219.P] (RM 6.P)
Ms. Ginger Hoke presented a power point presentation, which reviewed the
Downtown Parking Management Plan. This is an action item on tonight's agenda.
E. Amending the Land Development Regulations [Commission Memo 19-222]
This is an action item on tonight's agenda.
4. Briefing Items
Mr. Bonaparte will read an informal statement under his comments tonight
announcing the anticipated public hearing schedule for the designation of a brownfield site
located at 1550 W 25th Street (Warely Park).
Lisa Holder presented a map from the 2010 Census that shows the City
divided into Commission districts. The map highlighted (by color) areas of the City that

had the lowest participation in 2010. By placing this in the lobby of City Hall, the Complete
Count Committee is hoping to raise awareness and increase participation in April 2020.
Lastly, City Clerk Traci Houchin advised the Commission that a request for
emergency water service at 3320 Sanford Avenue will be brought before the Commission
tonight for action.
