AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
AMENDING CHAPTER 19, PLUMBING, SECTION 19-5,
WATER CONSERVATION OF THE SANFORD CITY CODE,
BY DELETING EXISTING SUBSECTIONS (a), (b), (c), (d)
AND (e) IN THEIR ENTIRETY AND ADDING SUBSECTION
(a) SHORT TITLE; SUBSECTION (b) UNLAWFUL
PLUMBING EQUIPMENT IN NEW CONSTRUCTION;
SUBSECTION (c) APPLICABILITY OF SUBSECTION (b);
AND SUBSECTION (d) ALLOWANCE OF STANDARD
FLUSH TOILETS IN CERTAIN CASES; PROVIDING FOR
CODIFICATION, SEVERABILITY, CONFLICTS AND
EFFECTIVE DATE.
WHEREAS, it is the desire of the City Commission to amend Chapter 19, Section 19-5
of the Sanford City Code.
NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THF~ CITY OF
SANFORD, FLORIDA:
SECTION 1: That Section 19-5, Water Conservation, of the Sanford City Code be
deleted in its entirety.
SECTION 2: That a new Section 19-5, Water Conservation, be added as follows:
(a) Short title. This section may be cited as the "Water
Conservation Ordinance."
(b) Unlawful plumbing equipment in new construction. After
the effective date of this section, no new building shall be
constructed which:
(1) Employs a tank type water closet having a tank
capacity in excess of requirements of the Standard
Plumbing Code Chapter 4: Plumbing Fixtures,
Table 406: Maximum Allowable Water Usage for
Plumbing Fixtures.
(2) Employs a shower head or faucet that allows a flow of more than
an average of three (3) gallons of water per minute at sixty (60)
pounds of pressure per square inch.
(c) Applicability of subsection (b). The requirements of subsection (b) apply
to additions to or renovations of existing buildings only if the cost of the
addition or renovation exceeds thirty (30) percent of the existing building' s
value and compliance with the requirements of this section will not require
substantial modification of the existing plumbing system.
(d) Allowance of standard flush toilets in certain cases. The City Manager
or his designee may allow the use of standard flush toilets if, in his
opinion, the configuration of the building drainage system requires a
quantity of water greater than three and one-half (3 1/2) gallons to
adequately flush the system.

SECTON 3: COD~CA~ON. That Section 1 of ~is Ordinance sh~l be codified and
made a part of the City Code of Ordinances.
SECTON 4: SE~IL~. If any section or portion of a section of ~is Ordinance
proves to be invalid, unlawful, or unconstitutional, it shall not be held to impair tbe validity,
force or effect of any other section or part of a section of ~is Ordinance.
SECTION 5: CONFLICTS. That all Ordinances or parts of Ordinances in conflict
herewi~ be and We same are hereby revoked.
SECTION 6: EFFECT~ DA~. That this Ordinance shall become effective
immediately upon its passage and adoption.
