AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
AMENDING CHAPTER 2 ADMINISTRATION, SECTION 2-
33 DEPARTMENT OF RECREATION AND PARKS OF THE
CITY CODE TO REORGANIZE SAID DEPARTMENT INTO
THE DEPARTMENT OF PARKS AND FACILITIES
MAINTENANCE AND THE DEPARTMENT OF CULTURAL
AFFAIRS; PROVIDING FOR SEVERABILITY,
CONFLICTS AND EFFECTIVE DATE.
WHEREAS, it is the desire of the Sanford City
Commission to delete Chapter 2, Section 2-33 of the Sanford City
Code in its entirety.
WHEREAS, it is the desire of the Sanford City
Commission to create Chapter 2, Section 2-33(a) of the Sanford
City Code.
WHEREAS, it is the desire of the Sanford City
Commission to create Chapter 2, Section 2-33(b) of the Sanford
City Code.
NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY
OF SANFORD, FLORIDA:
SECTION 1: Chapter 2, Section 2-33 of the Sanford City
Code is deleted in its entirety.
SECTION 2: Chapter 2, Section 2-33(a). There is
hereby created a department of parks and facilities maintenance.
The functions and work embraced within the scope of operations of
said department are as follows:
Plan, organize and direct parks and
facilities activities including municipal
parks programs, activities and facilities,
cemetery activites, museum operations, senior
center and senior activities, civic center,
facility maintenance and leasing; Develop
annual budget and administer appropriations;
Plan and develop all parks affairs activites;
Serve as technical liaison to advisory boards
and varied community organizations; Plan for
and recommend the acquisition and design of
parks facilities; Establish and direct all
parks activities; Prepare monthly reports on
departmental activities; Develop and
administer departmental work standards and
maintain departmental personnel standards in
accordance with the City's personnel policies
and recommendations of subordinate
supervisors; Assume responsibility for all
employment, training, performance evaluation,
disciplinary and grievance resolution
activities; Serve as the departmental public
relations and information representative to
the general public and other concerned
parties; Resolve and dispose of complaints
and inquiries; Relate emphathetically to
relatives and friends mourning deceased
persons; Speak to and make presentations to
various community and civic groups; Perform
such further duties and functions as shall be
delegated thereto from time to time by the
City Commission or by the City Manager with
approval of the City Commission.
SECTION 3: Chapter 2, Section 2-33(b). There is
hereby created a department of cultural affairs. The functions
and work embraced within the scope of operations of said
department are as follows:

and crafts, youth programs, and special
events; Develop annual budget and
administrater appropriations; Plan and
develop all cultural affairs activities;
Serve as technical liaison to advisory boards
and community organizations; Plan for and
recommend the design of recreational
programming; Establish and direct all
cultural affairs activities; Prepare monthly
reports on departmental activities; Develop
and administer departmental work standards
and maintain departmental personnel standards
in accordance with the City's personnel
policies and recommendations of subordinate
supervisors; Assume responsbility for ~ 1

City Commission.
SECTION 4: If any section or portion of a section of
this ordinance proves to be invalid, unlawful or unconstitutional
it shallnot be held to impair the validity, force or effect of
any other section or part of this ordinance.
SECTION 5: That all ordinances or parts of ordinances
in conflict herewith be and the same are hereby revoked.
SECTION 6: That this ordinance shall become effective
immediately upon its passage and adoption.
