REGULAR MEETING
The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, March 27, 2023, at 7:00 PM, in the City Commission Chambers, City Hall, 300 North
Park Avenue, Sanford, Florida.

6) CONSENT AGENDA [Commission Memo 23-057]
Mayor Woodruff pulled Consent Item 6.0 for further discussion.
Jolynn Morra of Groveview Village thanked Commissioner Austin for the new
lighted sign at the entrance to their subdivision and had questions on Consent Item 6.A.
A. Approve the procurement of services to CPH, Inc., in the amount of, $67,753 for
design services related to the Groveview Pump Station Improvements.
B. Approve the special event permit application, for `XTRAVAG8' from 4 — 8 PM,
with a lane closure near Elev8 on Friday, April 28, 2023.
C. Approve the special event permit application with a noise permit, from 5 -10 PM,
and an alcohol permit from 5 — 11 PM, for the `01' Annual Cinco de Mayo
Celebration', with road closures from 3 — 11 PM on Friday, May 5, 2023.
D. Approve the special event permit application, with a noise permit, and an alcohol
permit, for the `2nd Annual Rhythm & Brews BBQ Fest' from 10 AM — 6 PM, with
road closures from 9 AM — 6 PM on Saturday, May 13, 2023.
E. Approve the special event permit application, with a noise permit, and an alcohol
permit, for the `Love your Mother Festival', from noon — 5 PM, with road closures
from 10 AM — 6 PM on Saturday, May 13, 2023.

F. Approve the special event permit application, with a noise permit, and an alcohol
permit, for `2023 VetFest', from 11 AM — 6 PM on Saturday, November 4, 2023,
with road closures from 8 AM — 8 PM.
G. Approve to retire service weapon Sig Sauer P3209 MM, Serial Number 58C 197820
and authorize retired Police Sergeant Stacie McCoy to purchase and receive her
service weapon, in the amount of $266.13.
H. Approval of the Memorandum of Understanding (MOU) supplementing the Fire
Department Lieutenants Contract (2022-2025) between the City and the Sanford
Professional Firefighters, Local 3996 of the International Association of Fire
Fighters.

MARCH 279 2023
REGULAR MEETING
A. Approve Resolution No. 3120, amending the budget for the approved spending plan
associated with the American Rescue Plan Act (ARPA), reallocating $520,000
from the City's current ARPA Plan from improvements to bathrooms and
$1,560,841 from water meter replacements to create a new category of vacuum
sewer rehabilitation for $2,080,841. [Commission Memo 23-060]

F. Approve Resolution No. 3125. Amending the budget, in the amount of, $13,976,
and approving the procurement of services from Florida Cleaning Systems, Inc. for
Riverwalk Park and Veterans Memorial Park. [Commission Memo 23-065]

9) CITY ATTORNEY'S REPORT
10) CITY CLERK'S REPORT
Mayor Woodruff confirmed with the City Clerk he needs to email her the
appointment for Metroplan.
11) CITY MANAGER'S REPORT
12) CITIZEN PARTICIPATION
Robin Esser, Sanford Brewing Company, informed the Commission she is adding
to the footprint for the Sanford Avenue Block Party to extend to Buster's Bistro, adding a kid zone
and relocating the stage. This event generates money for the `Shop with a Cop' at Christmas time.
Michelle Dewey, Groveview resident, apologized for not being able to make it for
the start of the meeting. She asked if the Groveview Pump Station Project was for expansion or
refurbishing. Commissioner Austin explained it is for refurbishing.

Leon Konieczny, resident, expressed concern for the dumpster location at Tuffy's
and questioned why the City placed orange cones in the parking spaces on a road scheduled to
close later in the day.
Denny Velasquez, resident Grove Hollow Court, asked if the Groveview Pump
Station Project has anything to do with the new development on Lake Mary Boulevard.
Commission Austin responded, no the development would have to build their own. Ms. Velasquez
asked if the City has plans to add to the pump station in the future. In addition, asked where the
wastewater goes once it is pumped out. Bill Marcous, Utility Support Services Manager, said there
is no plan for an additional pump. The wastewater goes to the Lake Mary Boulevard water
treatment plant. Commissioner Mahany asked if the water plant located by the golf course is
reclaimed water. Mr. Marcous said that is the main water plant, with a storage and booster tank for
the reclaimed water. He provided a brief description of what all of the water plants are for and
where they are located.
13) CITY COMMISSION REPORTS
Vice Mayor Britton suggested the Commission have a special work session
regarding special events.
Vice Mayor Britton thanked Mr. Bonaparte for the information on the moratorium
on development. She would like to add this on a work session for discussion. Mr. Colbert said a
moratorium would not be longer than one year. He said legislation discourages moratoriums. He
said the City could discuss updating the building code additional levels. Mayor Woodruff
suggested discussing the capacity of the City's infrastructure in the Comprehensive Plan at the

REGULAR MEETING
Vice Mayor Britton said she is hearing from residents in Kensington Estates
regarding the 417 connection to the airport coming through their back yard. She suggested having
a Community Meeting with the County Commissioner Zembower, the Home Owners Association
for Kensington Estates and the Central Florida Expressway regarding the connection.
Commissioner Austin said the Orlando Magic, Court Ceremony, is on April 5, 2023
at 3:00 PM at Lee P. Moore Park.
Mayor Woodruff asked staff if they know if there is a school sidewalk, safety
program. Chris Smith, Project Manager, said Metroplan has a program and the school board used
to have an advisory committee. Mayor Woodruff said the residents are requesting sidewalks on
Celery Avenue in Seminole County section.
