Moment of Silence Pledge of Allegiance Roll Call Minutes Mr. Fiorentino moved to approve the minutes for the September 2, 2021 meeting. Mrs. Wilson seconded. Motion carried, 8-0. Development Plans DP -I Preliminary Subdivision Plan for Ethnos 360, a 93 lot single-family subdivision at 1701 Celery Avenue. Tax Parcel Numbers: 32-19-31-300-0220-0000 and 32-19-300-071A-0000 MrFiorentino moved to approve the Preliminary Subdivision Plan for Ethnos 360, a 93 lot single-family subdivision at 1701 Celery Avenue subject to conditions as recommended by staff. Mr. Miller seconded. Seminole Boulevard. Tax Parcel Numbers: 23-19-30-501-0 000-0140 and 23-19-30-300-0040-0000 Property Owners: Triple B, Acquisitions, LLC and Leo C Trepanier Revocable Trust Applicant: Javier Omana, P.E. — CPH, Inc. Mr. Miller move to recommend the City Commission adopt an ordinance to amend the City of Sanford's Comprehensive Plan to change 21.5 acres from Seminole County's land use classifications of SE, Suburban Estates; COM, Commercial and LDR, Low Density Residential Future Land use to the City of Sanford's WDBD, Waterfront Downtown Business District. Hold a Public Hearing to consider a request to Rezone approximately 21.5 acres to PD, Planned Development for the Townes at Lake Monroe at project address 2485 W. Seminole Boulevard. Tax Parcel Numbers: 23-19-30-501-0000-0140 and 23-19-30-300-0040-0000 Property Owners: Triple B Acquisitions, LLC and Leo CTrepanier Revocable Trust Applicant: Javier Omana — CPH, Inc. Additional Representative: Irene Boyles Citizen Participation: - Bernadette Campbell (448 Riverview Avenue): States that this development will cause more flooding problems in the area. - Ruth Rhea (665 Riverview Avenue): States her concern on how this development is going to affect with the already existing flooding problems. - Piere Gerburye (550 Riverview Avenue): States that the traffic in the area is already bad and stated to the board to reevaluate the traffic study because when the study was done was not a good representation as the road was under construction and there was an ongoing pandemic with this new development the traffic will be worse. - Marc Venor (550 Riverview Avenue): Expressed his concern on flooding and how is affecting 0 and /on�no ("on-11,11ission Oc.obcr 7, 2021 Nlcxninu NIinutcs the congregation. Moreover, he stated his concern on all projects and new development in the area. Rene Reyner (458 Riverview Avenue): States her concerns about the traffic Study that the city did. Robert Campbell (656 Riverview Avenue): Read a letter into record from Monroe Community Association, states their concern on flooding issue and some of the issue that this development will cause to the surrounding area. - Antonio Red: States that they should do an updated traffic study and take to consideration on all the concern that was heard today. - Kelly Defreeuw (444 Riverview): Stated opposition to this project. Mr. Von, Herbulis moved to recommend the City adopt an ordinance to rezone approximately 21.56 acres from Seminole County's R- I A, Single Family Residential, A-1, Agriculture and C-1, Retail Commercial Commodities to City of Sanford PD, Planned Development for the Townes at Lake Monroe at project address 248,5 W. Seminole Boulevard based on consistency with the goals, objectives and policies of the City's Comprehensive Plan as recommended by staff and subject to a development order that includes all recommended conditions and standards. And in addition, that a new traffic study would be required since the current study was done during the COVID - 19 pandemic. Mr, Miller seconded. Motion carried, 7-1, Dominick Fiorentino oppose based on Section I . I I in the Comprehensive Plan, that this development does not take into effect a mix of land uses that are critical to the Lake Monroe area. Hold a Public Hearing to rezone approximately 8.47 acres from GC -2, General Commercial and AG, Agriculture to PD, Planned Development for a proposed House of Worship at project address 2861 E. Lake Mary Boulevard (to include 2871 E. Lake Mary Boulevard). Tax Parcel Numbers,: 17-20-31-501-0000-0150 and 17-20-31-501-0000-0220 Property Owner: Jesus, Inc. Applicant, Sheyanna Day — Interplan Mr. Tiorenfino moved to recommend the City Commission to approve the request 8.47 acres from GC -2, General Commercial and AG, Agriculture to PD, Planned Development for a proposed House of Worship at project address 2861 E. Lake Mary Boulevard (to include 2871 E. Lake Mary Boulevard) subject to a Development Order containing the conditions as recommended by staff. Mr. Miller seconded. Motion carried, 7-0. Due to time and length of the agenda, Mr. Fiorentino moved to hold a special meeting on October 21, 2021, to complete the remaining Public Hearings on the agenda. Mr. Miller seconded. Motion carried 8-0.
