ORDINANCE NO. 3622
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
CLOSING, VACATING, AND ABANDONING NARCISSUS
AVENUE LYING BETWEEN RAND YARD ROAD AND FIRST
STREET AND BETWEEN KENNEL ROAD AND RAND YARD
ROAD IN THE CITY OF SANFORD, FLORIDA, RESERVING
A UTILITY EASEMENT OVER THE ENTIRE RIGHT-OF-WAY
AND A CITY INGRESS AND EGRESS EASEMENT FOR
PUBLIC ACCESS; PROVIDING FOR SEVERABILITY,
CONFLICTS AND EFFECTIVE DATE.
WHEREAS, an application has been filed with the City of Sanford to close, vacate
and abandon Narcissus Avenue lying between Rand Yard Road and First Street and
between Kennel Road and Rand Yard Road in the City of Sanford, Florida, reserving a
utility easement over the entire right-of-way and a City ingress and egress easement for
public access until certain road improvements are made; and
WHEREAS, a public hearing was held on February 12, 2001, for consideration and
determination as to whether or not the closing, vacating and abandoning Narcissus
Avenue lying between Rand Yard Road and First Street and between Kennel Road and
Rand Yard Road in the City of Sanford, Florida, should be allowed; and
WHEREAS, the City Commission has determined that the closing, vacating and
abandoning of that certain property does not conflict with the Comprehensive Plan of the
City of Sanford, Florida, and that the public health, economy, comfort, order, convenience,
and welfare will be promoted by such closing, vacating and abandoning.
NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF
SANFORD, FLORIDA:
SECTION 1: That Narcissus Avenue lying between Rand Yard Road and First
Street and between Kennel Road and Rand Yard Road in the City of Sanford, Florida,

more particularly described as follows: SEMINOLE C0..FL
SEE EXHIBIT "A" ATTACHED HERETO.
be and the same is hereby closed, vacated, and abandoned; provided that the City shall
reserve a utility easement over the entire right-of-way and a City ingress and egress
easement for public access until one or more of the following occur:
A. Kennel Road is improved/constructed to City standards between SR
46 and Narcissus Avenue in a manner that permits truck traffic and
truck turning movements; or
B. White Cedar Road is improved to City standards between SR 46 and
Narcissus Avenue in a manner that permits truck traffic and truck
turning movements; or
C. Airport Boulevard Extension (Rand Yard Road) is improved and
extended to City standards from SR 46, northerly, to provide a
connection to CR 15.
SECTION 2: If any section or portion of a section of this ordinance proves to be
invalid, unlawful or unconstitutional, it shall not be held to impair the validity, force or effect
of any other section or part of this ordinance.
SECTION 3: That all ordinances or parts of ordinances in conflict herewith be and
the same are hereby revoked.
SECTION 4: That this ordinance shall become effective immediately upon its
passage and adoption.

1/4 of Section 27, Township 19 South, Range 30 East, Sc'mmole County, Florida; the same being
more particularly described as follows:
Beginning at the Northwest come of Lot 32, Florida Land and Colonization Company's Celery
Plantation, as recorded in Flal Book 1, Page 129, of the Public Records of Seminole County,
Florida, thence South gg°50'09"East along the North line of Lot 32 for 205.14 feet; thence South
