I 1 [1 'a g C Additional Findings: The prior findings of the HPB relating to the subject property are hereby ratified and affirmed. An Approval Development Order/Certificate of Appropriateness was issued by the HPB in November, 2020 based on the view that the contemporary design is unique to the downtown historic district, but compatible in style, scale and materials, and creates a building wall close to the sidewalk that continues the historic commercial construction pattern. Considering the development pattern and surrounding properties, the proposed design is an appropriate infill of a historically vacant property. Conditions of the development order were that no brick veneer shall be included on second floors, where there is no brick on the first floor, of the development, windows shall be framed or recessed (will be a brick mold), building materials will be changed at the corners of each building, and that this approval specifically includes solid panel garage doors. The applicant is now requesting approval for revised architectural plans. A summary of the changes follows: (1). 4 and 5 bay front elevations have been modified by a change in 2nd story window type and pattern, front doors proposed to be primarily glass, and the addition of a parapet wall. (2). 4 bay and 5 bay rear elevations depict added downspouts and altered window pattern and window type. (3). Side elevations show paired windows reduced to single, and window pattern altered. 2 1 P a g e The proposed development complies with the lot layout. The scale and massing of the proposed 2 -story buildings are similar to the commercial structures in the historic district. The revised design still provides recesses and projections, entry features, and retains pedestrian orientation and scale in an urban setting. The parapet wall is a new element in the design that was expected to be removed, based on feedback at the September meeting. No revisions from the previously approved wall materials is proposed. This relatively spare design depends on the pattern and type of window to create a sense of rhythm and style. The proposed windows first floor windows are appropriate to the style. Lois] � 1111111,11 (a). The prior conclusions of law of the HPB relating to the subject property are hereby ratified and affirmed. (b). Pursuant to Section 8.0 of Schedule "S" of the City's LDRs, the HPB has reviewed the proposed Certificate of Appropriateness and all application documentation and matters relating thereto in accordance with the procedures for altering historic landmarks or structures within historic districts and those provisions relating to new construction as set forth in Schedule "S". (c). To the extent that a conclusion of law as set forth herein also constitutes a factual finding, then such shall be taken to be so as part of this Development Order. (d). The proposed Certificate of Appropriateness is hereby found and determined to comply with all of the aforestated requirements and provisions. (e). Additionally, the proposed Certificate of Appropriateness sought is hereby found and determined to be consistent with the City of Sanford Comprehensive Plan 3 1 P a g c and development of the property as proposed would be consistent with and in non- compliance to applicable land development regulations and all other applicable regulations and ordinances as set forth in the Cade of Ordinances of the City of Sanford. ORDER NOW, THEREFORE, IT IS ORDERED THAT: (1). The aforementioned application for a Certificate of Appropriateness is APPROVED based upon the conclusions aforestated that the proposed new construction is consistent with the purpose and intent of Schedule "S" of the City's LDRs and complies with the specific design guidelines contained within Schedule S" of the City's LDRs; provided, however, that it is specifically noted, as before, that this approval does not relate to the associated hotel development that has been discussed from time -to -time by the HPB and the applicant and provided, further, however, that this approval hereby ratifies and affirms all previous conditions set forth by the HPB as consistent herewith. (2).
