Pine Meadows Dr. FAX 407-668-4566 Debary, FL. 32713 REF: Structural evaluation, two-story frame house ioo W. 7th St. Sanford for Sanford Housing Authority) Dear Mr. Mederer, According to our approved proposal, we have completed the structural evaluation and report for the smaller.2-story house at 1221 W. 7th Street. The required as -built framing and elevation plans are complete, Sheets -thru..5. On these plans we have identified the framing and span dimensions and the damaged wood problem areas that need repair. Accordingly, the building is 26' W x 24' L, with a 20' x 6' addition on the rear, and a 5' x 23' screened porch at the front. This building was constructed over 40 years ago, similar to the 1210 building. It appears that one addition at the north has been added. This was determined by the style of construction. We have completed the 1st Floor / crawl space observations. under the house and.around the exterior walls. The designation for floor joist and supporting main frames above the masonry block piers has been indicated on the first floor framing plan with the building section. Some isolated areas have evidence of past termite damage. The framing information for the second floor was obtained and is shown on the second floor plan with the attic / roof assembly. This structural evaluation is based on visual observations of exposed structural framing conditions. We have determined areas of questionable flooring in the bathrooms and utility room as well as the amount and type of wood damage, to be replaced or repaired. The as -built drawings we prepared are necessary to show framing member location, size and span. To obtain data we have opened some typical wall and floor sections to verify member size, span, and the amount of decay or termite damage. As noted in the approved job proposal, we recommend that a formal licensed termite inspection be conducted. 1st Floor / Crawl Space: The building is founded on 8 x 16 masonry block footing piers that support the main beams. The supporting wood beams found the edge of the structure are 6 x 6 beams, fabricated with 3 - 2 x 6's with 1/2" plywood flitch plates between. Interior main beams are fabricated with 2 x 6 lumber including 2 and 3 - 2 x 6 0 assemblies. The floor joists are mostly 2 - 2 x 6 members at 24" oc. The flooring consists of two layers of 1/2 plywood with felt paper between.. In general the framework underneath_ looked good. There are a few isolated places with bad wood, wood rot or past termite activity. Some suspicious soft spots in the floor decking have,been opened up. We have identified areas of damaged wood or soft plywood; according to room locations, which are shown on the 1 st Floor framing plan. We observed metal hurricane tie -down straps were installed between the masonry piers and the mainframes. The straps are embedded into, the grout filled blocks. There are also metal hurricane ties betweenthe main frame beams and the`2 - 2 x. 6 floor joists: These ties are similar to H3 Simpson with approx. 4 nails in top and bottom. Three of the original walls were removed from the first floor. This was done leaving two corner columns that support.ceiling headers and the upper level floor: The header sections measure approx. 6 x 12 and 6 x 14 and are constructed with, multiples of 2 x;12lumber. The columns measure 4.5 x 17.5 inches and 4.5 x 10 inches. The floor sags around both of these columns approx. 1 to 1 1/2 inches ( measured with a 4' carpenter level.) Upon investigation these two columns are not directly supported by masonry piers. They are supported by a frame beam consisting of .3 - 2'x 6's. To correct this ;sagging problem additional masonry. piers should be added directly underneath the columns with: wedges to help. adjust the floor elevation. Some doors and door frames, ,and door hardware require replacement or. repair. Some windows glazing is broken which will require repair or replacement of "new windows. The existing windows have thermal double pain glass. Some vandalism has occurred` leaving big holes in the dry walla The north addition,. approx. 6 x 20 feet in plan is supported by 3 - 2 x 6 exteriorbeam. The floor joist consist of 2 x 6 at 24' oc. with double plywood flooring.: The walls are 2 x 4 studs at 16 oc. with 1/2 gypsum interior and prepainted masonite exterior: over, insulation. Some of the masonite is damaged around the base from general ;exposure and will require replacement. There is also some adjacent damage to the outside of the exterior wall beam. This problem exists around the whole house. The front porch, measures 5'- 4" x 23'-1", and is founded on masonry blocks, concrete footings and concrete floor slab. See attached house photographs. Selective repair may be required to the wood posts and guardrail. There is an existing concrete handicap ramp and extra doorway at the side of the house. 1st floor conclusion: Some areas of the first floor will require new plywood and possible repair of floor joists. In order to inspect this plywood it is recommended that the existing tile squares be - removed. The damaged floor decking and sub flooring can then be removed to meet the occupancy of code sighted below. From my visual observations underneath and by, walking around the floor, I estimate about 17.4 % of the floor appears to require selective 2 repair wkr Most of the main frames underneath appear damage free. The exterior support frames t at are exposed to weather should be checke in etail around the perimeter for damage. According to our observa ' ns,the first floor framing of the main building and the north addition comply wi SBC 94 ducational - Group E (306.1.2 Child Care Facilities) live load requirements o PSF for general school use. To meet the 80 PSF for corridor requirements, (table 1604.1.) corrective repair work should be done under the middle of the main building by adding a 2 x 6 member at each .floor joist. Once the corrective repair work has been accomplished in the north addition and the m in bull the 'll isrot ten s C 94. There are many locations where th exterior m orate will ti ardamaged wall board should be removed and the franung lumber underneath should be repaired if necessary. Second Floor: From a limited inspection of the second floor framing, we find that the 2 x. 6 joist at 16" o.c. for a span of 10' +/- are good for 30 lb live load, 10 lb dead load and 1/ 360 deflection. I estimate that 12.5% of the second floor area (restroom) requires selective repair of the floor decking and or supporting joists. In the event that future interior partition changes are made it is suggested that the contractor verify proper framing to adequately support any modifications. This engineering can not be responsible for structural connection details in the hidden and modified areas. Second floor access is provided by one exterior stairway, which has a concrete landing at the top and at the bottom. This is a steel / concrete tread system with 10" stringer channels and a welded assembly. The welds are badly corroded and in need of cleanup, rewelding and new finish all-weather paint. Welding should be per AWS D1.1. and certified welders. It is recommended that the upper landing attachment to the building. be repaired. Additional vertical mid span support with 2" dia. pipe be added and anchored to new concrete footing, approx. 20" x 60" x 8" thick. Attic Space: From my observation the attic frame system consists of: 2- x 6 ceiling joist at 16" oc., attic rafters are conventional 2 x 4's at 24" oc. with, a 13' span each side, no ridge board, 1 x 6 collarbeams at 24" oc., and "V" shaped 2 x 4 diagonal supports completing the rafter set. The roof sheathing is 1/2" plywood which has been nailed over open spaced 1 x 8 slats. The shingles are 3-tab composition. There is 4" of fiberglass insulation in the attic floor with a louvered vent in each _gable end. I recommend that the roof framing system be inspected for. proper nailing and hurricane tie -downs at the eave, locations between the rafters and top double plate Any missing collar beams and "V" shaped diagonals should be added. The gable end studs should also have tie -down anchor protection at top and bottom. Vertical "X" bracing should be provided at three places across gable. Since there is no ridge board between the rafters it is advisable that a 4 x 10 nail plate be added at the intersection of each rafter with 8d x 1 1/2 nails Conclusion: (This general conclusion is similar to that of the bldg. 1210 report) The scope of this report is to identify the visible areas of wood damage that exists in the house to determine the extent of structural rehad required to update the construction -and safety of the building. We have concentrated on the exposed items and visual indicators we could observe. These.are the areas clearly identifiable;.such as, termite damage, dry rot, sagging or cracked,floor boards. This structural evaluation and report can not be responsible for concealed or hidden wood damage that was unknown at this time. It is assumed that the general structural code requirements at the time of first construction are grandfathered in for this rehad job. According to SBC 94, child care for 6 or more children is classified`as Educational - Group`E Occupancy. This requires 40 FSF floor live load for.general use and 80 PSF for, corridors. `The floor joist spanswith a 16 inch spacing- on the second floor exceed the. allowable tributary area for these design loads. In addition to the structural code issues, SBC 94, Table 500 identifies allowable heights; and building areas. This_ structure is classified as Construction Type VI non -protected, non-sprinklered and hallows only one story construction. Accordingly; I recommend that the second floor notbe used for child care and be closed off for use with this program.
