AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
AMENDING ORDINANCE NO. 3075 AND ITS
AMENDMENTS, AND ADOPTING AN AMENDED
CLASSIFICATION AND PAY PLAN EFFECTIVE
IMMEDIATELY TO PROVIDE FOR THE
RECLASSIFICATION OF FOUR (4) "POLICE
LIEUTENANT/WATCH COMMANDER" POSITIONS, THREE
(3) "POLICE LIEUTENANT" POSITIONS AND ONE (1)
POLICE ADMINISTRATIVE OFFICER" POSITION TO BE
RECLASSIFIED TO THE POSITION CLASSIFICATION OF
"COMMANDER" WITH CONCURRENT AUTHORIZATION TO
REGRADE THE "POLICE LIEUTENANT" AND "POLICE
ADMINISTRATIVE OFFICER" POSITIONS FROM 03-11
TO 03-14, AND PROVIDE FOR THE RECLASSIFICATION
OF ONE (1) "POLICE CAPTAIN" POSITION TO BE
RECLASSIFIED TO "DEPUTY POLICE CHIEF"
PROVIDING FOR SEVERABILITY, CONFLICTS, AND
EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Sanford, Florida
deems it necessary to amend its current Classification and Pay Plan
to authorize the reclassification of four (4) "Police
Lieutenant/Watch Commander" positions, three (3) "Police
Lieutenant" position, and one (1) "Police Administrative Officer"
position, all to be reclassified to the position classification of
"Commander" with concurrent authorization to regrade the "Police
Lieutenant" and "Police Administrative Officer" positions from 03-
11 to 03-14, and, to authorize the reclassification of one (1)
"Police Captain" position to be reclassified to be reclassified to
"Deputy Police Chief".
NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF
SANFORD, FLORIDA:
SECTION 1: That Ordinance No. 3075 of the City of Sanford,
Florida, be and the same is hereby amended.
SECTION 2: That certain classifications and pay plan and
subsequent revised amendments incorporated herein by reference are
made a part of this Ordinance as fully and completely as though
same were set forth in this section, be and the same are hereby
adopted.
SECTION 3: That certain classification and pay schedule,
dated October 1, 1991, and made a part of Ordinance No. 3075, be
and the same is hereby amended to authorize the aforementioned
reclassifications.
SECTION 4: Severability. If any section or portion of a
section of this Ordinance proves to be invalid, unlawful or
unconstitutional, or to be in conflict with other prevailing Civil
Service or Personnel rules, it shall not be held to impair the
validity, force or effect of any other section or part of a section
of this Ordinance.
SECTION 5: Conflicts. That all ordinances or parts of
ordinances in conflict herewith be and the same are hereby revoked.
SECTION 6: Effective Date. That this Ordinance shall become
effective i~ediately upon its passage and adoption.

KIND OF WORK
This is very responsible command level administrative and supervisory police work
involving assigned departmental operations and functions.
EXAMPLES OF DUTIES
As assigned, assists the Police Chief by participating in establishing standards,
planning schedules, developing operating procedures and directing subordinate
professions/, command, technical and clerics/personnel in such functions as patrol,
criminal investigation or administrative services. Assists in tier%loping and
implementing personnel training needs to achieve maximum effectiveness and enhance
career development. Assists in establiski.'ng and updating department goals, objec-
tives; and standards. Plans, directs and controls assigned operations as delegated
by the Police Chief. Represents the Department at various social, civic and
professions/meetings. Prepares correspondence and maintains communications as
directed by the Chief. Attends seminars, schooIs and training sessions involving
administration, communication, civil disturbance orientation, law, community
relations, etc., to keep abreast of trends. Participates in the evaluation of all
subordinate departmental personnel. Makes recommendations regarding operations/
policies, expenditures, plans and other administrative matters and assists in
preparing and administering the departments/budget. Recommends that eligible
applicants be hired and that subordinate employees be transferred, suspended, pro-
moted, terminated, rsassigned or disciplined. Participates in the adjustment of
grievances and assists in establishing and maintaining an effective chain of comm~nd
and effective procedures for the flow of information from assigned divisions to the
Police Chief. Resolves and disposes of various complaints and inquiries. Reviews and
investigates reports, complaints and other service requests initiated in assigned
divisions including the maintenance of proper discipline and morale of subordinates.
Coordinates activities between divisions within the department and with other City
departments, local, state, federal and regulatory agencies. May serve as Acting
Police Chief in the absence of the Police Chief. Enforces the laws of the State of
Florida and ordinances of the City of Sanford as any other police officer when
required. Performs other duties as required.
KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of modern principles, practices and methods of police admini-
stration, organization and operations. Thorough knowledge of departmental policies,
rules and regulations or ability to learn same in a relatively short period of time.
Thorough knowledge of governing laws, ordinances and applicable court decisions.
Considerable knowledge of the geography of the City and local area and resources
available for disaster and other emergencies or the ability to learn same in a
relatively short period of time. Considerable knowledge. of the organization and
function of county, state and federal enforcement, regnlatory and licensing
agencies. Considerable knowledge of the use of police records and their application
to the solution of police problems. Skill in the use and care of firearms and other
police equipment and tools. Ability to command the respect of officers and plan,
organize, assign, direct and supervise the work in a manner conducive to fun
performance and high morale. Ability to prepare and supervise the preparation of
clear, accurate and comprehensive recommendations and reports. Ability to express
ideas clearly and concisely, orally and in writing. Ability to analyze police operations
and functions and develop plans for increased effectiveness and efficiency. Ability
to establish and maintain effective working relationships with other public and law
enforcement officials, other employees and the genei~al public.
