The current term of Ross Robert, the City's appointee to the Seminole
County Road Impact Fee Citizens Advisory Committee, will expire on
December 31, 1989. In light of the Committee's progress on the 1990 Update
and Mr. Robert's valuable participation in those deliberations, extension
of his term to September 30, 1990, is suggested.
The Advisory Committee anticipates completion of their meetings in
February, 1990. The September term is proposed for consistency with other
appointments and will also allow time for public presentations of the
Committee recommendations. Formal consideration by the Board of County
Commissioners is planned for the spring of 1990.
The City of Sanford"s cooperation in the Road Impact Fee program is
appreciated; please call on me at extension 7352 if you have questions or

Dear Mr. Faisan:
Following authorization of the Board of County Commissioners on
May 22, 1989, County staff is updating the current Road Impact
Fee Study and Ordinance. Pursuant to the current Road Impact Fee
Ordinance, the Municipal Technical Advisory Committee and
Citizens Advisory Committee will both be convened to assist in
this review.
On March 24, 1987, the County Commission adopted Resolution 87-R-
1001 establishing a twenty-four (24) member Citizens Advisory
Committee with seventeen (17) County appointments and seven (7)
municipal appointments. Terms are staggered to ensure continuity
and experience on the Committee. The term of the City of
Sanford's current appointee to the Committee, Mr. Ross Roberts,
will expire on September 30, 1989.
The schedule authorized by the Board targets adoption of the Road
Impact Fee Update by October 1, 1989. Although this time frame
is quite short, it is made more feasible in light of the base
provided by the unadopted 1988 Update. In the event the
Committee's work extends beyond October 1, however, we are asking
the City to extend the term of its appointee to December 31,
1989.
Concerning the Municipal Technical Advisory Committee, I would
also like to take this opportunity to confirm, with his
concurrence, the City's previous identification- of Bill Simmons,
City Engineer, as the Mayor's designated representative.
