HomeMy WebLinkAbout1987 Traffic Signal Maintenance AgreementMEMORANDUM: August 5, 1987 TO: City Engineer FROM: Public Works Director SUBJECT: Traffic Signal Maintenance Agreement with Seminole County Bill, I feel that Seminole County is better equipped to maintain the traffic signals on U.S. 17-92 and S.R. 46. The reason being that they have the personnel with the expertise to program these computerized controllers. They also have a suitable inventory of parts that we do not have. This will take some of the work load off of our Maintenance Division, to help them do their preventative maintenance on city buildings. xc: Maintenance Supt. Park Avenue Sanford, Florida 32771 Ke; Traffic Signal Maintenance Agreements Dear 8ill: *000aORLANDO nnms s^mpon FLORIDA 32771 TELEPHONE (3m5)aa3-0000 Pursuant to our discussion enclosed are the maintenance agreement documents for the city signals on US 17-92 and one on SR 46, As soon as you oquire Your chairman's signature, I will process the documents' As you know, it is our intention to optimize the signal timings and'instull coordination units to increase the traffic eftjciency as well as safety. The average annual maintenance cost for a typical signal is approximately $400. We do not perform major repairs, but shall install a standby unit to keep the intersection operating until the damaged unit can be repaired. The power service bills shall remain as they are existing. For those intersections that need updating, the F'D'O.T, is suppling replacement equipment at no cost' This is an important step to address traffic delay problems on the major arterials through Sanford. Together we can fix a problem before it becomes serious' Sincerely, 3EMINOLE COUNTY Steve Decker Traffic Engineer cc: Dave Nicndemus Jon Harper SEMINOLE COUNTY SIGNAL MAINTENANCE INTER -LOCAL AGREEMENT THIS AGREEMENT entered into thisday of ------------ 1987, by and between SEMINOLE COUNTY, a political subdivision of the State of Florida (hereinafter referred to as "County"), and the City of ------------------- I a Florida municipal corporation (hereinafter referred to as "City"). WITNESSETH: WHEREAS, Florida law provides -for Inter -local agreements between cities and counties for the performance of their respective administrative and service functions; and WHEREAS, the City and the County desire, -pursuant to Chapter - 163 of the Florida Statutes, to enter into an inter -local agreement whereby the County will, on a cost basis, maintain that certain traffic signal installed by the City and the County at the Intersection of U =S :LL -_q2 --------------- & a City street and a State road in the City of Sanford. NOW, THEREFORE, in consideration of the mutual convenants herein contained, it is agreed as follows: 1. The County will maintain within the City that certain traffic signal installed at the intersection of to the extent of the County's capability in terms of ordinary repairs and availability of parts, it being understood by bath par -ties, that in the event of major damage to the signal controller which is beyond the County's ability to repair, it may be necessary to remove the controller- and place the signal in temporary flashing mode until the said controller can be repaired elsewhere, or replaced, in which event the City agrees to reimburse the County for all costs of such major repair or replacement.. . 2. The City will pay to the County that month, an amount representing and the actual cost of those services described in Paragraph I above, upon receipt of an itemized statement from the County indicating the actual cost of payroll, parts, and mileage expneded for signal maintenance in the preceding month. 3. In consideration of the County's performing sex -vices covered herein at cost, City agrees that County's performance hereunder shall be as City's agent, and the City agrees to hold the County harmless from and defend the County and the officers and employees thereof against any claims or liab±l±tes, including attorneys :fees, resulting from performance of the services provided hereunder. 4. This Agreement shall take effect on 1987, and remain in force until terminated. S. Either- party may cancel this Agreement at any time by giving the other- party thirty (30) days written notice thereof. G. If for any reason any provision hereof shall be inoperative, validity and effect of all other provisions shall not be affected hereby. 7. No modification or waiver of any provision of this agreement shall be valid unless in writing signed by bath parties.
