AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING
CHAPTER 2 ADMINISTRATION, SECTION 2-33 (A) AND (B),
DEPARTMENT OF pARKS AND FACILITIES MAINTENANCE AND
RECREATION OF THE CITY CODE TO REORGANIZE SAID
DEPARTMENTS INTO ONE DEPARTMENT TO BE NAMED THE
DEPARTMENT OF RECREATION AND PARKS; PROVIDING THE
FUNCTIONS OF THE DEPARTMENT OF RECREATION AND PARKS;
PROVIDING FOR SEVERABILITY, CONFLICTS AND EFFECTIVE
DATE.
WHEREAS, it iS the desire of the Sanford City Conunission to delete
Chapter 2, Section 2-33 (A) and (B) of the Sanford City Code in its
entirety; and
WHEREAS, it is the desire of the Sanford City commission to create
Chapter 2, Section 2-33 of the Sanford City Code, to create one department
entitled "Department Of Recreation and Parks".
NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF TEE CITY OF
SANFORD, FLORIDA:
SECTION l: Chapter 2, Section 2-33 (A) and (B) of the Sanford
City Code is deleted in its entirety.
SECTION 2: Chapter 2, Section 2-33 is hereby created and shall
read as follows: Section 2-33. Department of Recreation and Parks created;
duties.
There is hereby created a Department of Recreation and Parks,
which shall include the grounds maintenance division. The functions and
work embraced within the scope of operations of said Department are as
follows:
Plan, organize and direct parks and facilities
activities including municipal parks programs,
activities and facilities, cemetery activities, museum
operations, senior center and senior activities, civic
center, facility maintenance and leasing; develop annual
budget and administer appropriations; plan and develop
all parks affairs activities; serve as technical liaison
to advisory boards and varied community organizations;
plan for and recommend the acquisition and design of
parks facilities; establish and direct all parks
activities; maintain the grounds; prepare monthly
reports on departmental activities; relate
empathetically to relatives and friends mourning
deceased persons. Further, the Department shall plan,
organize and direct cultural affairs activities
including municipal recreational programs, activities,
leisure services, arts and crafts, youth programs, and
special events; plan, develop, establish and direct all
cultural affairs activities; plan for and recommend the
design of recreational programming; develop and
administer departmental work standards and maintain
departmental work standards and maintain departmental
personnel standards in accordance with the City's
personnel policies and recommendations of subordinate
supervisors; assume responsibility for all employment,
training, performance evaluation, disciplinary and
grievance resolution activities; serve as the
departmental public relations and information
representative to the general public and other concerned
parties; resolve and dispose of complaints and
inquiries; speak to and make presentations to various
community and civic groups in an effort to enhance the
City's cultural affairs; perform such further duties and
functions as shall be delegated thereto from time to
time by the City Commission or by the City Manager with
the Approval of the City Commission.
SECTION 3: If any section or portion of a section of this
ordinance proves to be invalid, unlawful or unconstitutional it shall not be
held to impair the validity, force or effect of any other section or part of
this ordinance.
SECTION 4: That all ordinances or parts of ordinances in conflict
herewith be and the same are hereby revoked.
SECTION 5: That this ordinance shall become effective immediately
upon its passage and adoption.
