Moment of Silence Pledge of Allegiance Roll Call Elections of Officers - Mike Loader was reappointed for Chairman • Mr. Mills moved to reappoint Mr. Loader as the Planning & Zoning Commission Chairman. Mr. Fiorentino seconded. Motion carried, 7-0. - Dominick Fiorentino, III was appointed as Vice -Chairman • Mr. Esler moved to appoint Mr. Fiorentino as the Planning & Zoning Commission Vice - Chairman. Mr. Mills seconded. Motion carried, 7-0. Approval of Minutes Mr. Fiorentino pointed out that the Ethics Training date needs to be revised. Mr. Fiorentino moved to approve the January 9, 2020 meeting minutes. Tax Parcel Number: 32-19-31-300-009A-0000 Property Owner: AMH Development, LLC Applicant: Mahmoud Behiri — American Development & Construction, Inc. Mr. Fiorentino moved to approve the Final Plat for Celery Cove as recommended by staff. Mr. Mills seconded. Motion carried, 7-0. Public Hearing PH -1 CONTINUED FROM DECEMBER 5,2019- APPLICANT HAS REQUESTED FOR A SECOND CONTINUANCE Hold a Public Hearing to consider a Variance request for an accessory structure with solar panels including reduced development standards at Pat's Liquor Leaf and Wine at 3021 Orlando Drive. Applicant: Mitch Patel Mr. Mills motioned to continue to the Planning & Zoning Commission Meeting on Thursday, April 2, 2020, since the applicant will not be available for the March meeting. Mr. Lewis seconded, motioned carried, 7-0. PH -2 Hold a Public Hearing to Rezone 0.42 acre at project address 299 Monroe Road from AG, Agriculture to RI -1, Restricted Industrial. Tax Parcel Number: 16-19-30-5AC-0000-086A Property Owners: Andrew R. Nichols, Marion N. Crawford, Anna Y. Nichols and Susan N. Winter Applicant: Patrick Orefice — Ziff Properties, Inc Representative: Michael Manson (Charleston, South Carolina) Mr. Mills disclosed that he knows the site and the family. He had a conversation with one of the sister regarding to a salvager, he recommended Florida Victorian Company. Mr. Esler moved to recommend the City Commission approve the request to rezone 0.42 acre at 299 Monroe Road from AG, Agriculture to RI -1, Restricted Industrial. Mr. Mills seconded, motioned carried, 7-0. PH -3 Hold a Public Hearing to Rezone 0.56 acre at 3525 Sipes Avenue from AG, Agriculture to RI -1, Restricted Industrial. Tax Parcel Number: 03-20-31-5AY-0000-037A Property Owner: Fastenal Company Applicant: Cara Leuck, P.E. — Anchor Construction Representative: None 2 Planning and Zonin<, Commission l`ehruary 6. 2020 Nleetim, iVlinutes Daniel Lewis disclosed that he made a site visit Mr. Firoentino moved to recommend the City Commission approve an ordinance to rezone 0.56 acre of property at 3525 Sipes Avenue from AG, Agriculture to RI -1, Restricted Industrial based on the request being consistent with the goals, objectives and policies of the City's Comprehensive Plan. Mr. Mills seconded, motioned carried, 7-0. PH -4 Hold a Public Hearing to consider a Conditional Use to convert an existing single family residential home and establish a two-family dwelling (duplex) at 1505 Williams Avenue. Tax Parcel Number: 36-19-30-514-0000-004B Property Owner: Sunshine Orlando, LLC Applicant: Eric Stier — Brentwood Construction and Remodeling, Inc. Jerry Mills disclosed that he met with the applicant about an unrelated project. Nathan Ferrer made a site visit. Representative: Eric Stier (741 Rantoul Lane, Lake Mary, 32746) Citizen Participation: - Rosaline Tillman (1509 William Avenue, Sanford): Expressed that she is against the duplex. She also stated that there are current tenants displaying inappropriate behaviors, activities, and excessive vehicles on the property. - Sharee Hollis (1502 Williams Avenue, Sanford): Lives directly across from the property and expressed that she is against the project. Their yard is not well maintained and states that the surrounding neighborhood yards are well kept. Lastly, she stated that the neighborhood is no longer quiet as it was once before. - Sharrena Hollis (1502 Williams Avenue, Sanford): Daughter of Sharee. States that she is also against the project and likes to keep the building as a single-family residential, but is not against the idea on having it changed to a senior living facility. - Mohammad Saifulhuda (1505 Williams Avenue): Subject property owner and is in favor of turning the house into a duplex because change is good for the neighborhood. Mrs. Robinson moved to deny the Conditional Use request to convert an existing single family residential home and establish a two-family dwelling (duplex) at 1505 Williams Avenue, it does not meet Article III and is not compatible with the surrounding neighborhood. Mr. Esler seconded, motioned carried, 6-1. Mr. Fiorentino expressed that he feels the layout is consistent with the neighborhood. PH -5 Hold a Public Hearing to consider modifications to Schedule O, Drainage, Easements and Site Preparation/Excavation Requirements, Sanford Land Development Regulations. Representative: Michael Cash, CFM — Planning Engineer Plan«in�.: and Lonin`, Commission February 6. 2020 ii eetim, M111U1CS Mr. Fiorentino moved to recommend the City Commission approve the modifications to Schedule 4 of the Land Development Regulations. Mr. Lewis seconded. Motion carried, 7-0. Citizen Participation None Staff Reports - Bike Share Survey completed, staff will evaluate the data and report to the City Commission. - Goldsboro Land Use and Zoning Studies: The consultant, Canin Associates, is in the beginning stages of the project and currently doing their analysis.
