AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, SAID
ORDINANCE BEING REVISIONS TO THE LAND DEVELOPMENT
REGULATIONS OF SAID CITY; DIVIDING THE CITY INTO ZONING
DISTRICTS AND ESTABLISHING THE BOUNDARIES THEREOF;
REGULATING THE USE OF LAND WITHIN DISTRICTS; SETTING
FORTH AREA AND DIMENSION REQUIREMENTS FOR BUILDINGS,
PARCELS, BUILDING SETBACKS AND YARDS; REGULATING
VEHICULAR USE AREAS; REGULATING AND REQUIRING LANDSCAPE,
LAND USE COMPATIBILITY STANDARDS, BUFFERS, VISUAL SCREENS
AND TREE PROTECTION; ESTABLISHING PROVISIONS REGULATING
NONCONFORMING LAND USES; REGULATING ENVIRONMENTALLY
SENSITIVE LAND AREAS; ESTABLISHING MINIMUM CONSTRUCTION
AND DESIGN STANDARDS FOR STREETS, PAVING, UTILITIES,
DRAINAGE, SIDEWALKS AND RELATED PROJECT IMPROVEMENTS;
PROVIDING FOR AN ADMINISTRATIVE OFFICIAL; ESTABLISHING A
PLANS REVIEW COMMITTEE; ESTABLISHING A BOARD OF
ADJUSTMENT; ESTABLISHING AN AIRPORT ZONING BOARD;
ESTABLISHING A HISTORIC PRESERVATION BOARD; ESTABLISHING
PROCEDURES FOR SITE DEVELOPMENT PERMITS AND CERTIFICATES
OF COMPLETION; ESTABLISHING PROCEDURES FOR DEVELOPMENT
AGREEMENTS; ESTABLISHING CONCURRENCY MANAGEMENT
PROCEDURES AND LEVEL OF SERVICE STANDARDS; PROVIDING FOR
VIOLATIONS, REMEDIES AND PENALTIES; ESTABLISHING
PROVISIONS AND PROCEDURES FOR ADMINISTRATIVE APPEALS,
CONDITIONAL USES, DECLARATORY ORDERS AND DIMENSIONAL
VARIANCES; PROVIDING FOR JUDICIAL REVIEW OF DECISIONS;
PROVIDING FOR AMENDMENTS TO ORDINANCE TEST, SCHEDULES AND
ZONING DISTRICT MAP; PROVIDING FOR PLANNED DEVELOPMENT
PROJECT REVIEW, DEVELOPMENT PLAN REVIEW AND SUBDIVISION
PLAN REVIEW; PROVIDING FOR THE INSTALLATION AND
MAINTENANCE OF IMPROVEMENTS; PROVIDING FOR THE
ESTABLISHMENT OF FEES; ENDING ORDINANCE NO. 1990 OF
SAID CITY: SAID ORDINANCE BEING THE LAND DEVELOPMENT
REGULATIONS OF THE CITY OF SANFORD, FLORIDA; REPEALING
ORDINANCE NO. 1283 KNOWN AS THE SANFORD AIRPORT ZONING
ORDINANCE OF SANFORD, FLORIDA; REPEALING ORDINANCE NO.
1777 AND 2066 KNOWN AS THE HISTORIC PRESERVATION BOARD;
PROVIDING FOR SEVERABILITY, CONFLICTS AND EFFECTIVE DATE.
WHEREAS, the City of Sanford's Planning and Zoning Commission, as
the City's land development regulation commission, held a public hearing on
July 2, 1992 to consider the Land Development Regulations for the City of
Sanford, Florida; and
WHEREAS, the City Commission as the City's governing body, held two
public hearings on July 13, 1992 and July 27, 1992 to consider the adoption
of the Land Development Regulations; and
WNEHEAS, the City of Sanford has complied with requirements and
procedures to adopt ordinances as set forth in Florida Statutes.
NOW, THEREFORE, BE IN ENACTED BY THE PEOPLE OF THE CITY OF SANFORD,
FLORIDA:
SECTION 1: That the Land Development Regulations containing text
including a table of contents and the following listed sections: a Short
Title, Legislative Authority and Binding Effect, Legislative Purpose, Intent
and Scope, Consistency With Comprehensive Plan, Applicability, Zoning
Districts, Assignment of Zoning Districts and Adoption of Zoning District
Map, Permitted Land Uses, Additional Requirements for Specific Uses, General
Requirements for Buildings, Parcels, Building Setbacks and Yards,
Requirements for Vehicular Access, Parking, Loading and Service Areas,
Landscape, Land Use Compatibility Requirements for Setbacks, Buffers and
Visual Screens and Tree Protection, Nonconforming Land Use Provisions, Signs,
Environmentally Sensitive Areas, Construction and Design Standards, Historic
Landmarks and Historic Districts, Airport and Aircraft, Concurrency
Management, Administrative Officials, Plans Review Committee, Board of
Adjustment, Airport Zoning Commission, Historic Preservation Board, Site
Development Permits and Certificates of Completion, Violations, Remedies and
Penalties, Administrative Appeals, Conditional Uses, Declaratory Orders,
Dimensional Variances, Notice and Hearing Procedure for Administrative
Appeals, Notice and Hearing Procedure for Conditional Uses and Declaratory
Orders, Notice and Hearing Procedure for Dimensional Variances, Finality of
Decision, Judicial Review of Decisions, Amendments to Ordinance Text or
Schedules, Amendments to Zoning District Map, Planning Development Project

herein, be adopted as the text of the Land Development Regulations for the
City of Sanford.
SECTION 2: That the Land Development Regulations contain the
following schedules: Schedule A LAND USE CLASSIFICATIONS, Schedule E -
PERMITTED USES, Schedule C - ZONING DISTRICT RAP SYMBOL, Schedule D - PLANNED
DEVELOPMENT PROJECT REGULATION, Schedule E - ADDITIONAL REQUIREMENTS AND
PROVISIONS FOR SPECIFIC USES, Schedule F GENERAL REQUIREMENTS FOR
BUILDINGS, PARCELS, YARDS AND BUILDING SETBACKS, Schedule G - REQUIREMENTS
FOR VEHICLES AND DESIGNATED RIGHT-OF-WAY, Schedule H - MINIMUM AUTOMOBILE
OFF-STREET PARKING SPACE REQUIREMENTS, Schedule I - BASE BUILDING LINE AND
DESIGNATED RIGHT-OF-WAY REQUIREMENTS FOR SPECIFIC STREETS, Schedule J -
LANDSCAPE, BUFFER AND TREE REQUIREMENTS, Schedule K - SIGN REGULATIONS,
Schedule L - NONCONFORMING LAND USE PROVISIONS, Schedule M - ENVIRONMENTALLY
SENSITIVE LANDS, Schedule N - SUBDIVISIONS, STREETS, LOT AND TRACT DESIGN AND
PAVING REQUIREMENTS, Schedule O - DRAINAGE, EASEMENTS AND SITE
PREPARATION/EXCAVATION REQUIREMENTS, Schedule P - POTABLE WATER, SANITARY
SEWER, RECLAIMED WATER, PIPE, TRENCHING ~ BORING AND SOLID WASTE DISPOSAL
REQUIREMENTS, Schedule Q - LEVEL OF SERVICE REQUIREMENTS AND METHODOLOGIES,
Schedule R - AIRPORTS AND AIRCRAFT, Schedule S - HISTORIC PRESERVATION, a
copy of all of which is attached hereto and by this reference incorporated
herein, be adopted as the schedules for the Land Development Regulations for
the City of Sanford.
SECTION 3: That Ordinance No. 1990, Sanford, Florida, as adopted,
amended and known as the Land Development Regulations be and the same is
hereby amended to be consistent with text and schedules described in the
preceding paragraphs.

SECTION 4: That Ordinance No. 1283, Sanford, Florida as adopted,
amended and known as the Sanford Airport Zoning Ordinance, be repealed,
replaced and otherwise revoked by this Ordinance.
SECTION 5: That Ordinance No. 1777, Sanford, Florida as adopted,
amended and known as the Historic Preservation Board, be repealed, replaced
and otherwise revoked by this Ordinance.
SECTION 6: That Ordinance No. 2066, Sanford, Florida as adopted,
amended and known as the Historic Preservation Board, be repealed, replaced
and otherwise revoked for by this Ordinance.
SECTION 7: If any section or portion of a section of this
ordinance proves to be invalid, unlawful or unconstitutional, it shall not be
held to impair the validity, force or effect of any other section or part of
this Ordinance.
SECTION 8: That all ordinances or parts of ordinances in conflict
herewith be and the same are hereby revoked.
SECTION 9: That this ordinance shall become effective immediately
upon its passage and adoption.
