Mr. Loader called the meeting to order at 10:05 AM.

Roll Call
Mr. Mills moved to excuse the absence of Dominick Fiorentino III. Mr. Lewis seconded. Motion carried,
6-0.
Election of Officers
Mr. Mills moved for Mike Loader to continue as Chair. Mr. Lewis seconded. Motion carried, 7-0.
Mr. Mills moved for Dominick Fiorentino III to continue as Vice -Chair. Mrs. Wilson seconded. Motioned
carried, 6-0.
Minutes
Mr. Mills moved to approve the minutes for the February 4, 2021 meeting. Mr. Miller seconded. Motion
carried, 6-0.
The new alternate, Ashlee Woodard, joined at 10:04am
Public Hearing
PH -1 Hold a public hearing to consider a Development. Agreement between the City ofSanford and
Serninole Mall Realty Holding, LLC to rescind the Development of Regional Impact for the
Seminole Towne Center generally located between Interstate 4 and Towne Center Boulevard and
State Road 46 and State Road 417,
Property Owner: Seminole Mall Realty Holding, LLC et al.
Applicant Representative: Julie Kendig - Greenberg Traurig, LLP (450 South Orange Avenue,
Suite 650, Orlando, FL)
Mr' Mills moved to recommend that the City Commission approve the Order to Rescind the
Seminole Properties Development of Regional Impact Development Order. Mr. Miller seconded.
Motioned carried, 7-0.
PH -2 Hold a Public Hearing to consider modifications to the City of Sanford Land Development
Regulations Schedule B — Permitted Uses and Article 11 — Land Use and Zoning related to the
Minor Conditional Use process.
Representative: Sabreena Colbert — Senior Planner
Mi% Miller moved to recommend the City Commission approve the modifications to the City of
Sanford Land Development Regulations to elirninate the minor conditional use process including
the proposed changes to Schedule B and Article 11—Mr. Mills seconded.
After discussion, a seconded motion was made:
Mr. Miller move to recommend the City Commission approve the modifications to the City of
Sanford Land Development Regulations to eliminate the minor conditional use process including
the proposed changes to Schedule B and Article 11, noting not to eliminate uses and allow a
major CU process. Mr. Mills seconded. Motion carried, 7-0.
