RECLAIMED WATER AUGMENTATION STUDY
AT THE WATER RECLAMATION FACILITY
THE CITY OF SANFORD, FLORIDA
CONKLIN, PORTER AND HOLMES - ENGINEERS, INC.

This Agreement made on the J day of 1998 between the CITY OF
SANFORD, FLORIDA (hereinafter called the City) and CONKLIN, PORTER AND
HOLM ES -ENGIN EERS, INC. (hereinafter called the Engineer), is mutually agreed upon
and declared an authorized Amendment to an Agreement dated December 7, 1983,
between the parties, herein setting forth the scope, terms and conditions of the work herein
authorized.
In case of any conflict between this Amendment and the aforementioned Agreement of
December 7, 1983, this Amendment shall govern for the work described herein. All other
Amendments which have been previously executed provided for other municipal
engineering services and have no applicability to the services covered by this Amendment.

WHEREAS, the ENGINEER's personnel have previously provided engineering
services to the City through Amendments to an agreement previously entered into on the
7th day of December 1983, and
WHEREAS, the ENGINEER has previously provided engineering design and
construction services for the City of Sanford Water Reclamation Facility, and
WHEREAS, the CITY has experienced operational periods where the demands for
reclaimed water has been significantly greater than the water reclamation facility's ability
to produce reclaimed water, and
WHEREAS, the service area is expanding and will continue to expand, and
WHEREAS, the Tri -Party Agreement between the City of Sanford, City of Lake
Mary, and Seminole County requires 0.900 MGD of reclaimed water to be produced and
sold to the City of Lake Mary and Seminole County, and
WHEREAS, the CITY desires to effect reductions in groundwater withdrawals from
the Floridan Aquifer, and
WHEREAS, the CITY desires to evaluate augmentation to meet the reclaimed water
demand through withdrawal of water from Lake Monroe
NOW THEREFORE, the CITY and the ENGINEER for the considerations named
herein agree as follows:

SECTION 1
1.0 General
A. The St. Johns River Water Management District is encouraging the use of
alternative sources of water to meet the water supply needs of the Central
Florida area. The City of Sanford has undertaken a beneficial and successful
project of reusing reclaimed water throughout the City to reduce the use of
valuable high quality groundwater supplies. The program has been so
successful that at certain times there is not an adequate supply of reclaimed
water to meet the demands of the system. As a result the City has pursued and
obtained a $300,000 grant from the St. Johns River Water Management District
to perform a full scale pilot test to determine the feasibility of using water from
Lake Monroe to supplement the City's reclaimed water supply and to implement
the first phase of the program. This will allow further expansion of the City's
Reclaimed Water System and further reduce, throughout north Seminole
County, the use of our high quality groundwater supplies protecting the resource
for future generations.
The purpose of this Amendment is to authorize the Engineer to provide the
following:
1. Preparation of documentation in support of obtaining grant funds from
SJRWMD District for the project.
2. Development and implementation of a pilot -plant study to determine
treatment requirements for the Lake Water to meet FDEP regulations.
3. Coordination and assistance in obtaining approvals from FDEP and
SJRWMD for use of water from Lake Monroe to supplement the City's
reclaimed water supply.
4. Preparation of Final Project Report including preliminary design data for full
scale project and opinion of probable cost to implement the full scale
program.
A more detailed description of services is described herein.
B. The Engineer shall provide all services required to complete each task in
accordance with regulatory requirements in effect on the date of execution of
this Agreement to the extent of the scope of work as defined and set out in this
Amendment. The Engineer shall perform professional services as hereinafter
stated in accordance with good engineering practices.

SECTION 2
SPECIFIC SERVICES OF THE ENGINEER
2.0 General
This Project is a three -phased program, which will include the following elements:
• Preparation of data in support of obtaining the grant funds from St. Johns River
Water Management District and strategic planning meetings with the FDEP and
SJRWMD to make them aware of the current supply verus demand problems
associated with the reclaimed water system and seek their input as to use of
Lake Monroe as a supplemental source;
Development and implementation of a pilot test to evaluate treatment of the
water to meet FDEP standards; and
Final design, permitting and construction of plant improvements based on the
results of the pilot test.
2.1 Specific Services
Specific Services shall include the following:
A. Preparation of Environmental Information Document for the Grant and Strategic
Meetings with the FDEP and SJRWMD
1. Pre -project meeting with FDEP and SJRWMD to go over proposed plan and
obtain information and comments from them regarding the "augmentation"
concept.
2. Meetings and coordination with FDEP and SJRWMD, as necessary, during
the development of the program. An open -line of communication is essential
with these two agencies with regard to the project.
3. Preparation of Facilities Plan and Environmental Information Documentation
Document in accordance with CFR Title 40 Section 6.506. The Engineer will
prepare this document based on readily available information and shall not
be required to perform extensive environmental assessment of the project.
The Engineer shall assist the City in responding to requests for additional
information.
4. Final Project meeting, upon completion of the "full-scale" pilot plant testing
program, to go over results and discuss permitting of construction
improvements to the water reclamation facility.

B. Onsite Pilot Program
In order to determine the required water treatment for Lake Monroe to be used
to supplement the reclaimed water supply several different treatment schemes
will be evaluated on a full scale at the Water Reclamation Facility. The following
treatment trains will be tested:
1. Screening followed by coagulation with alum. A lamella inclined plate
separator will settle the coagulated stream. After settling, filtration will be
provided by a Dynasand Upflow Filter. Chlorine disinfection will follow
filtration and the stream will be blended on a bench scale with reclaimed
water and the final product tested to verify compliance with FDEP Rules.
2. Screening followed by direct filtration with a Dynasand Upflow Filter.

3. Screening followed by coagulation with alum. The coagulated stream will
flow to tankage containing microfilters. Effluent will be pumped from the
microfilters and disinfected with chlorine. The stream will be blended on a
bench scale with reclaimed water and the final product tested to verify
compliance with FDEP Rules.
4. Screening followed by direct microfiltration. Effluent will be pumped from
microfilters and disinfected with chlorine. The stream will be blended on a
bench scale with reclaimed water and the final product tested to verify
compliance with FDEP rules.
Flow diagrams of the treatment trains are shown on the attached diagrams.
C. Specific Services
1. Coordinate with the City regarding cleaning of the pipe from Manhole J to
Lake Monroe.
2. Coordinate with manufactures to obtain major process equipment for use in
conducting the pilot study. Purchase of miscellaneous equipment items
required for the Pilot Study. Attachment B contains a list of manufactures
supplied equipment items to be purchased by Engineer and associated cost.
3. Prepare sketches of Pilot Plant and coordinate with City in assembly of the
Pilot Plants. City shall provide labor and mise piping and equipment to
assemble the pilot plants in accordance with Engineer's Drawings.

4. Engineer will provide operators for 40 hours per week to operate the pilot
plants. The operators are each University of Central Florida Ph.D. students
experienced in pilot plant operations. The operators will operate the plants,
collect water samples, prepare operating procedures and test protocols,
coordinate with City Laboratory in performing water quality testing by City
and coordinate with City employed laboratory for water quality testing the
City cannot perform, summarize and tabulate data on a computer
spreadsheet and/or graph all water quality data and other pilot plant test
results (ie, chemicals used, dosages, loading rates, etc.) and prepare final
report summarizing the results of the pilot test.
The pilot program will be operated for 12 weeks with two weeks for startup
and project closeout. A total of 16 weeks is planned for the onsite operators.
The City shall provide office facilities at the Water Reclamation Facility for
the onsite operators.
5. Jim Taylor Ph.D., P.E. will provide technical water quality advise during pilot
plant operations and supervision assistance for plant operators. Weekly
meetings will be held with the pilot plant operations team.
6. Based on the Final Pilot Plant Operations Report the Engineer will prepare
estimates for implementing the full scale program. Final design services will
be provided under a separate amendment.
SECTION 3
SUPPLEMENTARY SERVICES OF THE ENGINEER
A. If authorized by the City, the Engineer shall furnish or obtain from others,
supplementary services of the following types which will be paid for by the City
as an additional cost as outlined in Section 6.
B. Additional services due to significant changes in the scope of the project or its
design including, but not limited to, changes in size, complexity, character of
construction, or due to time delays in initiating or completion of the work as
described herein.
C. Provide through sub -consultants, surveys, soils, environmental scientist
services, construction quality control testing, or other specialist services. If
these services are subsequently determined advisable during the course of the
work, they may be considered for authorization as an additional service under
this Section or separately provided by the City.

D. Except as otherwise provided herein, services or additional costs associated
with revising previously accepted studies, reports, or other documents prepared
by the Engineer when such revisions are due to causes beyond the Engineer's
control.
E. Additional services resulting from public protests. administrative hearings, or
similar matters.
F. Preparing to serve and/or serving as an Expert Witness for the City in any
litigation, public hearing, condemnation proceeding, right-of-way or easement
acquisition or negotiation, or other legal / administrative proceeding.
G. Additional engineering services required by revisions to regulations (after the
date of this Amendment) as applicable to the U.S. EPA, Florida Department of
Environmental Protection, or other regulatory agency requirements.
H. Additional services in connection with the project including services normally
furnished by the City as described in Section 5 herein and services not
otherwise provided for in this Agreement.
SECTION 4

In addition to the specific responsibilities hereinbefore described, the City will:
A. Advise the Engineer of his requirements for the project and designate a person
to act as the City's representative with respect to the work to be performed
under this Amendment, and such person shall have complete authority to
transmit instructions, receive information, interpret and define the City's policies
and decisions pertinent to the work covered by this Amendment.
B. Obtain and provide data requested that is reasonably available on the project
along with operational and maintenance requirements and easement and right-
of-way requirements.
C. Guarantee access to and make all provisions for the Engineer to enter upon
public and private lands as required for the Engineer to perform his work under
this Amendment.
D. Make facilities accessible for inspection.
E. Examine all studies, reports, sketches, schedules, and other documents
presented by the Engineer and render decisions pertaining thereto within a
reasonable time so as not to delay the work of the Engineer.

F. Assist in obtaining approval of all governmental authorities having jurisdiction
over the project, and such approvals and consents from such other individuals
or bodies as may be necessary for completion of the Project.
G. Furnish or direct the Engineer in writing to provide at the City's expense, any
sub -consultant services not designated in Section 2, if advised by the Engineer
and City concurs that they are necessary.
H. Furnish, or direct the Engineer in writing to provide at the City's expense,
necessary additional services as stipulated in Section 3 of this Amendment, or
other services as required.
Provide such legal, accounting, financial and insurance counseling services as
may be required for the project, and such auditing services as the City may
require.
J. Give prompt written notice to the Engineer whenever the City observes or
otherwise becomes aware of any defect in the Project.
K. Provide City supplied items and labor shown on Attachment C.
SECTION 5
PAYMENT
5.0 Payment
A. Payment for services and expenses of the Engineer to be as set forth below.
B. Principals and Employees of the Engineer
1. Compensation paid Engineer for services described herein and rendered by
principals and employees assigned to the project shall be computed by
multiplying direct personnel expense times a factor of 1.95 plus reimbursable
expenses such as travel, long distance phone calls, prints, copies,
equipment and sub -consultants. Reimbursable expenses will be paid for at
actual cost thereof without increase. The Engineer agrees to perform the
services outlined in this Amendment, and as outlined in the Plan of Study
(Attachment A), for a not -to -exceed fee of $130,467.16

C. Reimbursed Expenses
1. Expenses for items not specifically valued herein are to be reimbursed to the
Engineer at the actual cost thereof. Said expenses shall include
transportation and subsistence of principals and employees, when traveling
in connection with the project, toll telephone calls, telegrams, prints, photo
copies, equipment, equipment rentals and similar project -related items.
2. Service for outside sub -consultant services, as required, will be charged at
cost without markup
D. The City will make prompt monthly payments in response to Engineers monthly
statements without retention for all categories of services rendered under this
Agreement and for reimbursable expenses incurred.
E. Direct Personnel Expense used as a basis for payment shall mean the salaries
and wages paid to principals and employees of all classifications engaged
directly on the Project, plus the cost of fringe benefits including but not limited
to, social security contributions, workers compensation, health and retirement
benefits, bonuses, sick leave, vacation and holiday pay applicable thereto. For
purposes of this Amendment, Direct Personnel Expense shall be considered an
amount equal to 1.48 times applicable salaries and wages.
F. Charges for the services rendered by principals and employees as witnesses in
any litigation, hearing or proceeding will be computed at a rate of $1,200.00 per
day or any portion thereof (but compensation for time spent in preparing to
appear in any such litigation, hearing or proceeding will be computed in
accordance with the payment method as set forth herein).
G. If this Agreement is terminated during prosecution of the services prior to
completion of theiservices of Section 3, payments to be made in accordance
with Section 6, Articles 6.0(B) and 6.0(C) on account of that and all prior work
under this Amendment shall be due and payable, and shall constitute total
payment for services rendered. In addition, upon termination, the Engineer shall
be paid for any additional services authorized and rendered under Section 4.

GENERAL CONDITIONS
A. Since the Engineer has no control over the cost of labor, materials, or equipment
or over any construction method of determining prices, any opinion of probable
construction cost which may be provided in the services of this Amendment are
made on the basis of his experience and qualifications and represent his best
judgment as a design professional familiar with the construction industry, but the
Engineer cannot and does not guarantee that the construction cost will not vary
from opinions of probable cost prepared by him. Similar limitations apply to
construction schedules reviewed or prepared by the Engineer.
B. The City and the Engineer each binds himself and his partners, successors,
executors, administrators and assigns to the other party of this Agreement and
to partners, successors, executors, administrators, and assigns of such other
party in respect to all covenants of this Amendment. Nothing herein shall be
construed as creating any personal liability on the part of any officer or agency
of any public body which may be a party hereto, nor shall it be construed as
giving any rights or benefits hereunder to anyone other than the City and the
Engineer.

PILOT TEST AGREEMENT BETWEEN
PARKSON CORPORATION ("PARKSON") and CPH ENGINEERS
A. PARKSON..CORPORATION. SHALL PROVIDE:
I. EQUIPMENT:
a. One LGS-125/55 Lamella Gravity Settler/Thickener pilot unit
b. One 3 -Stage flocculation tank
C. One DSF-10.7-sq.ft., top -feed pilot unit
d. 4.5 tons of filter media
e. One flow meter
f. One static mixer
2. RESOURCES:
a. Free laboratory testing prior to the pilot test to select pre-treatment
requirements, loading rates, etc.
b. A process engineer for 2-3 days on-site at the beginning of the test, 2-3
days during testing and for 1-2 days at the end of the test.
C. Continuous evaluation of the test results and telephone assistance.
d. Test report summarizing the results and recommending full-scale units with
performance.

1. EQUIPMENT:
a. An air source (portable compressor or plant air) to provide 2 CFM at 30
psi minimum.
b. A feed pump to produce up to 80 GPM at 25 feet of head.
C. Chemical feed equipment and chemicals, as required.
d. Piping for the feed, filtrate, sludge and reject streams.
e. Sludge removal pump
2. RESOURCES:
a. Equipment set-up and piping (see information package for details).
b. An operator to operate the test equipment, collect samples and record data.
C. A contact person to communicate with Parkson and send data.
d. Laboratory services to test samples for parameters of concern (total
suspended solids, turbidity, color, metals, etc.).
C. DATA -SHARING:
The CUSTOMER agrees that PARKSON and the CUSTOMER have a joint
interest in the outcome of the pilot test and the value of the test results. To this
end, the CUSTOMER agrees to provide test data to PARKSON as described
below:
2. The CUSTOMER agrees to fax test data on the Monday following each test week
to PARKSON, Fax 4 954/974-6182, Attn: Luigi Tiberi, Pilot Program
Coordinator.
3. The CUSTOMER understands that if the data are not made available
to PARKSON, then PARKSON will not be able to offer test assistance
and guidance nor issue a process guarantee and equipment size
recommendation,
4. The CUSTOMER agrees that if the data are not made available to PARKSON,
then PARKSON shall have the right to terminate the test at its discretion.
If the CUSTOMER so requests in writing, the test data sent to PARKSON shall be
held confidential by PARKSON.
D. CUSTOMER'S CHARGES AND TERMS:

I Equipment rental of $ 0.00 per week for the first oigkweeks of testing. Should
the testing extend beyond this period the rental fee will be $1500/week per piece of
equipment. The rental period shall begin the day the equipment is delivered to the
site and shall end the day the CUSTOMER notifies PARKSON that the equipment
is ready for shipment. PARKSON shall have the right to remove the equipment
seven (7) days after written notification by PARKSON to CUSTOMER at any
time.
2. Inbound freight costs for the equipment. The CUSTOMER is responsible for the
unloading, loading, assembly and disassembly of the pilot equipment at its own
expense. The CUSTOMER shall be responsible for all insurance charges for the
equipment in transit and while located at the CUSTOMER's plant. CUSTOMER
shall also assume responsibility for inspecting the equipment upon receipt for
possible damage incurred in transit, noting same on the freight bill and promptly
advising the carrier and PARKSON.
3. Inbound freight costs for the sand media.
4. Outbound freight and insurance costs for the equipment. These charges shall not
apply if the equipment can remain on-site until the next customer is ready.
5. Travel and living costs for a PARKSON process engineer for three trips as
follows:
A start-up trip for 2-3 days. All equipment should be fully operational
before requesting start-up assistance. The start-up engineer is provided to
optimize performance and not to complete installation. If the test set-up is
not fully complete when the start-up engineer arrives on-site, PARKSON
shall have the right to bring the engineer home an bill the CUSTOMER for
time and travel and living expenses.
A second trip of 2-3 days shall be during the testing to provide ongoing
assistance with unit performance and optimization. A third trip of 1-2 days
shall be at test and to ensure that the equipment has been properly cleaned
and dismantled for shipment and to collect any remaining data.
6. Rental charges and other costs shall be billed monthly, Net 30 days.
7. Freight charges and tra_yel & living estimated at $800 and $1200/respectively.
E. ADDITIONAL CUSTOMER RESPONSIBILITIES:
CUSTOMER shall assume responsibility for maintaining equipment in a sound operative
condition and shall return it to PARKSON in the same condition and state of cleanliness in
which it was received, exclusive of normal wear and tear. PARKSON reserves the right
to inspect the equipment upon its return and charge CUSTOMER for any damage,
cleaning or repair work which is considered over and above normal wear and tear.

The ZeeWeedT" based drinking water process is a propHetary ZENON membrane process that

complexity and oost of treating feedwaters while providing enhanced treatment quality. The
process is very flexible and reliable. For direct microfiltration appiications, one +step treatment
is utilized comprised of a process tank and immersed membranes.
For applications requiring organics and color removal an additional, patent -pending pretreatment
process is added upstream of the process tank for enhwrzed coagulation and flocculation. This

ZeeWeGd will be Independent of tha feed water's solids content and turbidity.
Chemical Resistance
The ZeeWeed membrane is resistant to oxidants and coagulants in concentrations as high as
200 mg/L. This means that you will be able to pro -chlorinate the water (it necessary) without
having to add a de -chlorination stop such as b1suff Ite Injection, which requires periodic chemical
filling and maintenance and adds an unnecessary compound into the drinking water- Resistance
,o chlorine also allows for easy disinfection of the membrane and the plant.
Simplicity of Oparstion
Since the ZeeWeed711 system is a single stage process, there is no need for the continuous
addition of coagulant. Coagufant is added only for organic removal as required. Clarifiers and
sand fifters, are not required as with some other mombranosystems. This allows the operators to
concentrate their attention on maintaining proper permeating conditions, thus maintaining
pevrnaate pumps and blowers in operation- ZeeWeed pilots have been successfully cleaned (if
necessary) with 200 mg/L of chlorine after 3 months of operation.

engineer or project manager via telephone over the testing period to ensure the
completion of a successful pilot.

i) The CITY OF SANFORD will supply electricity, building air, feed Water, shelter for the
pilot. Tie points are specified in the previous section. The City will also supply operators
for installation and daffy operation of the pilot.
11) In order to ensure that the Ze&Weed-basad Drinking Water process Is successfully
demonstrated It Is essential that the City staff keep ZENON updated regularly.
Therefore, local operators should fax data sheets to ZENON's Burlington office at least
once per week. Any analytical data received should also be communicated to ZENON
as; soon as potable.
iii) Laboratory analysis for the pilot study will be by others.
PROJECT COST. SCHEDULEanO TERMS
i) The total cost for rental of the equipment and technical support for the first three months
of the treatability pilot lest (not irdudirNg any applicable taxes, shipping or analytical
fees) Is:

CITY of SANFORD and cannot be released to a third party or reproduced without the
express and written consent of ZENON Environmental Inc.
v) Based on the current work load, an appropriate ZeeWeed unit will be available during
the months of May, June and July, 1998. However, a Purchase Order, as soon as
possible, would be necessary -to secure the pilot. ZENON requires a lead time of two to
four weeks in order to prepare the pilot for shipping.
vi) The rental period is calculated from date of shipment to date of return Including
commissioning and decommissioning. Any partial month's rental beyond the first three
months will be invoiced on a prorated basis.
vii) Shipping costs will be billed to CITY of SANFORD separately at cast and are not
included in the quoted price.
viii) ZENON will provide replacement pans for components that may fail during the rental
Period with the exception of any parts that are damaged because of improper or negligent
operation or consumables such as pump seals, membranes etc. In the case where a

component prematurely fails, ZENON will procure the replacement componard and ship it

SANFORD's responsibility.
ix) It Is CITY of SANFORD's responsiblitty to crate the unit for return shipping to ZENON. It
is also CITY of SANFORD's responsibility to follow ZENON's directions with respect to
cleaning, freeze protection and membrane preservation. It is "pected that CITY of
SANFORD will return the unit to ZENON in the same condition as ft arrived.

Daily Operational Duties
Piloting of Z*oW**<W Membranes -
A Zeeweed@ pilot consisting of the following components should require low than 2 man hours
per day for maintenance, monitoring, and sampling of the water streams.
All pilots consist of a tank, blower, permeate pump, sprayer pump, clean in place tank,
compressor and membrane.
Depending on the application and the waste stream being filtered the cleaning of the membrane
should be done orr-* every two months with chlorine and/or causdWacid solutions. This takes
about 2 hours, unless the membrane Is very fouled and it needs an overnight soak in chlorine_
Membranesshould never get to this point iff routine cleaning is done every two months as
required.
Maintenance should be pedormod daily on the system. This includes checking the hoses,
fittings, and valves for leaks. This Is a vlstjW inspection only and requires a few minutes_
Theair fgtQr In blower -should be checked Twice a week and the water drained from the filter Trap
on the compressor, should be done dally.
On average, routine maintenance of equipment requires 15 minutes per day.

Monitoring and sampling the system requires re=ding the baokwash flow rate, backwash
pressure, permeate flow rate, transmembrane pressure, and taking the permeate flow totalizer
-sadings every 2-3 hours. The most Important of those parameters would be the transmembrane
pressure. For the first week of operation and while the operator gets used to the system the
transmembrane pressure should be watched carefully for evidence of membranes fouling. AJI the
above parameters are indicated by gauges or meters so that the operator need only read and
record the parameters. No physical work is involved.
S.3mpling the water streams takes a Iftlie longer and is dependent upon the parameters being
analyzed. Sampling is done usually every other day for the first two weeks of operation to make
sure the system is running as H should be. Thereafter, sampling Is only done once a week
Overall, the first few weeks of operation will require about 4 hours per day to learn, monitor, and
sample the system. Once the system is running smoothly, operator attention will be required for
about 2 hours per day, to monitor the system, which could be spread over the entire day.

RE: Reclaimed Water Augmentation
Bill -
We have had discussions with various agencies this past year concerning the
need to find an alternative source of water to supplement our reclaimed water
supply during dry weather conditions. The excessive rainfall we have
experienced this winter is not indicative of normal conditions. In past years we
have seen an increase in reclaimed water usage in the spring which usually
coincides with low flow conditions at our plant.
The St, Johns River Water Management District (SJRWMD) is receiving funds
from EPA for alternative water supplies. There is $790,000 available in matching
grants (550/61460/6). We have applied for these funds to use lake water to
supplement our reclaimed water. The District is recommending funding for four
(4) projects. We are one of these projects with a recommended funding level of
$300,000.
The City of Sanford project would involve a full scale low flow demonstration
plant that would take water out of Lake Monroe and treat it using four parallel
treatment processes. These processes will be evaluated to determine the level of
treatment needed and the ability to meet the state reclaimed water standards.
After the most cost effective treatment process is determined bid documents
would be prepared and the actual treatment facility will be constructed to treat I
to 2 MGD of lake water.
Attached is a proposal from Conklin, Porter & Holmes Engineers to perform the
full scale demonstration program. The cost to do this work is $130,467.16 and
would take us to the point of knowing what type of treatment is best for our
situation.
The next part of the program, which is not part of this amendment, would involve
final design, permitting and construction of a I to 2 MGD facility. Costs
estimates for this part is $500,000.
The District would pay up to $300,000 of the total cost with the City responsible
for the remaining costs. The City's share would need to come from utility
reserves.
It is recommended that the city Commission approve this CP&H Amendment in
