The Historic Preservation Board (HPB) of the City of Sanford issued this
Development Order issuing a Certificate of Appropriateness relating to and touching
and concerning the following described property which is assigned Tax Parcel
Identification Number: 25-19-30-5AG-0308-0100 by the Seminole County Property
Appraiser.
FINDINGS OF FACT

Project: Alterations relative to property located at 117-119 South French Avenue.
Requested Development Approval: The Applicant has requested the HPB to
approve alterations relative to property located at 117-119 South French Avenue.
Additional Findings: The project is located at 117-119 South French Avenue in
the City's Downtown Commercial Historic District.
The project is a single story frame vernacular structure constructed in 1913 as a

residence. The building retains a high degree of architectural integrity. However, both
the front and back door have previously been replaced with ones that are not
appropriate to the style or period. The request is for a replacement of a damaged rear
door that opens onto the porch and to a patio with outdoor seating. The existing door is
a wood, possibly hollow core, door. The proposed replacement door is a wood Dutch
type door with lower panels and upper divided lights of the same size as the existing
door. Although Dutch type doors are not commonly seen in the Historic District, it is a
historic door style and, when closed, is a door style typically approved for replacement
for houses from this period, especially for a rear or secondary elevation. The proposed
wood door is an improvement in condition and style to the existing door and the style
functions for the bar business occupying the building. The existing door surround
should be retained.
CONCLUSIONS OF LAW
(a). Pursuant to Section 8.0 of Schedule "S" of the City's LDRs, the HPB has
reviewed the proposed Certificate of Appropriateness and all application documentation
and matters relating thereto in accordance with the procedures for altering historic
landmarks or structures within historic districts as set forth in Schedule "S" of the City's
LDRs.
(b). Specifically, Schedule "S" of the City's LDRs provides as follows:
(1). Doors, screen doors and door details, frames, lintels, fan lights,
sidelights, pediments and transoms, in good condition or repairable
that are in character with the style and period of the building shall be
retained.

(2). If doors or door details on principal facades are found to be
irreparable, they shall be replaced with new doors and door details in
character with the structure in material, size and configuration.
(3). Doors with modem designs, flush or sliding glass doors, or any
type of door that is inappropriate to the style or period of the
structure are prohibited.
(c). To the extent that a conclusion of law as set forth herein also constitutes a
factual finding, then such shall be taken to be so as part of this Development Order.
(d). The proposed Certificate of Appropriateness is hereby found and
determined to comply with the aforestated.
(e). Additionally, the Certificate of Appropriateness sought is hereby found and
determined to be consistent with the City of Sanford Comprehensive Plan and
development of the property as proposed would be consistent with and in compliance to
applicable land development regulations and all other applicable regulations and
ordinances as set forth in the Code of Ordinances of the City of Sanford.
(f). This is a development order and shall not create contractual rights of the
property owner against the City nor contractual obligations of the City to the property
owner and, to that end, the property owner shall have no contractual rights or remedies
against the City with regard to any land use action of the City.
(g). The City has not waived any rights or remedies by taken the action set
forth herein or any successive development orders and reserves any and all rights and
remedies available to the City under controlling law including, but not limited to, the
protections under the laws pertaining to sovereign immunity.
