You indicated that your cost of $2450 was just for pulling the permit. As discussed the roof was installed without a permit. You will need to submit either an estimated cost for the roof or a copy of what the owner paid to have the roof installed. Once the permit is issued then it must then be inspected and approved. Since the roof has already been installed and we cannot determined that it has been installed correctly you best bet would be to hire the services of a private provider who would inspect the roof and provide a letter to the city stating that the roof has been installed in accordance with the approved documents.
