Floodplain development application completed and signed if any portion of the property is in a flood hazard area as identified on the most current flood insurance rate map. Copy of a contract, signed by the contractor and the property owner, indicating the documented construction value Application must include correct address and complete parcel I.D. number. Contractor information is required to be included on the permit application (if contractor is applicant). Applicant must include the name of the designated plan review contact person, their phone number and either a fax number or email address on the Building Permit Application form. Copy of the contractor's license issued by the State of Florida (if contractor is applicant). A site specific notarized power of attorney shall be required from the licensed contractor if he/she appoints an employee of his/her company to sign the permit application as the contractor. Certificate of insurance indicating worker's compensation insurance coverage and naming the City of Sanford as certificate holder, or a copy of a worker's compensation exemption issued by the State of Florida (must be submitted with each application if contractor is the applicant). Also make sure the roof deck is completely dry. Then begin by laying the roll of felt near the edge of the eave and near the rake. Unroll a manageable amount (usually 2-3 feet). Pull the roll to the edge of the eave and the rake. Begin by nailing a few nails near the top of the roll near the rake. Keep unrolling manageable lengths across the length of the deck nailing the product about every 6-8" apart. Repeat the nailing pattern in the center and along the eave. As you pull, make sure you continually align and straighten the felt so that all wrinkling is removed and remember to keep it along the edge of the eave. Keep this process going until you reach the end of the roof deck. And then trim off any excess felt even with the rake. (Remember when nailing to nail from the top to the bottom to avoid stepping or kneeling on unsecured felt, which could cause injury). On the next course and the subsequent course follow this pattern. Position your roll near the rake (it does not matter if you begin from the same side as the first). And position the roll to create a 2" overlap of the first course. (Follow the lines on the felt as guidelines for lining up this course.) Remember that this top course needs to lay over the bottom, so that any moisture that may build up can flow over the felt and not back behind the felt. Now begin nailing the felt in place just as before. Start with putting a few nails in the top corner closest to the rake, go across the top and then through the middle and then along the bottom. You can stand or kneel on the first course but be careful not to tear or puncture any holes in this layer. If tears or holes are made, make repairs so there is no decking visible and that you have good moisture protection. Valleys and Ridges Once you reach the ridge of the roof, overlap the ridge with 6-8 inches of felt and then begin on the other side with the first course at the bottom. As for valleys, start by laying your vertical sections before you apply any the horizontal direction. Also make sure there are no wrinkles or tears in the felt. And always make sure that you apply the higher up sections over the lower sections in order to assure good water flow down the roof.
