REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, January 10, 2022, at 7:00 PM, in the City Commission Chambers, City Hall, and 300
North Park Avenue, Sanford, Florida.

6) CONSENT AGENDA [Commission Memo 22-001]
Mayor Woodruff pulled Items 6.A, 6.N and 6.0 for further discussion.
A. Approve to award RFP 20/21-54 Financial Consulting Services — American Rescue
Plan Act (ARPA) and authorize the Mayor to execute a contract with Carlisle
Thompson LLC.
B. Approve a procurement with Middlesex Paving, LLC in the amount of, $101,010
to pave cart paths at Mayfair Golf Course.
C. Approve a procurement of services to Caraway Concrete Construction, Inc. in the
amount of, $10,000 for miscellaneous Parks and Grounds repairs.
D. Approve a procurement from CHA Consulting, Inc. in the amount of, $285,31.0
related to improvements to the sanitary sewer collection system.
E. Approve the proposal from Raftelis Financial Consulting, Inc. in the amount of,
$37,050 for consulting services related to Utility Financial Forecasting for FY
2021/2022.
F. Approve the purchase of a new Westech Jackal Vacuum Truck — Tandem Axle, in

G. Approve the purchase of a 2022 Ford F-150 Super Cab vehicle in the amount of,

H. Approval for vehicle #261, a 2008 Ford F450 Crew Cab Truck (inventory #1444)
for surplus to be sent to auction and sold to the highest bidder.
I. Approve two procurements for the sanitary sewer system improvements for a total
of $2,714,950; $2,300,000 to Granite Inliner and $414,950 to Advanced Plumbing
Technology.
J. Approve a procurement for a rotary lift from Sunshine State Sales in the amount of,
$61, 392.59 for the Fleet Maintenance Division of Public Works.
K. Approve a procurement for a 2023 Peterbilt Model 567 dump truck in the amount
of, $173,048.50 from Rush Peterbilt Truck Center for the Streets Division of Public
Works.
L. Approval of Final Change Order #2 in the amount of, $410,102.09 to Masci General
Contractor Inc. in the final phase of the Riverwalk Phase III project.
M. Approve a County -proposed Interlocal Agreement between Seminole County and
the City (and other potential Cities) which addresses the appropriation of the
Seminole County Regional Opioid Settlement Funds.
N. Approve the special event permit, an alcohol permit, and a noise permit for the `81h
Annual Sanford Mardi Gras', from 4 —10 PM on Saturday, February 19, 2022, with
street closures from 1 -I I PM.

on Saturday, April 16, 2022, with a noise permit from 6:30 — 9 AM and street

P. Approve the special event permit, for the Hispanic Outreach Festival', from 11 AM
— 2 PM on Sunday, April 30, 2022.
Q. Approve the special event permit, with an alcohol permit, and a noise permit for
the 1 I"' Annual `St. Johns River Festival of the Arts', from 10 AM until 6 PM, on
Saturday, April 30, 2022 and, from 10 AM until 5 PM, on Sunday, May 1, 2022,
with street closures from 1 PM on Friday, April 29, 2022 until 9 PM on Sunday,
May 1, 2022.

Phase 2 PD, a proposed 85-unit townhome development including a single
commercial outparcel with a project address of 3600 Skyway Drive as
recommended by staff and the Planning and Zoning Commission subject to a

Mr. Bonaparte introduced Andrew Thomas, Community Relations and
Neighborhood Engagement Director to provide an update on the Henderson property. Mr. Thomas
said the City received the appraisal report on the vacant six parcels totaling 7.1 acres in the amount
of $650,000. He said this was much higher than anticipated. The City would be looking to do one
of three things; purchase the property outright, do a land swap or a long-term lease (not
recommended by the City).
12) CITIZEN PARTICIPATION
Cobbin McGee, resident and representing Shantel's Restaurant, came to ask for the
Commissions help with utility bills. He said the restaurant had issues with a sewer back up. Mayor
Woodruff recommended he submit a claim with Risk Management.
13) CITY COMMISSION REPORTS
Commissioner Britton said she will be attending the Martin Luther King, Jr. events

next week and she will be turning 40. Thank you to the Grass Roots Steering Committee for all
the hard work put into these events. She said Theresa Ransom Freeman (TJ) is retiring last week
and she thanked for all her years of services and wanted her to know how she appreciates her.
Commissioner Britton would still like to see a traffic signal or signage at the intersection of 3rd
Street and Palmetto Avenue.
Vice Mayor Wiggins said at his Community Meeting last month, there was a
Christmas get together and a toy give away. On December 22, 2021 at the Salvation Army, he
partnered with Picnic Project and Second Harvest, the City, Young Men of Excellence and the
Seminole Football Team passed out 49,000 pounds of food to 4,500 families. Mayor Woodruff
expressed how he really appreciates Vice Mayor Wiggins for doing all of that.
Commissioner Austin moved to pass a Resolution that the Legislature make the
Scrub Jay the Florida State Bird and authorize Mayor Woodruff to approve and sign a Resolution.

Commissioner Mahany thanked the Young Men of Excellence for a great job
assisting at the Cat Show; they are great stewards of the community.
Mayor Woodruff read a thank you letter from Seminole County Commissioner
Andrea Herr commending the City on the Christmas Parade and wanted to give a special thanks
to Cedric who drove her in the parade. She said he was the real hit of the evening and demonstrates

what great employees are at the City of Sanford.
Mayor Woodruff asked if the Commission would like to appoint someone to the
Historic Presentation Board.
