REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, May 9, 2022, at 7:00 PM, in the City Commission Chambers, City Hall, and 300 North
Park Avenue, Sanford, Florida.

6) CONSENT AGENDA [Commission Memo 22-137]
Vice Mayor Austin pulled Item 6.I for further discussion.
A. Approve the procurement to the Sanford Police Department to purchase a drone,
identified as Axon Skydio 2 in the amount of, $22,396 from Axon Enterprise, Inc.
B. Approve the payment in the amount of, $64,199.39 to SHI to replace the network
storage system.
C. Approval for Vehicle #84, a 2007 Freightliner Street Sweeper for surplus and to be
sent to auction and sold to the highest bidder.
D. Approve the special event permit, with a noise permit and an alcohol permit, for
the `Tacos y Trokas' at the Barn, from Noon — 10 PM, on Sunday, June 19, 2022.
E. Approve the special event permit, with a noise permit, for the `Seminole Towne
Center Takeover', from Noon — 6 PM, on Sunday, June 12, 2022.
F. Approve the Mark T. Cole `Art in Chambers' Principles of Pattern: The
Fundamental Repetition Exhibit from May 12, 2022 to the end of August 2022.

G. Approve to award Bid #IFB 21/22-21 to Sawcross, Inc. for the Sanford North
Wastewater Reclamation Facility (NWRF) Tertiary Filtration System
Improvements, in the amount of, $4,676,000.
H. Approve to purchase Virgin Granular Activated Carbon material and nozzles for
the Auxiliary Water Treatment Plan in the amount of $66,800 from Calgon Carbon.
I. Approve to award Bid #RFP 20/21-61 Energy Savings Audit Feasibility Study to
Honeywell International, Inc. with an estimated cost between $60,000 and $75,000.

7) PUBLIC HEARINGS:
A. Continued: First reading of Ordinance No. 4646, a modification of the statutory
Development Agreement (DA) that has been in effect since 2017 between the City
and Sanford Waterfront Partners, with a project address of 215 East Seminole

After brief discussion and the Commission requesting information regarding the
City's options to get out of this deal, Commissioner Mahany moved to continue the first reading
of Ordinance No. 4646, to May 23, 2022. Seconded by Commissioner Britton and carried by vote

9) CITY ATTORNEY'S REPORT
Mr. Hall, Assistant City Attorney, said he has two items that require the
Commission's direction. He said the first is a Code Enforcement issue were the City is
being sued in small claims court, by the owner of a residential property, called Murphy Oil
Company, located at 806 W. 11 t" Street. The code enforcement board has cited this property
with a fine of $250 a day since 2015 making the fine about $350K. The owner is suing the
City because he feels the City has no right to fine his property. The City would like to move
forward with the foreclosure action of the property requiring the City Commissions
approval. Tony Raimondo, Director of Development Services, confirmed the address of
the property. He said in addition to the code enforcement violations there are municipal
liens for services rendered at the property. Commissioner Mahany asked if the owner was
living at property. Mr. Hall said at the small claims hearing the owner would not disclose
his address to the Judge, he only provided a post office box number. The consensus of the
Commission was for the City to move forward with the foreclosure.
Mr. Hall said the second item requiring the Commissions direction is
amending the Seminole Town Center PD Ordinance adopted in February making each of

the property owners sign separate development agreements. Eileen Hinson, Director
Planning, said one challenge would be getting JC Penny and Dillard's to agree to sign. The
consensus of the Commission was for the City to move forward.
10) CITY CLERK'S REPORT
11) CITY MANAGER'S REPORT
Mr. Bonaparte welcomed Mr. Hall to the Commission Meeting and congratulations
to Nicole Osburn, Executive Assistant to the City Manager, as she takes on Andrew Thomas's
position of Community Relations and Neighborhood Engagement Director.
12) CITIZEN PARTICIPATION
Sonia Mincey, Resident, said Goldsboro and the entire City of Sanford are in a
food desert. She said the residents of Goldsboro have not had a grocery store in a very long time
and need help with transportation. She said Commissioner Wiggins had the food drive in Academy
Manor Park, but the City needs to do more.
Cobin McGee, owner of Shantel's at 503 Sanford Avenue, said COVID made many
businesses have patrons dine outside and now the patrons prefer to dine outside. He said there is
not enough parking for their restaurant. Mr. McGee is looking for some relief from the Code
Enforcement Department. Mr. Raimondo said Shantel's SE3 permit has gone too far. The tents
and pavers are the top complaint. After a lengthy conversation, Mayor Woodruff, told Mr. and
Mrs. McGee if they get the property back in compliance, remove the tent and pavers, the fines
would stop.

Commissioner Britton said she would like to discuss Sanford Waterfront Partners.
The City Clerk reminded the Commission there are already two items for discussion, one of them
being redistricting. Commissioner Britton asked for a status of the demolition of the Waterfront
Partners building. Mr. Bonaparte said the building was in disrepair so the owner decided it was
best to take it down.
Commissioner Britton said she would like to make sure the City's marketing budget
has the funds available for advertising next fiscal year.
Commissioner Britton congratulated Nicole Osburn for taking the Community
Relations and Neighborhood Engagement Director position. She knows Ms. Osburn will do well.
Commissioner Britton said she would like to see the breakdown of funds of the Community
Development Block Program.
Commissioner Britton said she has been viewing the Next Door Neighbor App and
there are many discussions with concerns about new wildlife entering onto residential properties.
Tony Raimondo, Development Services Director, said the City has to get residents to stop feeding
the wildlife.
Commissioner Wiggins thanked City staff for their continued support at his
Community Meetings. He is having another food drive at Academy Manor Park that should feed
about 60 families.
Commissioner Mahany said she would like to see more Park spaces in District 4.
She asked if the City has cameras in the Mike Kirby Park as there is much traffic in the park. Lisa
Jones, Parks and Recreation Director said the park has cameras and the main gate is locked every
night.

Mayor Woodruff thanked Commissioner Wiggins and the Young Men of
Excellence who helped with the landscaping at Hopper Academy to prepare for the Florida
Emancipation Day Event.
There being no further business, the meeting adjourned at 9:10 PM.
