AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
AMENDING ORDINANCE NO. 3117 OF SAID CITY; SAID
ORDINANCE BEING A ZONING PLAN; SAID AMENDMENTS
CHANGING THE ZONING OF THAT CERTAIN PROPERTY LYING
BETWEEN NORTH TOWNE ROAD AND ST. JOHNS PARKWAY
EXTENDED EASTERLY AND BETWEEN INTERSTATE 4 AND
TOWNE CENTER BOULEVARD, FROM GC -2, GENERAL
COMMERCIAL, TO PD, PLANNED DEVELOPMENT; PROVIDING
FOR SEVERABILITY, CONFLICTS AND EFFECTIVE DATE.
NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD,
FLORIDA:
SECTION 1: That Ordinance No. 3117 of the City of Sanford, Florida passed and adopted
July 27, 1992, said Ordinance being the Comprehensive Zoning Ordinance of the City of Sanford,
Florida, regulating and restricting the location and use of buildings, structures, land, and water for
trade, industry, residence or other purpose, be and the same is hereby amended as follows:
COMMENCE AT A POINT IN THE NORTHWESTERLY CORNER
OF TRACT 5, SEMINOLE TOWN CENTER REPLAT, ACCORDING
TO THE PLAT THEREOF AS RECORDED IN PLAT BOOK 47,
PAGES 8 THROUGH 10, PUBLIC RECORDS OF SEMINOLE
COUNTY, FLORIDA, SAID POINT LYING ON A NON -TANGENT
CURVE CONCAVE SOUTHEASTERLY FOR THE POINT OF
BEGINNING; THENCE RUN NORTHEASTERLY, ALONG THE
EASTERLY RIGHT-OF-WAY LINE OF OREGON AVENUE AND
SAID CURVE, HAVING A RADIUS LENGTH OF 1382.39 FEET, A
CENTRAL ANGLE OF 02049'08", AN ARC LENGTH OF 68.01
FEET, A CHORD LENGTH OF 68.00 FEET, AND A CHORD
BEARING OF NORTH 23°08'43" EAST; THENCE, DEPARTING
SAID EASTERLY RIGHT-OF-WAY LINE AND SAID CURVE, RUN
SOUTH 66003'21" EAST, 55.00 FEET; THENCE RUN NORTH
25°04'23" EAST, 25.00 FEET; THENCE RUN NORTH 66°03'21"
WEST, 15.00 FEET; THENCE RUN NORTH 26°25'25" EAST, 40.00
FEET; THENCE RUN NORTH 66°03'21" WEST, 40.00 FEET TO A
POINT LYING ON SAID EASTERLY RIGHT-OF-WAY LINE OF
OREGON AVENUE AND SAID NON -TANGENT CURVE,
CONCAVE SOUTHEASTERLY; THENCE RUN NORTHEASTERLY
ALONG SAID EASTERLY RIGHT-OF-WAY LINE AND SAID
CURVE, HAVING A RADIUS LENGTH OF 1382.39 FEET, A
CENTRAL ANGLE OF 12°57'12", AN ARC LENGTH OF 312.53
FEET, A CHORD LENGTH OF 311.87 FEET, AND A CHORD
BEARING OF NORTH 33043'32" EAST TO THE POINT OF
TANGENCY; THENCE RUN NORTH 40°12'08" EAST, ALONG SAID
EASTERLY RIGHT-OF-WAY LINE, 257.82 FEET; THENCE,
DEPARTING SAID EASTERLY RIGHT-OF-WAY LINE, RUN
SOUTH 49049'07" EAST 461.68 FEET TO A POINT ON THE
WESTERLY LINE OF TRACT 12, SAID SEMINOLE TOWNE
CENTER REPLAT; THENCE RUN SOUTH 01°28'21" EAST,
ALONG SAID WESTERLY LINE, 147.58 FEET; THENCE RUN
SOUTH 39016'40" WEST, ALONG SAID WESTERLY LINE OF
TRACT 12 AND THE WESTERLY LINE OF TRACT 18, A
DISTANCE OF 226.39 FEET TO THE NORTHERLY LINE OF
TRACT 1, SAID SEMINOLE TOWNE CENTER REPLAT; THENCE
RUN SOUTH 87046'40" WEST, ALONG THE NORTHERLY LINE OF
SAID TRACT 1 AND SAID TRACT 5, A DISTANCE OF 403.86
FEET; THENCE RUN NORTH 73053'20" WEST, ALONG SAID
NORTHERLY LINE OF TRACT 5, A DISTANCE OF 212.69 FEET
TO THE POINT OF BEGINNING.
THE ABOVE DESCRIBED TRACT OF LAND LIES IN SEMINOLE
COUNTY, FLORIDA AND CONTAINS 6.833 ACRES, MORE OR
LESS,

be and the same is hereby rezoned from GC -2, General Commercial to PD, Planned Development,
and the Seminole Plaza at Seminole Towne Center PD, Planned Development Master Plan
attached as Exhibit "A" is incorporated herein by reference as if fully set forth herein. Additional
conditions of development are as follows:
a. Consistent with the Seminole Towne Center PD, Planned Development Master Plan,
access to the Seminole Plaza site from Oregon Avenue shall be strictly limited to
service and delivery activities only. Customer parking and customer vehicular
circulation areas shall be physically and permanently separated from Oregon
Avenue ingress/egress in order to block and otherwise prohibit through traffic
circulation between Oregon Avenue and Seminole Towne Center, specifically the
North Entrance Road to the Mall. Temporary barriers or other similar devices and/or
appurtenances such as gates shall not be considered acceptable separation.
SECTION 2: Severability. If any section or portion of a section of this Ordinance proves
to be invalid, unlawful or unconstitutional it shall not be held to impair the validity, force or effect of
any other section or part of a section of this Ordinance.
SECTION 3: Conflicts. That all ordinances or parts of ordinances in conflict herewith be
and the same are hereby revoked.
SECTION 4: Effective Date. That this Ordinance shall become effective immediately upon
its passage and adoption.
