BASE REAL PROPERTY VALUE: Most recent City Taxable Value $2,245,592 Year: 2020 Maximum New Investment Value +/- $49,500,000 Certified by a licensed Florida Engineer or Architect $ PROJECT DESCRIPTION: DK Sanford, LLC, a Florida limited liability company, in partnership with Transit Properties, LLC, a Florida limited liability company, are pleased to present Seminole Station Apartments for consideration in establishing a public private partnership by way of approval to participate in the City's Alternative Tax Relief Economic Development Program. Seminole Station Apartments represents an opportunity to develop a +/-10.53 acre vacant parcel located directly across from the Sanford SunRail Station. The proposed development will bring a minimum of 295, class W, market rate, multifamily residences to the site located at the corner of S.R. 46 and Martin Luther King Jr. Blvd. Current plans reflect four residential buildings with elevator access, and parking provided by both surface spaces and private garages. Residents will have access to first class amenities, which include an integrated clubhouse with fitness facilities, co -working and remote working spaces, private offices, and recreational amenities. A resort style pool and deck will accommodate multiple cabanas, BBQ grilling stations, hammocks, and a fire pit. The community will offer secured access providing a level of comfort and safety featuring a video call box allowing residents to see a potential visitor prior to providing access. The current unit mix proposes 1 -bedroom, 2 -bedroom, and 3 -bedroom apartments with six townhomes located throughout the community. Unit amenities will include wood look flooring vinyl flooring in kitchen and wet areas, carpet in bedrooms, LED lighting, in unit washer and dryer, kitchen appliances, 9' ceilings with specific units having 12' ceilings, Page 2 of 8 ceiling fans in living rooms and bedrooms, and designer cabinet designs in kitchens and bathrooms. The total project development costs are estimated to be +/- $49.5 million, which shall be financed via a 60% third party first priority lien construction loan facility and +/- $19.6 million of owner/developer cash equity. With the approval of this application, construction could begin as early as 2Q21 and be completed by 4Q22. STATEMENT OF PROJECT BENEFITS TO CITY ("Benefits" means the value to the City of providing the Incentives, which generally includes: (A). Increased property values within the Incentive Area and the City as a whole; (B). Increased revenue from property taxes, business license fees and permit fees; (C). Increased tourism and commercial activity within the Incentive Area and the City as a whole; and (D). The improvement of the character of the City by preserving buildings within the Incentive Area and promoting the construction of new buildings.): The impact of the COVI D-1 9 pandemic to economies across the Country has presented several challenges to the development of new multifamily residential projects in the greater Orlando MSA. With unemployment rates in the Orlando -Kissimmee -Sanford area near Great Depression all-time highs, increased business closures, economic/political uncertainty, the rising cost of capital and construction materials, specifically lumber due to supply chain interruptions, increasing fixed property level expenditures including property insurance and reduced rents, have severely affected the feasibility of this project. By pursuing this public/private partnership with the City of Sanford and receiving the requested incentive, the project will remain viable. The project will provide much needed housing within the City of Sanford and offer the ability to increase SunRail ridership at the Sanford Station. The City will benefit by way of increased property values and thus tax revenues, payment of permit and impact fees, formation of over 295 households, the members of which will live and play within City limits frequenting bars, restaurants, and retailers further supporting the local economy, and stimulating further new development along S.R. 46. New commercial development has historically increased the value of properties within the surrounding area. In 2015, faculty and students from Florida State University examined and quantified property value changes associated with SunRail. The study found that "SunRail investments have catalyzed new development around stations and yielded measurable economic benefits in the form of property tax increases from new transit - oriented developments (TOD)," The team studied sixteen stations and noted $2.4 billion in cumulative property value growth from 2015 to 2018. The proposed project will build upon the SunRail investment and further increase property values as the community comes online and reaches stabilization. To make the improvements necessary to construct a portion of the Property, and receive the permits required to commence construction, it is estimated that the City will receive approximately $365,000 in site and building permit fees, $988,000 in water and sewer impact fees, and a combined $470,000 in parks, fire, and police impact fees. Page 3 of 8 STATEMENT OF HOW PROJECT MEETS CITY GOALS ("Goals" means the objectives of the City in offering the Incentives, which generally includes: (A). Promoting the construction of new building or the rehabilitation of existing buildings within the Incentive Area; and (13). Supporting the establishment of the categories of new businesses that will: (i). Significantly increase the overall commercial activity within the Incentive Area, (ii). Attract the City's residents and tourists into the Incentive Area, and (iii). Increase property values within the City as a whole.): As noted above, the project will assist the City in meeting their goals of growth and new construction as four apartment buildings with stand-alone private parking garages are proposed. The apartment buildings will contain 295 residential, market rate units with current projected average rent of $1,400 per month. As a collateral benefit, the construction activities will require the general contractor and subcontractor businesses to register with City of Sanford and apply for business licenses increasing commercial activity within the Incentive Area. Once completed, the increased resident base should bolster patronage to local businesses within the area. STATEMENT RELATING TO CREATION OF JOBS ("Job" means each new: (A). Full- time position or (13). Full-time equivalent position that is created as a direct result of the ongoing operation of a development. For the purposes of calculating the number of jobs created by a development, only those employed at businesses directly associated with the development at positions permanently located within the Incentive Area shall be considered.): The construction of the Project will generate full-time positions for an average of 81 general contractor and subcontractor employees for a period of eighteen (18) months. Subsequent to the completion of construction, and although not directly employed by the owner, the complete project will require the services of landscaping, routine maintenance subcontractors, cleaning staff, and others typically related to the operation of similar apartment complexes. The Property itself will create to create five to six new full-time positions upon receipt of Certificate of Occupancy for the clubhouse. These employees will be part of the third party property management team and consist of leasing agents, community managers, and property maintenance staff. STATEMENT RELATING TO REQUEST FOR INCENTIVE: The applicant requests a 100% tax rebate for 10 years from the date of the final certificate of occupancy. The approval of the requested Incentive will allow the applicant to secure financing and proceed with construction of the project. Recent changes to financial underwriting requirements in the Orlando market because of the economic impacts of COVID-1 9 have resulted in an inability to close the financing necessary to commence construction. To date, the applicant and City staff have worked hand in hand to identify areas of opportunity Page 4 of 8 as it relates to cost savings through redesign of the site, density and parking requirement adjustments, and construction value engineering. However, the approval of this incentive is necessary for the project to proceed. The applicant is requesting a rebate for a duration of ten (10) years to meet Federally mandated requirements of the Government Sponsored Enterprises (GSEs) Freddie Mac, Fannie Mae, and Ginnie Mae. The GSEs will not recognize any tax rebate unless there is specific documentation via local jurisdictional approval, which reflects a minimum 10 - year abatement/rebate. Meeting this threshold will allow the applicant to meet the financial underwriting requirements for the project and proceed with construction in 2021 as described herein.
