Acceptance of permit is verification that I will notify the owner of the property of the requirements of Florida Lien law, FS 713.
The City of Sanford requires payment of a plan review fee at the time of permit submittal. A copy of the executed contract is required in order to
calculate a plan review charge and will be considered the estimated construction value of the job at the time of submittal. The actual construction value
will be figured based on the current ICC Valuation Table in effect at the time the permit is issued, in accordance with local ordinance. Should calculated
charges figured off the executed contract exceed the actual construction value, credit will be applied to your permit fees when the permit is issued.

SYNOPSIS:
Approval of a special event permit application for "Auto Tent Sale" at Seminole Towne Center
from Friday, September 14 through Sunday, September 23, 2018 has been requested.
FISCAL/STAFFING STATEMENT:
The applicant, Dealer 1 Stop on behalf of Pat Fischer Nissan, did not request nor were any City
services assigned for this temporary sale event.
BACKGROUND:
The applicant has rented space on the south end of the Seminole Towne Center Mall to host an
annual tent sale for Pat Fischer Nissan. The event will have a 20' x 60' tent with a portable air-
conditioning unit. Setup begins on Wednesday, September 12, 2018 and all materials will be
cleared by Tuesday, September 25, 2018. Staffhas reviewed the request and recommends approval
subject to the applicant pulling all necessary permits, parking lot areas being clearly marked to
prevent any pedestrian/vehicle conflicts, all components of the event including setup providing for
ample visual clearance around the curve of Towne Center Circle and no portion of the event
exceeding the landscaped islands/barriers separating and defining the parking area from Towne
Center Circle.
In addition, any relocation of the Chrysler Jeep Overflow Parking from Macy's parking lot areas
to other areas of the mall, shall be specifically for the event only and said relocation shall be
discontinued at the event's conclusion. At no time should any vehicles be parked on the
unimproved vacant lot south of the Macy's overflow parking lot.
If approved, this would assist in facilitating the strategic priority listed as "Promote the City's
Distinct Culture" in the Imagine Sanford strategic plan approved by the City Commission.

RECOMMENDATION:
It is Staff s recommendation that the City Commission approve this special event permit for the
"Auto Tent Sale" from September 14 through 23, 2018 subject to the applicant pulling all
necessary permits, parking lot areas being clearly marked to prevent any pedestrian/vehicle
conflicts, all components of the event including setup providing for ample visual clearance around
the curve of Towne Center Circle and no portion --of the event exceeding the landscaped
islands/barriers separating and defining the parking area from Towne Center Circle.
SUGGESTED MOTION:
"I move to approve the special event permit for "Auto Tent Sale" from September 14, 2018

Please allow this letter to serve as authorization for Pat Fischer Nissan via Dealerl Stop to conduct an auto
tent sale on said property of 200 Towne Center Circle, Sanford, FL 32771 for an agreed upon fee. This
sale shall commence on September 7, 2018 and terminate on September 16, 2018. Allowing two days
prior for setup and after for take down. No other auto tent sale will be allowed on site 60 days before
August 3, 2018. Due to the dealer being a traveling road show going from town to town, it is understood
that there will be times where the tent and cars could be there for an extra day or two based on transport
Generally, it would be half the inventory in that case.
Pat Fischer Nissan via Dealerl Stop will be responsible for obtaining all necessary permits to
conduct its sale as well as providing at least a $1,000,000 umbrella Certificate of Liability naming the
property owner(s) as additional insured(s). The property will be left in the same condition as it was
found.
