AN ORDINANCE OF ~ CITY OF SANFORD, FLORIDA,
AMENDING SECTION 8. 1(D)(1) OF ~ CITY OF SANFORD
PERSONNEL RULES AND REGULATIONS TO FURTFIER
DEFINE "RETIREMENT"; AMENDING SECTION 10.2(A)(6),
10.4(1) AND 10.9(F) TO AMEND REFERENCE TO
"RETIREMENT" BENEFITS TO READ "NORMAL
RETIREMENT DATE"; PROVIDING FOR SEVERABILITY
AND EFFECTIVE DATE.
WFIEREFORE, the City Commission of the City of Sanford, Florida, would like to clarif~
the City Personnel Rules and Regulations to further define the term "retirement" for general
employees;
NOW, TBEREFORE, BE IT ENACTED BY T~I'E PEOPLE OF THE CITY OF
SANFORD, FLORIDA:
SECTION 1: Section 8.102))(1) of the City of Sanford Personnel Rules and Regulations is
hereby amended to read as follows:
8.1 General

D. Retirement
An employee will be considered as retirement eligible upon meeting
one of the following criteria:
1. General Employees: (hired prior to January 1, 1996)
a. Normal retirement provisions currently include
completion of ten ( 10 ) years of senrice with the City of
Sanford and the attainment of age sixty-two (62) or
the completion of thirty (30) years of service with the
City of Sanford regardless of age; or
b. Early retirement provisions currently include that the
early retirement date shall be the first day of the month
coincident with or next following the completion of
ten (10) years service regardless of age.
(Note - the above aforementioned criteria is also
applicable to general employees hired by the Sanford
Airport (Dependent Special District) prior to January
1, 1996).
SECTION 2: Section 10.2(A)(6) of the City of Sanford Personnel Rules and Regulations
is hereby amended to read as follows:
10.2 Sick Leave
6. Employees terminating from the City on the basis of "normal
retirement", as defined in Section 8. I(D), and with two (2)
weeks notice, shall be paid for accrued sick leave, not to
exceed the maximum accrual limits specified in Section
10.2(A)(3), in full at the employee's then current rate of pay.
SECTION 3: Section 10.40) of the City of Sanford Personnel Rules and Regulations is
hereby amended to read as follows:
10.4 Vacation Policy
I. An employee terminating from the City on the basis of "resignation"
or "normal retirement", as defined in Section 8. i(D), and with two (2)
weeks notice, shall be paid for his/her credited annual leave up to a
maximum allowable rate as specified in Section 10.4(A). Such leave
pay shall be made at the employee's current rate of pay.
SECTION 4: Section 10.9(1:) of the City of Sanford Personnel Rules and Regulations is
hereby amended to read as follows:
10.9 Educational Assistance Program
F. Should repayment to the City be necessmy, such repayment must be
paid to the City, in full, within a twelve (12) month period. Therefore,
any amount owed to the City must be repaid in twelve (12) equal

installments. Failure to do so could result in disqualification from
future eligibility for participation in this program and possible
disciplinary action.
Should an employee wish to accomplish repayment in a shorter time
flame or by a lump sum repayment, such repayment is encouraged.
In the case of death, or upon "normal retirement" as defined in Section
8.1(1)) of the Personnel Rules and Kegulations and with two (2)
weeks notice, any remaining liability for repayment to the City shall be
waived.
The application program participation shall provide an agreement to
be signed by the employee, notafized and stipulating that should the
employee's services be terminated during the following periods either
voluntarily or involuntarily, the City shall be reimbursed for funds paid
the employee for educational expenses as provided in the following
reimbursement formula:
Termination after Completion of Course(s) Reimbursement to City
Within one (1) year 100%
From one (1) year and one (1) day up to
and including two (2) years 50%
From two (2) years and one (1) day on 0%
SECTION 5: If any section or portion of a section of this ordinance proves to be invalid,
unlawful or unconstitutional, it shall not be held to impair the validity, force or effect of any other
section or part of this ordinance.
SECTION 6: That this ordinance shall become effective immediately upon its passage and
adoption.
