Zach Glenn Jim Gantt Kaylee Cochran Emily McCabe Rick Johnson Add On Items/New Business: 02-27-2021 CAAM 200K Applicant request road closure of Palmetto Avenue, from V Street to 2nd Street, from 5:30 — 8:30 AM. Police staff will use vehicles to close intersections and will advance forward to hold traffic to allow cyclists to continue through the light at Palmetto Avenue and Seminole Boulevard. The applicant will have a starting arch and mobile bike shop. 03-20-2021 Pints N Paws. The applicant opted to postpone review until the next SERC Meeting. 02-27-2020 Porchfest. The applicant returned to discuss a reduce road closures. Police staff confirmed that closing Palmetto Avenue, from 4th to 7th, from 3:30 til 6:30 PM and Magnolia Avenue, from 7th Street to 9th Streeet, from 3:30 til 8:00 Pm with 11 police officers and type III barricades would be sufficient for the event provided volunteer staff ensured guest remained on the sidewalks in the areas without road closures. Signage will also be posted. Golf carts will have to park legally. The applicant will provide a new map to indicate the modified road closures as well as the end times for bands at each porch location. Food vendors will also be designated in the sections of the event with road closures . A dumpster is requested. Staff Reports/ Discussion: Staff is ask to considered a revision for COVID mitigation plans for events occurring after March 1. The change would allow events that do not create wait lines to set-up vendors on both sides of the road, with 12' spacing between and vendors being offset across the roads if there is a 20' distance across the road. These would be events like Alive After 5 and the St. Johns River Art Festival. Events such as Food Truck events, where waitlines are expected at the food vendors would not use the newly modified plan. Staff is also asked to considered returning to the required 60 day special event processing time after January 1, 2021. There were no issues with the Truck Tug or Bike Show events.
