This renewal is granted pursuant to inspection of your submitted plans which were found by this Department and your listing agency to be in compliance with the applicable codes. The thermal system in these units complies with the Florida Model Energy Efficiency Building Code. Florida. The Legislature recognized.that housing construc- tion costs may be reduced by mass production techniques which present unique problem s with respect to local control and inspection and the establishment of uniform health and..safety standards. The•Department of Community Affairs was authorized by said law to promulgate such rules and regulations as may be necessary and incidental....to accomplish the purpose of the Florida Factory -Built Housing Act. of 19710.. Section-3(2) of Chapter- 71-172, Laws of: Florida, provides that after the effective date of the regulations promulgated by the Depai-tmeni: of Community. Affairs, "no factory -built housing shall be sold. or. installed in this state unless it is approved and boars the insignia. of approval of" the Department. of Community Affairs.
