CITY COMMISSION MEETING
VIRTUAL MEETING
The City Commission of the City of Sanford, Florida, met in a Virtual Meeting
through Ring Central on Monday, May 18, 2020, at 4:00 PM.

A. Approve the submission of the Community Development Block (CDBG)
Substantial Amendment to the Five -Year 2015-2019 Consolidated Plan and One

Development.

Maintenance and Compensation Agreement with the Florida Department of

9) ITEMS FOR DISCUSSION.
A. Discussion regarding residency requirements for Board Members.
Commissioner Austin asked the City Commission to consider amending the
residency requirements for board members. He stated that his appointment for the Planning &
Zoning Commission recently moved out of Sanford, however, he still owns and operates a business
in Sanford and would like to remain on the Planning & Zoning Commission. Mr. Colbert, City
Attorney, said that the Commission has the authority to amend the Ordinance. Mayor Triplett said
that he agrees with amending the residency requirements. He said there are Sanford business
owners that may like the opportunity to serve on a board but because they live outside the City
they are not able to serve. Vice Mayor Woodruff said that he understands the situation, however,
he prefers that the Commission appoint City residents.

Mr. Bonaparte asked the Commission if they prefer to have the next regular meeting
in the City Commission Chambers or via RingCentral's Virtual Meeting. The consensus of the
Commission was to hold the June 8, 2020 meeting in the City Commission Chambers with social
distance guidelines in place.
Mr. Bonaparte mentioned that there have been some renovations at City Hall with
the Mayor and Commissioner's Office. He said that the office will be located behind Nikki
Osburn's, (City Manager's Executive Assistant's) desk, where Lisa Holder's office was located.
Ms. Holder will move into the former Mayor and Commissioner's Office, allowing her more space
for her Pod Casts and guests.

14) CITY COMMISSIONER'S REPORTS
Commissioner Mahany asked to discuss the July 4th event. Mr. Bonaparte said Lisa
Jones, Parks and Recreation Director, has been communicating with surrounding cities and it
seems as if they are all cancelling their July 4th events. Ms. Jones stated the City has not signed a
contract or requested a purchase order for the fireworks at this time. After a brief discussion, the
Commission agreed to cancel the City's July 4th event. Commissioner Mahany is thankful to hear
the City of Sanford staff and Commission are all healthy.
Mayor Triplett said he sent an email to the Commission regarding the plans for the
layout of the Welcome Center/ Business Resource Center for review. He is asking the Commission
to consider making a motion to approve an amount of $30,000 that would include the remodel,
furniture and internet. Mayor Triplett said that he will abstain from voting as he is employed by

the Sanford Chamber of Commerce. Mr. Colbert reminded the Mayor to complete the Conflict
Memorandum within 30 days for abstaining. After further discussions, the Commission agreed to
move forward.
Commissioner Mahany moved to authorize the City Manager to obtain funding in
the amount of $30,000 from the Community Redevelopment Agency for the remodel of the
Welcome Center/Business Resource Center. Seconded by Commissioner Austin and carried by
vote of the Commission as follows:

Mr. Bonaparte reiterated that the next City Commission Meeting will be held in the
