AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
AMENDING ORDINANCE NO. 3075 AND ITS AMENDMENTS,
AND ADOPTING AN AMENDED CLASSIFICATION AND PAY
PLAN EFFECTIVE IMMEDIATELY TO AMEND THE
"ESSENTIAL MINIMUM QUALIFICATION" SECTIONS OF
THE POSITION CLASSIFICATIONS (DESCRIPTIONS) FOR
THE CLASSIFICATIONS OF "POLICE CHIEF" AND "FIRE
CHIEF"; PROVIDING FOR SEVERABILITY, CONFLICTS,
AND EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Sanford, Florida deems it
necessary to amend its current Classification and Pay Plan to amend the "essential
minimum qualification" sections of the classifications (descriptions) for the
classifications of "Police Chief" and "Fire Chief" (attached hereto).
NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF
SANFORD, FLORIDA:
SECTION 1: That Ordinance No. 3075 of the City of Sanford, Florida,
be and the same is hereby amended.
SECTION 2: That certain classifications and pay plan and subsequent
revised amendments incorporated herein by reference are made a part of this
Ordinance as fully and completely as though same were set forth in this section, be
and the same is hereby adopted.
SECTION 3: Severability. If any section or portion of a section of this
Ordinance proves to be invalid, unlawful or unconstitutional, or to be in conflict
with other prevailing Civil Service or Personnel rules, it shall not be held to impair
the validity, force or effect of any other section or part of a section of this
Ordinance.
SECTION 4: Conflicts. That all Ordinances or parts of Ordinances in conflict
herewith be and the same are hereby revoked.
SECTION 5: Effective Date. This Ordinance shall become effective
immediately upon its passage and adoption.

KIND OF WORK
This is highly responsible supervisory and administrative work in directing all
employees, functions and operations of the municipal police department.
EXAMPLES OF DUTIES
Plans, organizes and directs all operations and activities of the police department.
Plans, develops, modifies, implements and evaluates programs of police services.
Develops and implements procedures, policies, rules and regulations-for all
departmental field, investigative, and general police office work. Prepa?es general
schedules and staff assignments and issues special orders to subordinate officers ~
Establishes ~n(t maintains departmental personnel standards in accordance with the
City's personnel policies and procedures. Assumes responsibility for all
employment, training, disciplinaryand grievance resolution activities. Serves as the
departmental public relations and information representative to the general public
and other concerned parties. Resolves and disposes of various complaints and
inquiries. Reviews operating and performance records to determine officers'
efficiency and effectiveness. Reviews recommendations on personnel issues to
include disciplinary action and the preparation of training programs for police
officers. Prepares or directs the preparation of periodic or special reports on
departmental activities and operations. Confers with other city offich].~ to analyz~
crime conditions and to plan enforcement and prevention strategies. Occasionally
addresses community groups concerning police matters and occasionally conducts
public tours and inforrn-tion sessions on departmental concerns and activities.
Enforces the laws of the State of Florida and ordinances of the City of Sanford as any
other police officer when required. Performs other duties as required.
KNOWLEDGE, SKTT,T,S AND ABILITIES
Extensive knowledge of modern principles, practices and methods of police
administration and law enforcement ~ Extensive knowledge of departmental policies,
rules and regulations, governing laws, ordinances and applicable court decisions.
Thorough knowledge of the geography of the City and local area and of resources
available for disaster and other emergencies. Considerable knowledge of the
organization and function of county, state and federal enforcement, ragulatory and
licensing agencies. Ability to administer all departmental personnel standards in a
manner conducive to maximum performance and high morale of all departmental
employees. Ability to perform departmental public relations duties in a manner
conducive to maintaining and enhancing the jm.ge and reputation of the City. Ability
to plan, schedule, direct and review the work of subordinates in an effective
manner~ Ability to prepare and direct the preparation of comprehensive reports,
budgets, departmental materials, correspondence and programs of police service.
Ability to express ideas clearly and ,concisely, orally and in. writing. AbiLity to
establish and maintain effective working relationships with other public and law
enforcement officials, other employees and the general public.
ESSENTIAL MINIMUM QUALIFICATIONS
Must have four (4) year college or university degree with emphasis in criminology
or police administration and minimum of five (5) years progressively responsible
police experience in a command level capacity. Candidates la~-Jdng'the four (4) year
degree may be considered if they possess an AA;AS degree in crjm~nology or related
field and rain{mum of ten (10) years co,-r-~nd level experience in police
adrnjnjstration. Possess a valid Florida Driver's (Class E) License. Satisfaction of
minimum standards as required by the Florida Criminal Justice Standards and
Training Commission for police officer certification.

SUPERVISION RECEIVED
Work is subject to review by the City Commission or City lW_anager as appropriate for
compliance with City policies and objectives.
SUPERVISION EXERCISED
Responsible for the supervision and direction of all employees in the Police
Department.

KIND OF WORK
This is highly responsible administrative and supervisory work in planning and
directing the operations of the Sanford Fire Department.
EXAMPLES OF DUTIES
Plans, organizes and supervises all activities and functions of the department.
Establishes and maintains departmental personnel standards in accordance with the
City's personnel policies and recommendations of subordinate supervisors FAssumes
responsibility for all employment, training, disciplinary' and grievanc_e resolution
activities. Serves as the departmental public relations and information representatiye
to the geneFal'public and other concerned parties. Resolves and disposes of various
complaints and inquiries. Reviews and approves work schedules with respect to
equipment, apparatus, training and personnel and supervises the implementation of
such plans. 'Reviews and 'approves department payroll. Issues orders for
improvement of work methods and for enforcing rules and regulations. Analyzes
present operations and programs and takes action to improve the department.
Prepares budget estimates of anticipated expenditures and needs. Administers'
appropriations. Evaluates the need for and requisitions new apparatus and repairs.
Responds to major. alarm and personally directs and participat&s in firefighting
operations. Employs, promotes, evaluates, ' disciplines and terminates fire'
department personnel Conducts staff meetings with subordinate supervisory
personnel. Attends City department head meetings. Represents the fire department
at various civic, City and other public functions. Performs other duties as required..
KNOWLEDGE,. SKYr,T!S AND ABILITIES
Extensive knowledge of modern firefighting and rescue methods. Thorough
knowledge of the use, operation and repair of a wide variety of fire and rescue motor
and auxiliary apparatus. Thorough knowledge of laws, rules and regulations
relating to fire control/prevention and rescue activities. Thorough knowledge of the
geography of the City and surrounding area including the location of principal
buildings, or the ability to learn same in a relatively short period of time. Knowledge
of administrative principles, procedures and practices. Ability to exercise sound
judgement, particularly in emergencies. Ability to exercise resourcefulness and
apply prefessionai knowledge to practical problems. Ability to m~Intain discipline and
the respect of subordinates and to lead and command effectively. Ability to plan,
assign and coordinate activities performed by a large group of employees in varied
firefighting and rescue work. Ability to maintain good working relationships with
City officials, the general public and the media. Ability to speak effectively and
present talks to various civic and public groups. Ability to administer all
departmental personnel standards in a manner conducive to maximum performance
and high morale of all departmental employees. Ability to perform departmental
public relations duties in a manner conducive to maintaining and enhancing the image
and reputation of the City.
ESSENTIAL MINIMUM QUALIFICATIONS
Must have four (4) year degree in Fire Science, Administration or related field and
minimum of five (5) years experience in firefighting and rescue operations in a
command level capacity. Candidates la~Jdng the four (4) year degree may be
considered if they possess an AA/AS degree in Fire Science or related field and
minimnm of ten (10) years command level experience in firefighting/rescue
operations. Must possess State of Florida Bureau of Fire Standards and Training
Minimum Standards Certification of Compliance. Must possess a valid Florida (Class
E) license

SUPERVISION RECEIVED
Work is performed with considerable administrative independence under the general
policy direction of the City Manager and is reviewed through reports and
conferences.
SUPERVISION EXERCISED
Provides general supervision to the Assistant Fire Chief and Fire Lieutenants and
limited supervision to clerical staff. "
