Call to Order: 9:02 Ann
Review Minutes: SERC 06/16/2020: Motion to Approve Minutes Undetermined Speaker; 2nd Sgt.

Add On Items/New Business:
1. Church X Back to School Bash: Applicant is contacting local barbers and salons to
provide haircuts/styles. Walmart and Target are donating backpacks and supplies. There will
also be a raffle to give away two cars, speakers, and food trucks and merchandise vendors. Mr.
Williams is planning for media coverage. He also plans on sound and stage; Target may have a
stage and he is trying to confirm. The applicant will provide sound equipment. Jerry covered
where the equipment should be placed. No food trucks in the park. If he plans on food trucks,
a road closure would be required to accommodate the food trucks.
Jim Gantt confirmed the need for Certificate of Insurance. The applicant has not spoke with
anyone regarding insurance. Jim explained we need General Liability with minimum of
$1,000,000 and the City of Sanford listed as additional insured. Jim recommended the
applicant request evidence of insurance for his protection. The City will not require copies of
insurance from his vendors. Jerry referred to the Special Event Application for Insurance
Requirements. The applicant will take care of the insurance.
Fred Alexander inquirying about clean-up. The applicant request City supply staff for clean-
up. He also requests additional trash cans. Fred requests a layout of the event and the
applicant will be getting with Mr. Thomas.
Police Department: Sgt. Glenn inquirying if there is a need of police. Applicant would like
police presence for road closure, crowd control and security. Sgt. Glenn suggested the
Community Relations Truck via Sgt. Strobridge.
Jerry explained the cost for City services are paid for by the applicant, and we are working
to get it to Commission for approval as quickly as possible.
Robert Beall confirmed the set-up time is 9 AM.
Jerry reminded Mr. Williams he will be responsible for setting up the event to provide
social distancing and safety for the public. Social distancing will be of utmost importance.
Streets Dept. agrees the road closure for food trucks and will put together the cost
estimate.
Confirmation of pavilions 1,2 and 4 are being held for the event. The applicant plans to use
pavilions for haricuts.
Jerry would like a list of participating vendors and again suggested the applicant request
insurance from the vendors.

Upcoming Events:
Bike Nights at the Alley: Jerry spoke with Chris Johnson at the Alley. They did not close the road for
his past event. We will need to reach out to him and confirm his upcoming events.
Food Truck Fiesta: The Food Truck event for July cancelled.
Celery City Cruisers: The night shift officers on bikes road by and showed a presence at the Celery
City Cruiser event. The July upcoming event is currently pending.
Movie Night is still in process, but the date has moved to July 25. No alcohol or road closure for
the event. Sgt. Glenn expressed concern regarding bars selling to -go alcohol products. Jerry
suggested making it a stipulation that they cannot sell to -go products during the movie event.
