Mr. Fiorentino moved to approve the minutes, with modification, for the April 1, 2021 meeting. Mr. Mills
seconded. Motion carried, 7-0.
Development Plans
DP -1 Consider a request for a Preliminary Subdivision Plan for First Street Station, a proposed
townhome and hotel development with a project address of 200 W. I" Street.

Daniel Lewis declared he made a site visit
Mr. Fiorentino moved to approve the Preliminary Subdivision Plan for First Street Station, a
proposed residential and commercial mixed-use developinent on 1.83 acres at 200 W. I st Street
as recommended by staff". Mr. Miller seconded. Motion carried, 7-0.

Hold a Public Hearing to consider a Comprehensive Plan Amendment to change the Future Land
Use of a portion of a 0.83 -acre parcel at 600 French Avenue including 0.32 acre of GC, General
Commercial to 1, Industrial.

Mr. Allills moved to recommend the City Commission approve the request to change the future
land use map of a portion of .83 -acre parcel at 600 French Avenue including 32 acre of GC,
General Commercial to 1. Industrial, Mr. Thomas seconded. Motioned carried, 4-3. Daniel
Lewis, Victoria Wilson, and Dominick Fiorentino opposed. They feel that it is incompatible with
the Comprehensive Plan.
PH -2 Hold a Public Hearing to consider the Comprehensive Plan Amendment to change the Future
Land Use map designation for 0.42 acre at 299 Monroe Road from FIIP-AP, High Intensity
Planned Development Target Industry (Seminole County) to WIC, Westside Industry and
Commerce (City of Sanford).

Commerce (cot -responding City des i g nation). Mrs. Wilson seconded. Motion carried, 7-0.

Mr. Fiorentino moved to continue this item to the next meeting (.June 3, 2021). A11r. Mills
seconded. Motion carried, 7-0.
Citizen participation:
Ven Sequencia (114 North Summerlin Avenue, Sanford): Stated that the prQiect is not following
the guidelines under section 16.0, Multi -family Housing. Some if the items that are not meeting
guidelines includes: setbacks, open space, number ol'parking space per unit, density per acre,
gated entry, masonry wall, 200 foot per dwelling unit, building sewage heightand e capacity. Ile

also stated that the Mayfair residents never were notified of the CAPP meeting for this project,
that the developers of this project intentionally did not want the community to be involved.
Amanda Berrios (234 N. Scott Avenue, Sanford): Stated that project was not zoned to be located
in that area and will not be able to handle the density. PD zoning is overused.
James Clarke (114 Shirley Avenue, Sanford): States that parking is a big problem; they are
proposing 127 spaces and are missing 73 spaces. Ile also stated that setbacks and build dirt are
not suited properly. Overall, the project is not compatible with the zoning and the surrounding
areas,
Theresa Klein (411 S. Scott Avenue, Sanford): Stated that she agrees with everything that was
being said before her. States that the CAPD notice should include everyone in Mayfair not just
within the 500 feet minimum. She noted that she hosts events on her street and with this new
proposed project entry; it won't allow her to continue those events. Overall, she states the board
to deny the proposed project.
Carin Gerdes (1407 E, 2""u Street, Sanford): Stated on record that she did not receive any notice
on this project. States that this project is going to cause problems in regarding to density,
population and traffic. She also stated that it's very inappropriate on where it's being placed.
Vernon Gerdes (1407 E. 2"' Street, Sanford): Stated that he also did not receive a letter of
notification of the CAPP. 1 -le disagrees with the units per acre that are being proposed. Overall,
he feels that the city is trying to overbuild,
Carol Learned (103 N. Mellionville, Sanford): Agrees with everything that was being said
regarding the issues with this project. She also stated that traffic will be worse and more
congested and she already has a problem backing out of her driveway.
Marnie Ulrich (1807 Maderna Avenue, Sanford): Stated that this is not the right project for this
location for Sanford. Also talked about trash and the speed of 'the cars within the area.
Jay Auric (408 S. Virgina Avenue, Sanford). States that having Visual will help the public gain a
better understanding about the project. Also stated there's should be focus on affordable housing
not upscale and expensive. The height of the building should also be a concern and will block the
view.
Scott and Elaine Callender (I 10 1 E. Ise Street, Sanford): Read into record
Sarah Jacobson (1203 E. Seminole Blvd., Sanford): Asked about a ]light meeting
Stan Skiis (105 Mellonville Avenue, Sanford): Never heard about this project and was not
notified.
PH -4 Flold a Public Hearing to consider a Conditional Use request to expand the existing non-
conforming property to construct a 1,420 square foot addition and associated site improvements
for the Pregnancy Center of Sanford at 1002 French Avenue.

A11r. Leivis moved to approve the conditional use to expand the existing non-confonning property
to construct a 1,420 square foot addition and associated site improvements for the Pregnancy
Center at 1.002 French Avenue subject to a Development Order that includes the conditions
recommended by staff. Mr. Mills secomded. Motion carried, 7-0.
Citizen Participation:
Christine Ducman (1516 S. Palmetto, Sanford): States that there is a need ofthis facility in the
area and expanding it will be great for the community,
