AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
AMENDING CHAPTER 18, SECTION 18-38 OF THE CODE
OF ORDINANCES OF THE CITY OF SANFORD TO
REQUIRE PERMITS FOR "SPECIAL EVENTS";
PROVIDING A DEFINITION OF THE TERM "SPECIAL
EVENT"; REQUIRING A PERMIT FOR ALL SPECIAL
EVENT PERMITS; AUTHORIZING CITY COMMISSION TO
GRANT OR DENY SPECIAL EVENT PERMITS; PROVIDING
FOR PENALTY; PROVIDING FOR CODIFICATION,
SEVERABILITY, CONFLICTS AND EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Sanford, Florida,
finds that the special events held in the City have increased over
the past few years and will continue to increase in the future; and
WHEREAS, the City Commission of the City of Sanford, Florida
finds it desirable to formally amend its policy and procedure for
holding special events within the City of Sanford in order to
regulate these activities and to promote the health, safety and
general welfare of the citizens of Sanford.
NOW THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF
SANFORD, FLORIDA:
SECTION 1: That Chapter 18, Section 18-38 of the Code of the
City of Sanford is amended to read as follows:
Section 18-38. Special Events.
(a)
"Special events" are defined as events which impact City
of Sanford streets, parks, buildings, marina and/or other
facilities, where such events are designed and planned to
attract more than one hundred (100) participants and/or
spectators. The leasing of buildings and/or reserving of
park facilities for family or company outings are not
classified as special events.
(b)
All special events shall require a permit from the City
of Sanford.
(c)
Organizers of a special event shall file a written
application for a permit with the Director of Parks and
Recreation no less than thirty (30)days in advance of
the planned event on application forms provided by the
City. Organizers applying for special event permits must
submit a list of all sub-contractors, vendors, food and
beverage dispensers to the City of Sanford licensing
official for confirmation of proper licensing. Insurance
is required for all special events and rentals of City
facilities.
(d)
All written applications for special event permits shall
be reviewed and evaluated by City staff.
(e)
The Recreation and Parks Director shall approve or
disapprove applications for a special event permit.
The Recreation and Parks Director with input from
involved City Departments shall establish the fees to be
charged.
(f) Departments responsible for a City facility shall develop
written rules and regulations controlling the use of said
facility.
(g) Violation of or failure to comply with the requirements
of Section 18-38 shall be punishable as provided in
Section 1-8 of the Code.
SECTION 2: Codification. That this Ordinance shall be
codified and made a part of the City Code of Ordinances.
SECTION 3: Severability. If any section or portion of a
section of this Ordinance proves to be invalid· unlawful or
unconstitutional it shall not be held to impair the validity, force
or effect of any other section or part of a section of this
Ordinance.
SECTION 4: Conflicts. That all ordinances or parts of
ordinances in conflict herewith be and the same are hereby revoked.

SECTION 5: Effective Date. Shall become
immediately upon its passage and adoption.
