SANFORD, FLORIDA, REVISING AND AMENDING THE LAND
DEVELOPMENT REGULATIONS OF SAID CITY: AMENDING
SCHEDULE P (POTABLE WATER~ SANITARY SEWER,
RECLAIMED WATER, PIPE, TRENCHING, AND BORING) TO THE
CITY OF SANFORD LAND DEVELOPMENT REGULATIONS,
PROVIDING FOR A NEW TITLE {UTILITIES STANDARDS AND
SPECIFICATIONS), PROVIDING FOR A UTILITIES STANDARDS
AND SPECIFICATIONS MANUAL; PROVIDING FOR
SEVERABILITY, INCLUSION, AND AN EFFECTIVE DATE.
WHEREAS, the Land Development Requlatlons for Ibe CIty of Sanford became effective
on July 27, '1992, and
WHEREAS, the Land Development Regulallons contains Schedule P entitled "Potable
Water~ Sanitary Sewer, Reclahned Water, Pipe, Trenching, and Boring", and
WNEREAS, cbangh~g the title or Schedule P to Utilities Staudards alld Speclflcatio~ls
would be more descriptive of I~ contents, and
WHEREAS, Schedule P provides general Standards for the.design of uffiitles, and
WHEREAS, Schedule P contains a mh~hnum of specifications for the construction of
utilities, and
WHEREAS, a separate ~jlilies Sbndards and Specifications Manual, herein referred
as "Utilities Manual", Would provide more detailed standards and specl~catlons for the design
and construction qf. Clty potable water, waslewater, aud reclalmed water facilities, and
WI-IEREAS, said Utilities Manual b~s been prepared by ~e Clly's Utilities Depadment,
reviewed by CIty Staff and members el the general public, and has been found to be In the best
interest of the public beelib, safety, and welfare of ~e citizens or the Clly of Sanford, and
WHEREAS, said Utilities Ma.ual should be revised from lim? to thne by separate City
Resolution so as to provide the appropriate ~exibility In Its application )n order.to be responsive
to site speci~c considerations, cbanges'h~ technology and emerging concepts,
NOW, THEREFORE, BE IT RESOLVED BY THE PEOPLE OF ~HE CI~ OF SANFORD,
FLORIDA:

SECTION 2.~ 1 CONSTRUCTION AND DESIGN STANDARDS
Requirements respecHng tl~e design and constructlo~ specifications for sh'eets,
drainage, paving, utilities, and other shrilllet and/or related r~qulred
hnprovements and activities shall be as set forth In Schedule N, Subdlvlslons.

Regulations of the CIty, Schedule P, Polable Water, Sanlta~ Sewer. Reclaimed Water.
Trenchlnq. and Borhm - Is retltled Utilities Standards and S~ecl~catlons.
Section 3~ Ordinance No. 3117, said Ordinance being the Land Development
Regulations of (he City, Schedule P, Sections 4.0 through 8.0 - are deleted In their enlhety and
replaced as follows:

SECTION 1.0 GENERAL
Detailed standards and specifications for the design and construction of
potable water, wastewater, and reclaimed water facilities that are to be
constructed within, dedicated to, owned by, maintained by, or operated by the
City shall be contained within the Utilities Standard~ and Specifications Manual,
herein referred to as the "Utilities Manual".
The Utilities Manual shall be adopted and revised from time to time by a
separate City Resolution so as to provide the appropriate flexibility In its
application in order for the City to be responsive to site specific considerations,
changes in technology, and emerging concepts.
Section 4: SEVERABILITY, If any section, sentence, phrase, word or portion of this
Ordinance is determined to be invalid, unlawful, or unconstitutional, said determination shall
not be held to invalidate or impair the validity, force, or effect of any other section, sentence,
phrase, word, or port!on of this Ordinance not otherwise determined to be invalid, unlawful, or
unconstitutional.
Section 5; INCLUSION. The provisions of this Ordinance shall be included and
incorporated within the Land Development Regulations of the City of Sanford, Florida, and the
Land Development Regulations shall be revised to accommodate Such inclusion.
Section .6; EFFECTIVE DATE. This Ordinance shall teke effect immediately upon
passage and adoption,
