RE: ACI Income Fund P.D. Site and Engineering Plans
Dear Russ:
we have received your list of comments and insufficiencies
and offer the following responses.
1. Authorization from Seminole County•abandoning all rights
of ownership and maintenance of all utilities for this
site must be demonstrated.
RESPONSE 1•
Abandonment of all utilities has been demonstrated and
granted by Seminole County except for those utility lines
within the 100' Florida Power easement as discussed.
2. Place 8" water main in North Towne Road right-of-way.
RESPONSE 2•
The 8" water main has now been placed within the North
Towne Road right-of-way in between the sidewalk and curb
locations. See Sheet D-4.
3. All water meters shall be located in rights -of -way.
RESPONSE 3•
All water meters have been located within the right-of-
way. See Sheet D-4.

4. Lateral from CO-4 can not enter S-8.
RESPONSE 4•
Structure S-8 is a conflict structure and as discussed we
shall enlarge this box to a Type D inlet in order that the
sanitary line encased in steel can be maintained.
5. Easements are to be dedicated to the City of Sanford.
RESPONSE 5:
As per our discussions with Mike Crumpton at the City of
Sanford and Hugh Sipes at Seminole County, the easement shall
be dedicated to Seminole County. Any interlocal agreements
that are signed after these permits are issued will dedicate
this easement to the City of Sanford.
6. Utility Plan Notes: Remove all references to Seminole
County.
RESPONSE 6•
References to Seminole County shall remain on the plans
pertaining to sewer construction.
7. Mobil Oil Station's water and sewer connections need to
be shown.
RESPONSE 7•
Mobil Oil's water and sewer connections are now shown on
Sheet D-4.
S. What force main and water main adjustment are to be made?
RESPONSE 8•
As discussed, due to the lack of information on the
existing water and force mains in that area from both the City
of Sanford and Seminole County, these adjustments are shown on
the plans to indicate that a possible adjustment will be made.
This will not be known until the site contractor has uncovered
the existing utilities.

9. Correct "existing vacant commercial" where existing
Stuckey's site is located.

Existing vacant commercial has been modified to say
existing Stuckey's.
10. Water and Sewer details shall be submitted.

Please see Sheets D-5 and D-5A.
11. Backf low Preventer and Double Check Valve Assembly details
shall be revised in accordance with City standards.

Backflow prevention and double check valve assembly
details are shown on Sheet D-5.
12. Replace DIP sewer main with a PVC line at a maximum slope
of 0.32% so that San #3 has minimum required cover.
RESPONSE 12•
The sewer main line from manholes San #1 to San #3 has
been replaced with an ASTM 3034 DR PVC line at a slope of. 0.36%
and does meet the minimum cover of 31 above the pipe. See
Sheet D-4.
13. A separate shut-off valve shall be provided on owner's
side of reclaimed water meter.
RESPONSE 13•
A separate shut-off valve will be provided on the owner's
side of the reclaimed water meter and shall be indicated on the
irrigation plan. The revised irrigation plan is not included
in this plan set. However as we discussed, upon those revi-
sions being finished, they will be transmitted to the City.

14. Provide general details.

General details are provided on Sheets D-5 and D-5A.
15. Denote all traffic controls (stop signs, bars, etc.) on
site including internal circulation and cross access areas
between lots. Include handicap parking details.

Traffic control on site has been indicated on Sheet D-2,
Site Plan. Handicap parking details have been provided on
Sheet D-5A.
16. Provide streets lights along Oregon Avenue. Submit
standard detail including specifications on luminaries.
RESPONSE 16•
Locations for street lights along Oregon Avenue have been
indicated on Sheet D-2, the Site Plan. We propose that the
same street lights as exist today along North Towne Road be
installed. Shop drawings of those lights shall be submitted
prior to construction for approval.
17. Use ring and' cover series 170-F for sanitary or storm
lids.
RESPONSE 17•
Sheet D-SA indicates the standard 170-F sanitary and storm
lid.
18. Submit drainage calculations for entire site.
RESPONSE 18•
As discussed with Rick Holloway of the City of Sanford,
a copy of the submittal to St. Johns River Water Management
District is attached.

Package for.the'above referenced project., The purpose of'.this
application is. to. show compliance with an existing Seminole
Towne Center Permit No.- 4-117-0369M2.
The ACI Income Fund Planned Development in Sanford,
Florida was calculated *.as a contributing area to Seminole Towne
Center.Pond No. l.in the above referenced SJRWMD permit.- -The
ACI Income Fund.P.D.:includes what was referred to as Seminole
Towne Center Tract '13 and the. property". This Planned
Development includes 'a.total of 5.0236 acres. The following
attachments are included -in order to demonstrate that our
acreage has been included in Permit No. 4-117-0369M2.

As indicated in the basin summary table, both Tract 13 and
the -Rife property have been calculated for 80 percent imper-
vious totaling 4.02 acres of impervious permitted. As long as
the ACI Income Fund P.D. has an impervious percentage.equal to
or less than 80 percent of the total site area, it will be in
compliance with Permit No. 4-117-0369M2.
We have enclosed a set of site plans for your review. As
can be seen on Sheet D-2, Site Plan, under landscape areas, the
open space provided is 1.057-acres or 21 percent open space.
This would equate to 79 percent impervious cover (3.97 acres).
This -.site therefore complies with`the individual MSSW permit.
We trust that upon your review of the information pro-
vided, you will. be able to issue our General Permit. If 'you .
have any questions or comments, please do not hesitate to. call.

Notes:

Enclosed for your review is a permit application package for the above referenced project. The
purpose of the application is two -fold:
1. To allow for modifications to Stormwater Pond No. 1 to accommodate additional off -site
areas; and
2. To provide for off -site mitigation for construction related impacts to on -site wetlands.

The first aspect of this submittal, i.e., Modifications to Stormwater Pond No. 1, involves
modifications that will allow the pond to accommodate stormwater runoff from the off -site
Holiday Inn Property" and the "Rife Property," which are contiguous to the Seminole Towne
Center Project Boundary. The attached Master Drainage Plan for the Seminole Towne Center
Project has been revised to depict the location of the subject properties. Although this application
submittal provides for the modification of the Seminole Towne Center Master Drainage Facilities

to accommodate the stormwater runoff from the subject off -site properties, it is our understanding
that prior to development of either of these properties, separate General Permit Applications for
their proposed specific site improvements must be submitted to and approved by SJRWMD.
The proposed modifications include lowering the Control Water Level of Pond No. 1 from
elevation 27.3 to 26.7 in order to provide the required additional water quality treatment and
detention volume, and revising the Outfall Control Structure to effectuate peak stage elevations
similar to that previously permitted. Proposed pond modifications also include an adjustment to
the pond's west maintenance berm elevation which will provide for containment of the 100 year-
24 hour storm event within the pond. These modifications are depicted on the attached
Stormwater Pond No. l Detail Sheet.
At the time of development of the Holiday Inn Property, Stormwater runoff will be conveyed to
Pond No. 1 by means of a new pipe connection to the pond, which will need to be constructed
in conjunction with other development improvements. Stormwater runoff from the Rife Property
will be conveyed to the Pond either by means of a new pipe, upsizing of the existing pipe which
was constructed to serve Tract 13, or a combined use of the existing pipe and a new pipe, when
the property is developed.
The enclosed Drainage Calculations have assumed 85 percent impervious surfaces on the 6.90-
acre Holiday Inn Property and 80 percent impervious surfaces on the 2.99-acre Rife Property.
Also, the enclosed Drainage Calculations have been updated to incorporate the most current data
regarding impervious/pervious areas for development tracts within Drainage Basin No. I which
have been submitted to, or have obtained a General Permit from the District. Specifically, this
relates to "Tract 9" which encompasses the Darden Restaurants site and the Steak 'n Shake site
which together total 5.15 acres and provide for placement of 3.66 acres (71 %) impervious surface
area.
The attached drainage calculations address the additional contributory area to Stormwater Pond
No. 1, the adjustments to the above referenced Tract 9 impervious/pervious area ratios, and the
hydraulic flood routings for the 10 year-24 hour, 25 year-24 hour, and 100 year-24 hour storm
events. These calculations demonstrate that the new post -development mean annual and 25 year-
24 hour peak discharge rates are still less than the previously approved pre -development peak
discharge rates for the same storm events.
The second aspect of this permit modification submittal pertains to construction related impacts
to Wetland Nos. 2 and 3 (Pond No. 3B and Pond No. 2, respectively) for which off -site
mitigation is being proposed. As you may know, the recent permit modification (Permit No. 4-
117-0369M) approved on July 11, 1995, provided for the replacement of the on -site wetland
mitigation plan by preservation of an off -site regionally significant wetland parcel. The subject
permit modification proposes to increase the approved off -site preservation area by 2.18 acres to
offset (A) the 0.47 acre overclearing in Wetland No. 3 and (B) impacts to vegetation within
Wetlands No. 2 and 3. A copy of the legal description for the 2.18 acre off -site mitigation area
is enclosed. The 2.18 acre mitigation area is located adjacent to, and north of, the 25.07 acre
off -site preservation area which was approved in conjunction with the recent permit modification
4-117-0369M). It is our understanding that ECOBANK is currently in the process of finalizing

the conservation easement language covering the combined 27.25-acre off -site wetland
preservation area. Once the conservation easement language is agreed upon, the Conservation
Easement will be recorded.
To clarify the record regarding the conditions of permit approval pertaining to this project, and
in consideration of the recent permit modification (4-117-0369M) to allow offsite wetland
preservation in lieu of onsite wetland creation for impacted wetlands, we believe the following
existing permit conditions (Permit No. 4-117-0369) should be removed: 12. 13, 14, 26, 27, 28,
29, 30, 31 and 33. Also, please consider the attached proposed permit condition language for
inclusion in the subject permit modification regarding monitoring requirements for Wetland No.
2 and Wetland No. 3.

Dear Mr. Pakzadian:
Pursuant to our recent telephone conversations concerning the above referenced project,
enclosed are calculations and plans which demonstrate that compensating storage for the
Rife Property" and "Holiday Inn Property" will be accommodated in Stormwater Pond
No. 1 of the Seminole Towne Center stormwater management system. As you know,
the proposed improvements to Pond No. 1 were considered and approved at the
December 12, 1995 meeting of the SJRWMD Governing Board. The calculations
submitted in conjunction with the Pond No. 1 modification did not address the issue of
compensating flood storage volume for the subject properties. However. it is our desire
to demonstrate at this time, rather than when the subject parcels apply for the required
general permits, that compensating storage for the 10-year and 100-year flood events
is provided within Stormwater Pond No. I. The following items are enclosed to
facilitate your review:
1. 100-year floodplain storage calculations (3 copies. signed and sealed).
2. "Plat of Survey" Boundary and Topographic Survey for Rife Miller. Inc.. red -
lined to indicate 100-Year flood elevation (30.2) (3 copies, signed and sealed).
3. "Site Demolition Plan for the Holiday Inn Property, red -lined to indicate the
100-year flood elevation (32.3) (3 copies, signed and sealed).
The 100-year flood studies performed by the Federal Emergency Management Agency
FEMA) have depicted isolated areas on both the Rife and the Holiday Inn properties
as flood prone. However, the FEMA studies have not defined the elevation of the flood
prone areas. Also, based on topographic surveys of the subject properties, the FEMA
depicted flood prone areas are not consistent -with the ground topography.

1992, estimates the 100-year flood elevation on the Rife property to be 30.2. and on the
Holiday Inn property to be 32.3. This same Singhofen study was utilized to estimate
the 100-year flood compensating storage requirements for the Seminole Towne Center
project when permitted In July, 1993 (permit No. 4-117-0369). Based on site
topography, the existing 100-year floodplain storage on the Rife property is 0.52 acre-
feet; on the Holiday Inn property 1.65 acre-feet. The Singhofen study does not address
a 10-year flood elevation for the subject property areas. For the purpose of this
submittal, it is assumed that all of the available 100-year flood plain storage on the Rife
and Holiday Inn properties is to be removed as the properties are developed.
Previously approved calculations for Stormwater Pond No. 1 (permit No. 4-117-W69)
accounted for 4.41 acre-feet of 100-year compensating storage volume for the Seminole
Towne Center project area. Accounting for the proposed flood storage loss on the Rife
and Holiday Inn properties, the total required compensating storage to be achieved in
Stormwater Pond No. 1 is 6.58 acre feet (4.41 + 0.52 + 1.65). Stormwater Pond No.
1, as demonstrated in previously approved calculations, has storage capacity to detain
the 100-year - 24 hour storm event without exceeding the pond top 'of bank elevations.
There are approximately 33.1 acre-feet of storage provided in Stormwater Pond No. 1.
therefore, compensating storage for displacement of any flood storage on the subject
properties is provided in Pond No. 1.
If you have any questions concerning this matter, please contact us. We respectfully
request that you acknowledge, in writing, that the Rife property and the Holiday Inn
property do not need to submit calculations relating to the issue of compensating flood
storage when development occurs on these properties.
