HISTORIC PRESERVATION BOARD OF THE CITY OF SANFORD DEVELOPMENT
ORDER NO. 21-08 RELATING TO 900 PALMETTO AVENUE AND ISSUING
CERTIFICATE OF APPROPRIATENESS
The Historic Preservation Board (HPB) of the City of Sanford issued this
Development Order issuing a Certificate of Appropriateness relating to and touching
and concerning the following described property: 900 Palmetto Avenue, which is
assigned Tax Parcel Identification Number: 25-19-30-5AG-1102-0010 assigned by the
Seminole County Property Appraiser.
Property Owner/ Applicant: Michelle Woodruff

Project: Approval of the HPB with regard a change in roof material pertaining to
property located at 900 Palmetto Avenue.
Requested Development Approval: The Applicant requested approval of the HPB
with regard to a change in roof material pertaining to property located at 900 Palmetto
Avenue.
Additional Findings: The project is located in the City's Residential Historic
District.
The masonry structure was built in about 1921 as determined upon a review of the

records of the Seminole County Property Appraiser. The main hipped roof and porch
roof is presently finished with dark colored architectural shingles. The primary roof is in
good condition and does not require replacement at this time.
The property owner is proposing the porch roof be changed to a metal, 5V crimp, pre-
painted "Burnished Slate" a very dark gray color similar to the color of the primary roof.
The porch roof is slightly sloped but still visible and is a fairly prominent feature. A metal
roof is compatible with the style and period of the home, but the varied materials would
not be consistent with criteria of Schedule "S" of the City's Land Development
Regulations (LDRs).
The painted roof will fade over time. The HPB has consistently denied multiple roof
materials except in the case of flat roofs, and has only approved metal roofs painted
silver or gray. The qualities of metal roofs and the color options are appealing to
homeowners and a general discussion may be beneficial.
CONCLUSIONS OF LAW
(a). Pursuant to Section 8.0 of Schedule "S" of the " of the City's LDRs, the
HPB has reviewed the proposed Certificate of Appropriateness and all application
documentation and matters relating thereto in accordance with the procedures for
altering historic landmarks or structures within historic districts as set forth in Schedule
"S" of the City's LDRs.
(b). Specifically, Schedule "S" of the City's LDRs provides as follows:
(1). The original roof shape and material of the principal and
accessory buildings shall be retained if it is in good condition or
repairable.

(2). Deteriorated roofing material shall be replaced with new
material that is consistent with the style of the structure and shall be
similar to the existing or original roof in compositions, size shape and
texture, except in the case of asbestos shingles, which may be
replaced with new materials such as fiberglass shingles, cement
fiber tiles or shingles, or clay tiles that are similar to the original
roofing. All shingles must be architectural.
(3). All pitched roof planes shall match in material, shape,
texture, design, dimension, color and other identifying features.
(4). Metal roofs shall be standing seam, stamped metal
shingle, full corrugated, 5V crimp or must simulate the appearance
of standing seam.
(5). Metal roofs may be copper, galvanized, silver or gray in
color, or otherwise simulate a historic patin.
(c). To the extent that a conclusion of law as set forth herein also constitutes a
factual finding, then such shall be taken to be so as part of this Development Order.
(d). The proposed Certificate of Appropriateness is hereby found and
determined to comply with the aforestated.
(e). Additionally, the Certificate of Appropriateness sought is hereby found and
determined to be consistent with the City of Sanford Comprehensive Plan and
development of the property as proposed would be consistent with and in compliance to
applicable land development regulations and all other applicable regulations and
ordinances as set forth in the Code of Ordinances of the City of Sanford.

(1). The aforementioned application for a Certificate of Appropriateness is
APPROVED with the color being approved being the SL1 50 painted black color base.
(2). This Development Order granting approval of a Certificate of
Appropriateness touches and concerns the aforedescribed property and is subject to
code enforcement action in accordance with the controlling provisions of law.

As approved and authorized for execution by the Historic Preservation Board of
the City of Sanford at its meeting of April 21, 2021.
